This week :)
14:07:59 From Evin Erdogdu to Everyone:
Noted, Alan thanks
14:08:11 From Evin Erdogdu to Everyone:
We will update
14:14:06 From Cheryl Langdon-Orr to Everyone:
Surely the TP's that were prepared for ICANN 71 should still stand
14:15:39 From Jonathan Zuck to Everyone:
yes
14:17:07 From Maureen Hilyard to Everyone:
We need to bring to the Board some of Olivier's "wild questions"
14:17:25 From Herb Waye Ombuds to Everyone:
Hello everyone… sorry for the late arrival. Nice to be with you again.
14:17:53 From Cheryl Langdon-Orr to Everyone:
Take Holly before me please my intervention is informational not substantive to the topic per se
14:20:31 From Cheryl Langdon-Orr to Everyone:
And now I ceed to Alan as well same rationale
14:24:54 From Judith Hellerstein to Everyone:
The alac GAC meeting is at a time that is good for APAC, LAC, and NA
14:25:14 From John McCormac - HosterStats.com to Everyone:
What stats are needed?
14:30:00 From Maureen Hilyard to Everyone:
I think I have mentioned that the topic was raised after we had presented our advice to the Board on SubPro. but we can use as an entrée to bring other policy issues of interest to us to their attention - but they do need some indication of these questions so that they can prepare who is to answer the question from the Board
14:30:59 From Maureen Hilyard to Everyone:
I agree with asking for more meetings with the Board
14:31:16 From Maureen Hilyard to Everyone:
on different topics
14:32:08 From John McCormac - HosterStats.com to Everyone:
The CCT requests were quite good but the problem is that ICANN doesn't have the people capable of compiling some of those stats. The danger is that it will produce stuff more akin to Opinion Polls and that will repeat some of the mistakes of the 2012 round.
14:32:46 From Jonathan Zuck to Everyone:
For sure
14:34:57 From Jonathan Zuck to Everyone:
Indeed
14:36:12 From Maureen Hilyard to Everyone:
I hear what Cheryl is saying because that is important to note.. but we are also getting requests from others who are seeking our support because we are aligned with their thinking as well.
14:36:42 From John McCormac - HosterStats.com to Everyone:
IDNs are a great idea. The problem is that people don't really want to register them. There seems to be a bit of a disconnect between the aspirations of the board and the fiscal reality of running gTLDs.
14:36:52 From Cheryl Langdon-Orr to Everyone:
Good point @JZ
14:37:08 From Maureen Hilyard to Everyone:
+1
14:37:49 From Dave Kissoondoyal to Everyone:
+1 @JZ
14:39:00 From Olivier MJ Crepin-Leblond to Everyone:
Is the ALAC an advisory committee or a GNSO constituency? If it is the former, then it can very well both take part in PDPs and to provide advice directly to the Board.
14:39:10 From Olivier MJ Crepin-Leblond to Everyone:
advice -> Advice whatever the semantic
14:39:24 From Cheryl Langdon-Orr to Everyone:
I only serve in the Council NOT in Houses, SG's or C's I am not a Member of @CW
14:40:52 From Jonathan Zuck to Everyone:
We don’t want to discourage board lurking
14:42:45 From Sivasubramanian M to Everyone:
@Steinar As a way of providing inputs to the Transfer Policy WG, I have added a few lines of text on the document https://docs.google.com/document/d/1xIEPkUXmtoHU-WzfqvR7Lv8o56kvKDHXf0tTobE5Ic4/edit
14:42:47 From avri doria to Everyone:
I am happy to answer questions, but do not speak for the Board. As I said I never mind being put on the spot. Found your discussion interesting. Rest assured that the Board does take the Advice we get seriously, and part of the meeting will explain how we process advice when we get it. I look forward to the meeting.
14:43:39 From Sivasubramanian M to Everyone:
@Steiner, this from what I have observed on the limited deliberation at the Transfer Policy WG. ALAC Nominated Members may please take note.
14:46:27 From Maureen Hilyard to Everyone:
@Siva, ALAC members get their direction from the CPWG after Steinar and Daniel's report plus any discussion issues that alternates and observers might like to add
14:47:46 From Sivasubramanian M to Everyone:
Thank you Maureen, I was probably not technically accurate in asking Steiner to take note. What I was trying to do is to inform the ALAC Members that I have, as an observer, shared some comments on the ALAC document.
14:48:51 From Sivasubramanian M to Everyone:
This may be treated in the usual manner appropriate, and follow the due process.
14:49:44 From Maureen Hilyard to Everyone:
@Siva Noted
14:49:51 From Sivasubramanian M to Everyone:
Thank you Maureen.
14:51:52 From Evin Erdogdu to Everyone:
Noted, thank you Steinar and Olivier
14:52:59 From Cheryl Langdon-Orr to Everyone:
Prepping and briefing Yes indeed @JZ
14:53:44 From Evin Erdogdu to Everyone:
Sure, happy to support
14:54:20 From Holly Raiche to Everyone:
Thanks OCL - yrs, have the questions in the agenda that we need to discuss
14:55:18 From Cheryl Langdon-Orr to Everyone:
Well noted @Alan and larger effects certainly need to be risk managed
14:55:40 From Holly Raiche to Everyone:
Agree with Alan
14:57:17 From DANIEL K. NANGHAKA to Everyone:
some complaints were not captured due to different ticketing system
14:57:46 From John McCormac - HosterStats.com to Everyone:
How many were due to the reseller disappearing or going out of business? It seems to be an issue at the low end of the market but not exactly a transfer issue at registrar level.
14:57:48 From DANIEL K. NANGHAKA to Everyone:
some details were not captured
14:57:56 From alangreenberg to Everyone:
@Steinar, Yes, I do understand that compliance is refining their reporting capability and that makes it difficult to really assess differences.
14:59:16 From hadia Elminiawi to Everyone:
Thank you
14:59:31 From DANIEL K. NANGHAKA to Everyone:
DNSSEC is not in the scope of the PDP
15:00:13 From hadia Elminiawi to Everyone:
+1 Alan
15:00:21 From Cheryl Langdon-Orr to Everyone:
was that not the rationale for "Good Practice"previously in WS2 outcomes?
15:01:10 From hadia Elminiawi to Everyone:
@Cheryl yes this is why we use "good practice"
15:01:21 From Cheryl Langdon-Orr to Everyone:
We agreed on "Good Practices I out of WS2 @Steiner, but Framework seems a good option
15:02:10 From alangreenberg to Everyone:
Not sure what the connotation of GOOD PRACTICE is...
15:02:38 From Jonathan Zuck to Everyone:
There’s a constant fear of “best practice” inferring some sort of liability with agencies, such as the FTC
15:02:58 From Olivier MJ Crepin-Leblond to Everyone:
the point was made that "best" might not be "best" - and was elitist. "good" was "good enough"
15:03:14 From Judith Hellerstein to Everyone:
the reason they went with good practice is that best is not always behest depends on the situation and culture so they went to use the term good practice
15:03:28 From Cheryl Langdon-Orr to Everyone:
perhaps not intrinsically linked to liability is the key there @Alan ;-)
15:03:38 From Holly Raiche to Everyone:
Maybe Steinar’s suggestion of ‘framework’ is better?
15:04:16 From Herb Waye Ombuds to Everyone:
Must step away for 5 minutes
15:04:24 From hadia Elminiawi to Everyone:
@Holly agree
15:07:31 From Holly Raiche to Everyone:
What about SSAC on the benefits?
15:08:42 From Holly Raiche to Everyone:
@ Alan - agree at last comment on the approach
15:10:28 From Holly Raiche to Everyone:
YES- somewhere there should be an RDDS element
15:10:44 From Herb Waye Ombuds to Everyone:
back
15:11:04 From John McCormac - HosterStats.com to Everyone:
A nice bit of future proofing. Should be added.
15:11:04 From Maureen Hilyard to Everyone:
Welcome again Herb :)
15:12:57 From Steinar Grøtterød to Everyone:
Must be a typo in Q4: Should be Registrant (not Registrar)
15:14:48 From Holly Raiche to Everyone:
+1 Steinar
15:15:56 From Bill Jouris to Everyone:
It seems obvious that, at absolute minimum, we should establish what *form* the data should be in if it is kept. Just to make it usable.
15:19:06 From Steinar Grøtterød to Everyone:
If there is a requirement to difference between legal and natural persons, will there be requirements to identify a legal entity? (Business number etc)
15:21:18 From John McCormac - HosterStats.com to Everyone:
Based on a past life with crypto and hacking, one hack to hack it all (anon e-mail addresses) is worrying.
15:24:04 From Cheryl Langdon-Orr to Everyone:
Thanks @Alan / Hadia
15:24:47 From Dave Kissoondoyal to Everyone:
+1 @Holy

close date 19 july
15:25:56 From Holly Raiche to Everyone:
That will be helpful - give us time to read and have a think
15:26:35 From Chokri Ben Romdhane to Everyone:
@Holly
15:27:02 From Cheryl Langdon-Orr to Everyone:
;-)
15:27:16 From Dave Kissoondoyal to Everyone:
Thanks @Evin
15:27:52 From Evin Erdogdu to Everyone:
Most welcome :)
15:28:29 From Bill Jouris to Everyone:
Just converting the database isn't the problem. It's going back and adding the information for existing entities.
15:28:31 From Chokri Ben Romdhane to Everyone:
No need tp think it becomes and iternal issue this legal vs natural so what we need is concensus or a way to reach this concensus
15:29:00 From Chokri Ben Romdhane to Everyone:
No more ideas
15:29:13 From Sivasubramanian M to Everyone:
Yes, it would indeed be commercially beneficial for the Registry and Registrars to make this distinction.
15:29:36 From John McCormac - HosterStats.com to Everyone:
Phase it in on renewals. That might work better than manually going back through records.
15:30:11 From John McCormac - HosterStats.com to Everyone:
It would take longer to collect/update the data but it would be less work for the registrars.
15:30:19 From Bill Jouris to Everyone:
+1 @Hadia
15:31:24 From Sivasubramanian M to Everyone:
And, for a start, it is the Registrant who classifies himself or herself as a natural or artificial person. The Registrar may sometimes force registration as an artificial person if Google were to register a domain name as a natural person. Otherwise the differentiation is volunteered by the Registrant based on a given set of criteria (guideline questions) such as will you have a payment gateway in this domain name....
15:31:43 From Chokri Ben Romdhane to Everyone:
@Siva the legal advice was clear it would be better that we differentiate but debate continues
15:31:48 From John McCormac - HosterStats.com to Everyone:
So are AIs people? :)
15:31:55 From hadia Elminiawi to Everyone:
Thanks
15:31:55 From Sivasubramanian M to Everyone:
So how is it that the Registrar is worried about legal obligations related to errors in differentiation?
15:31:57 From alangreenberg to Everyone:
Good point.
15:32:22 From Herb Waye Ombuds to Everyone:
Gotta run folks… stay safe and be kind.
15:33:54 From alangreenberg to Everyone:

Someday false accusations of abuse may be as big a problem as DNS Abuse itself. But today...?
15:36:14 From Evin Erdogdu to Everyone:
Thank you @Alan - noted re: advice
15:40:15 From Sivasubramanian M to Everyone:
@Bill Any design of abuse mitigation may have to design effective barriers and response systems for false positives first before getting into abuse mitigation design itself
15:40:52 From Sivasubramanian M to Everyone:
Thank you Jonathan
15:41:00 From Bill Jouris to Everyone:
@Siva, thank you for this
