Given that a significant proportion of the At-Large Community's participation in ICANN multistakeholder policy development is centered around its contributions towards consensus policies on gTLDs, it would be helpful for the At-Large Community to understand how the GNSO policy development process (GNSO PDP) works, and where and when At-Large participation in GSNO GNSO PDPs is needed. This can be facilitated through a general appreciation of the GNSO Operating Procedures and Related Documents such as the Policy Development Process (PDP) Manual, the Expedited GNSO Policy Development Process (EPDP) Manual, the GNSO Guidance Process (GGP) Manual, as well as the implementation of GNSO PDP 3.0 in introducing incremental improvements to enhance the efficiency and effectiveness of GNSO PDPs.

Justine Chew

 is the Co-Chair of the APRALO Policy Forum (APF) and leads the APF Fireside Chats Program. She is also currently serving as the ALAC Liaison to the GNSO Council, and was formerly the ALAC Member selected by the ICANN Nominating Committee to represent the Asian, Australasian and Pacific Islands Region for 2019-2021. Justine has been and continues to be active in a number of GNSO PDP Working Groups, including the New gTLD Subsequent Procedures PDP WG (where she served as the At-Large liaison for a time), the Review of All Rights Protection Mechanisms in All gTLDs Phase 1 PDP WG, the EPDP on Specific Curative Rights Protections for IGOs, and the EPDP on Internationalized Domain Names (where she also serves as Vice Chair). Justine is an Advocate & Solicitor of the High Court of Malaya and continues to practise law in Malaysia while pursuing policy-related work in ICANN, among other broad interests

"For someone who is fairly new to direct ICANN activities, “Let’s Talk About GNSO PDP 3.0” fireside chat was immensely resourceful,  providing a scoop of encouragement to embark into policy development. Not only did it inform on the various technicalities within the PDP, but also motivated us to be patient, speak up and survive the tedious task and time revolving around policy discussion and implementation. Both Cheryl  and Justine were great resources, opening their vault of priceless experiences with us. "The APF fireside conversation on GNSO PDP 3.0 played an important role in introducing end-users to different stages of PDP wherein we can be involved as an observer/active participant and efficaciously contribute to an informed consensus on key policy issues. Justine’s perspicacious questions and Cheryl’s endearing, cogent responses ensured that this informal discussion enabled us to grasp some key aspects of this seemingly complex process. In addition to some fun facts, we developed a deeper understanding of a few things. For example, I wasn't aware of the evolution of PDP. I also never knew that the process of developing an issue report can become redundant in certain scenarios wherein scope and issues had already been well defined and this might call for an ‘expedited’ PDP. Conversations like this help us to deepen our understanding of the eco-system that drive key policy decisions at ICANN. It will still be helpful if some post-reads or FAQs are shared at the end of the conversation for participants as a recap or a way forward to build on their learnings from these informal conversations in a more structured manner."  ~ Prateek Pathak
