Terri Agnew:meeting page: https://community.icann.org/x/_jzxAg
Olivier Crepin-Leblond:Hello Terri. I am a little early, thinking that we'd start at the top of the hour
Terri Agnew:Welcome Olivier, we will start in 17 minutes

Terri Agnew:Announcement of more IANA Coordination Group Calls https://www.icann.org/news/announcement-2-2014-11-04-en
Seun Ojedeji:I lost connection, however i should mention here that i am in support of Alan's observation
Seun Ojedeji:one of the reason why we said we were having another meeting was to determine our position and not just to receive contract terms
Seun Ojedeji:I agree with that view JJ...its definitely not necessary to create a seperate consultation with ICANN board
Terri Agnew:Next IANA Coordination Group Call - Wednesday 26 November 2014 02:00-03:00 UTC
Olivier Crepin-Leblond:that is past, Terri :-)
Olivier Crepin-Leblond:that is the call which JJS has just told us about :-)

Seun Ojedeji:here is the url for the AFRINIC meeting: http://meeting.afrinic.net/afrinic-21/en/agenda/agenda#day-6-27th-nov
Terri Agnew:IANA CWG Face-to-Face Meeting (Meeting #7) (19-20 November): https://community.icann.org/x/iy3xAg
Seun Ojedeji:I thought we used the last meeting for that
Fatima Cambronero:are we talking about Review Team or Contracting Entity?
Seun Ojedeji:Based on your explanation....olivier so maybe we continue with this with the view of having our own position latter. My comment about this flow chart is that we perhaps should wait for the document to be released by the cwg.
Olivier Crepin-Leblond:the flow chart is unlikely to change
Olivier Crepin-Leblond:unlikely to change from this draft we have in front of us to the first draft that will be released for comment
Seun Ojedeji:Okay...however the details of the entities is not yet in the flow-chart
Olivier Crepin-Leblond:@Fatima: contracting entity
Seun Ojedeji:and it becomes difficult on how to access it
Fatima Cambronero:ok, thanks. I want to make comments about that
Seun Ojedeji:i have to leave now....wil review the trancript
Terri Agnew:goodbye Seun
Olivier Crepin-Leblond:bye seun
Fatima Cambronero:Jonathan said that in its email....
Fatima Cambronero:another question: if this contracting entity doesn't have staff, who will elaborate its bylaws? It suppose that this contracting entity will has bylaws, right? or is it wrong?
Olivier Crepin-Leblond:@Fatima: I do not know
Fatima Cambronero:This entity has no "legal umbrella"...
Alan Greenberg:@Olvier, agree. Each question was dealt with as a detail. But so many details puts the proposal on very shaky ground.
Leon Sanchez:I will have to leave the call in 5 minutes. I appologize for having to leave early
Terri Agnew:goodbye Leon
Alan Greenberg:There is no doubt that the CWG proposal involves an entity outside of ICANN. It is not at all clear how that would integrate with the RIR and IETF proposals. It is certainly different.
Fatima Cambronero:I am first :)
Olivier Crepin-Leblond:@Fatima: it was a response from Jean Jacques to Alberto's point
Fatima Cambronero:well I had a question to the previous comment of Alan. No problem. I can wait
Alan Greenberg:There are some people on the ICG who strongly advocate a solution similar to that of the CWG.
Jean-Jacques Subrenat:@Fatima, it is not possible to distinguish between ICANN "as a legal entity" and any other aspect of that corporation...
Fatima Cambronero:thanks @JJ, I am trying to understand the contracting entity...
Jean-Jacques Subrenat:@Fatima, in other words, there is no other ICANN identity than its legal identity.
Fatima Cambronero:yes, it also was my understanding...
christopher wilkinson 2:What safeguards are there to prevent the capture of the Contracting Entity by gTLD Registries/Registrars?
Jean-Jacques Subrenat:@Christopher, this is indeed one of the main challenges, albeit not the only one.
christopher wilkinson 2:Multistakeholder control will be expensive and cumbersome. There are several corporations and Registrars holding portfolios of TLDs who would gladly do it for no charge, provided they control the outcome.
Fatima Cambronero:Camino suggested to add "Multistakeholder" to the Periodic Review Team to avoid confusions. I agree with that...
Olivier Crepin-Leblond:@Christopher: of course they'd like to control this. But remember the NTIA's words: not allow for control by a single entity or government
Terri Agnew:@Jean Jacques, we are not able to hear you
christopher wilkinson 2:@Olivier: Yes agreed, but we already we have a survey of the ccTLDs which gave a (small) majority for 'ultimate control by the TLD managers'. I have queried this in the EURid context.
Jean-Jacques Subrenat:@Alan, let's not mix up "cynicism" and a thorough, professional geo-political analysis.
Fatima Cambronero:should be retained
christopher wilkinson 2:I would accept the NTIA backstop until the transition is complete. Someone has to be able to stop a derappage.
Alan Greenberg:Christopher: WHO?
Olivier Crepin-Leblond:"who" is the big question
Olivier Crepin-Leblond:another elephant in the room
christopher wilkinson 2:@Alan, so the Periodic Review Team is the performance Audit for the IANA contractor.
Alan Greenberg:Regarding AI, not the process followed, but to what extent that process was mandatory. It has to do with the terms of the earlier contracts and to some extent internal NTIA/US Gov't rules for issuing contracts.
Fatima Cambronero:Jonathan just sent the draft to the mailing list
christopher wilkinson 2:I support a strong link with the Accountability process. Therefore Q!: YES
Terri Agnew:Welcome Glenn McKnight
Yasuichi Kitamura:The draft has just arrived at my mail box.
Alan Greenberg:I have another meeting now, so need to leave in a couple of minutes.
Terri Agnew:goodbye Alan
