    Root Zone Update Process Study CPWG

    The March 2016 proposal to transition the Internet Assigned Numbers Authority (IANA) functions from the U.S. Department of Commerce to the global multistakeholder community called for a study to investigate the robustness of the operational arrangements for making changes to the root zone content to reduce or eliminate single points of failure. ICANN org commissioned this study, which is now ready for public review.

    Proposal for Myanmar Script Root Zone Label Generation Rules (LGR) CPWG

    The Myanmar script community has formed the Myanmar script Generation Panel (GP), which in turn has developed the Proposal for the Myanmar Script Root Zone Label Generation Rules. As per the LGR Procedure, this proposal is being posted for public comments to allow those who have not participated in the Myanmar script GP to make their views known to the GP. Based on the feedback, the Myanmar script GP will finalize the proposal for submission for integration into the Label Generation Rules for the Root Zone.

    Possible (still tentative at this time) Public Comment proceeding on experiences with and/or possible modifications to the GNSO Statement of Interest (SOI) procedures and requirements.

    The Unicode standard version 14.0.0 encoded 159 scripts. In Annex # 31, the standard categorizes these scripts as Excluded, Limited Use or Recommended for their use in defining identifiers. The Public Comment elicits feedback from the community on how this categorization should be applied to decide the scripts to use in the Internationalized Domain Names (IDNs) at the second level and the top level of a domain name.

      Of specific relevance on "Limiting the number of variants" is Section 5.2 User Experience with Variant Labels starting on Pp 54. 

      There are eight types of users.

      Please note that the Unicode Standard provides default algorithms for determining grapheme cluster boundaries, with two variants: legacy grapheme clusters and extended grapheme clusters. To my mind, algorithmic approach may resolve many concerns on the number of variants. It is just that the LGR need to happen in tandem with the algorithms.

      With the Unicode 16-bit encoding system, over 65,000 characters can be encoded (216 = 65,536). However, the total number of characters that needs to be encoded has actually exceeded that limit. To find additional place for new characters, developers of the Unicode Standard decided to introduce the notion of surrogate pairs. Three supplementary planes are defined for this purpose.

      In the Unicode  standard, a plane is a continuous group of 65,536 (216) code points. There are 17 planes, identified by the numbers 0 to 16, Plane 0 is the Basic Multilingual Plane (BMP), which contains most commonly used characters. The higher planes 1 through 16 are called "supplementary planes". The limit of 17 planes is due to UTF-16, which can encode 220 code points (16 planes) as pairs of words, plus the BMP as a single word. UNICODE Planes 4 to 13 are unassigned i.e no characters have yet been assigned, or proposed for assignment.

      Can ICANN open supplementary panels for the Generation Panel for IDNs ?

      Safety, Stability and Security are well within the algorithmic integration of the panels.

      PS: Invariably, Consensus happens when no one disagrees ! This is not the same as unanimity. The "Language of Compromise" in "International Agreements" is to arrive at a point of not contradicting one another. The lexicon of ICANN is well respected in the multi-stakeholder model.
