    If someone clicks on a phising link to  b'ank.com , by this  or by a different URL, is the user taken to the dark web in the space with a dark root ?  Or,  such dark spaces are well within the Internet accessed by sibdomains or g or ccTLDs that are within the global Internet root? @Ram

    Great point by Jim and it applies more broadly than just contention set resolution. For example, if an applicant has any objection filed against its application, it won't want to have invested time and money in overcoming the objection, only to later find out they cannot have the TLD due to name collisions risk. Therefore, in my opinion the name collision risk analysis should begin as soon as the applications are revealed (I acknowledge this is a decision for ICANN rather than SSAC).
