The multi-stakeholder model is currently challenged in several fora and some in the ICANN Community are addressing this issue.

Meanwhile what can the Board do to improve the multi-stakeholder model within ICANN itself?

Whereas currently, ICANN is not widely perceived: as a good model for other international entities for several reasons:

several public policy issues have lingered unresolved, sometimes for years;

the commercialization of domain names has proceeded apace, with no perceptible benefit to Internet users:

Concentration of the industry is proceeding without any apparent review or restraint by ICANN;

Policy development is dominated by incumbent operators to the detriment of new entrants, world-wide.

What answer can the Board give to those who say that the multi-stakeholder model, unrestrained, is vulnerable to capture?
