While we are aware that ccTLDs are under individual and sovereign government jurisdiction, the ALAC notes that many of them act as gTLDs in selling domains outside their designated national boundaries and without residency requirements. Does ICANN have a role to play in helping develop, at very least, best practices to be considered by ccTLDs?

    What is the GAC's opinion of the ICANN staff asserting what is called a unilateral right to amend parts of the RAA. While the domain industry is wholly against this, the move seems able to enable the public interest to be asserted even if the domain industry is opposed. As the ALAC studies the consequences of this new development we are interested to know the GAC's stance on it.
