- Formal search process October to April.
- Thoroughness will be maintained no matter how long it takes (flexible time lines).
- Hope to make the selection and announcement in May and have the new CEO take office on July 1, 2012.
- They will continue to take applications through Nov. 15, 2011.
- What qualities will they be looking for? (No board member will be a potential candidate. They realize they won’t be able to fill all desired qualities but would like as many as possible.)
- Technical criteria (internet architecture knowledge, institutional knowledge)
- Community criteria (industry institutions, international awareness, sensitivity to values)
- Management and Leadership skills ($60M budget, 130 people, worldwide offices, diverse board)
- Personal skills and values (communication, trust, rapport, motivation, etc.)

In back to back comments, two attendees declared ICANN was and has been a badly run organization. Their answer as principal requirement is for a CEO with very good management skills. Someone complained that all the questions being asked from the floor did not sya why the question or offered any contextual information. We wanted questioners/commentators to desist if they would not give reasons for asking them. This received murmurs of approval in some places.

FY13 Budget Framework Discussion

The new Chief Financial Officer of ICANN, Xavier Calvez, presented the latest version of FY13 Budget Framework.
There were no dramatic changes compared to the previous financial year's framework, apart from improvements as a result of comments received from the community in previous community comment interactions. Of particular note, is the reference of a 3 year budget framework, in contrast to previous iterations only considering the budget one year at a time. That said, it appears that no provisions are made to carry budget items from one year to the rest, so At-Large might wish to consider asking about concrete advantages of running a 3 year budget framework if spreading large one off expenses to several years, is not possible.
I asked about the funding of projects which are cross-SO/AC since one of the slides mentioned each SO/AC presenting their needs in a silo fashion, and was pointed to the "Special Projects" cross-ICANN category.
It also appears that many SO and ACs are not aware of the budget or cost of their ongoing resources (ICANN support Staff, operational expenses etc.). Is that level of transparency and detail needed?
