    Beyond Budapest: The UN Cybercrime Treaty and DNS Abuse

    * This session looks into the progress and perspectives of the proposed UN cybercrime treaty and explores how it might impact ICANN’s mission. Its point of departure will be the recent reports from ICANN’s UN engagement team < https://www.icann.org/en/system/files/files/un-update-cyber-related-discussions-15jul20-en.pdf [icann.org] >. It seeks to explore whether the ongoing UN discussions impact ICANN’s understanding of DNS abuse such as CASM, online fraud or any other online activity the community considers harmful. We would also like to take this opportunity to look at the international cybercrime treaty already in place: the CoE Budapest convention and what mechanisms it offers to effectively protect internet users from DNS related abuse.  We would like to invite speakers from the UN engagement team to give the background for our discussions, welcome representatives from the Council of Europe (GAC observer) as well as from the contracted parties community to discuss the DNS Abuse framework.

    Rationale/Desired Outcomes * We’re seeking to answer the following questions: How does DNS Abuse fit in with existing cybercrime frameworks, both: national and international? Can cybercrime laws be useful for fighting DNS Abuse? What are the opportunities for having the ICANN voice heard in international cybercrime discussions? We will also seek to identify opportunities for enhanced ICANN community input into this and similar processes that directly impact the effectiveness of our DNS Abuse mechanisms.
