The session will scope the potential impact that advancing GDPR compliance with the use of technology will likely have on Internet end users. It particularly seeks to explore the policy implications of the recently issued US patent #10,979,384 for “Systems and methods for preserving privacy of a registrant in a Domain Name System (DNS)” awarded to Verisign, and the level to which it might impact the further work of the EPDP.

Public Interest: is the commercialisation of ccTLDs a threat?The session will attempt to explore if commercialization of ccTLD registries affects Internet end users. Trying to understand the possible impacts of commercialization on consumer protection, competition, the stability of the DNS and in a broader sense on the public interest.

In attempting to explore the public interest in ccTLD registries commercialization, the session will start with an introduction to the history of ccTLD policy and then will to attempt to answer two questions:

1) What is the impact of ccTLD registries commercialization on consumer protection, competition, and the stability of the DNS?

2) Does the commercialization of ccTLD registries affect Internet end users?

Developing Regional Policy measures in the field of DNS abuse

ICANN - a representative and open decision making ecosystemTo explore the weight and Impact of Internet end users on ICANN policy development processes

The session will highlight end-users participation in ICANN PDPs and their role within ICANN’s ecosystem. Exploring their weight within ICANN’s community and their impact on decision-making.  The session will start with an introduction about Internet end users participation in ICANN ecosystem, and then we will attempt to answer two questions:

  • How much does the ICANN Board rely on the Internet user community in taking its decisions?
  • To what extent has the ICANN community been able to gather opinion that is representative of the Internet end users?

New gTLDs: Protection of Geographical Names in Europe

Respond to the Sub-Pro PDP on gTLDs to ensure that in the public interest European geo-names of all kinds, are not exposed to speculative registrations allowed by ICANN. 

The session will endeavor to assess the risks of open, speculative delegations and the eventual costs to local communities and final users from the unregulated sale of 'premium' domains, or eveen the geo-TLDs themselves. 

The session will explore and report on the needs and interests of users for geographical identify,  the existing scope and opportunities for legal protection,  intellectual property aspects including AOC, and alpha3 codes ini. ISO3166 and ISO4217,  including for example,  EUR. 


The session will include a case study of a country that practices legal protection of geo names.
