LOS ANGELES - 26 October 2016 - ICANN has published updated resources for Pre-Delegation Testing (PDT). The updated resources include test cases and test plans incorporating the Consistent Labeling and Display (CL&D) requirements described in the Registry Registration Data Directory Services Consistent Labeling and Display Policy (https://www.icann.org/rdds-labeling-display[icann.org]).

To facilitate the registries implementation, prior to the effective date specified in the policy, the PDT system will provide a warning to those registry operators whose system does not yet meet the new requirements, this warning will not prevent a TLD from passing the test.

Additionally, registries may utilize the WHOIS Self Test tool, to check their system configurations for conformance to the new requirements. The tool is available here: https://github.com/dotse/Whois-Selftest-Tool[github.com].

Today, ICANN’s Middle East and Adjoining Countries Strategy Working Group (MEAC-SWG[community.icann.org]) announced a call for public comment on the draft MEAC 2016-2019 strategy[icann.org]. Consisting of 48 members and 2 observers, the MEAC-SWG[community.icann.org] was formed in June 2016 to develop ICANN’s regional engagement strategy. In developing the strategy, the MEAC-SWG followed the ICANN 2016-2020 strategic plan laid down in the ICANN bylaws, addressing the plan’s five strategic objectives below in the region.

  • Evolve and further globalize ICANN;
  • Support a healthy, stable, and resilient unique identifier ecosystem;
  • Advance organizational, technological and operational excellence;
  • Promote ICANN’s role and multistakeholder approach;
  • Develop and implement a global public interest framework bounded by ICANN’s mission.

The overall strategic objective is to “attract more active and engaged participants from the region to contribute to ICANN's policy development processes and to acquire leading roles within the ICANN community”. The strategy has identified three main focus areas:

  • Support a Secure, Stable and Resilient DNS Infrastructure in the MEAC Region
  • Promote a Healthy and Competitive Domain Name Marketplace in the MEAC Region
  • Clarify ICANN's Role in an Evolving Internet Ecosystem through Engaging with the MEAC Community

Background

In late 2012, ICANN consulted Internet community members in the Middle East on the need for a strategy that defines ICANN’s engagement in the region. In early 2013, 22 community members from across the region came together to develop this new strategy. The group was called the Middle East Strategy Working Group (MESWG). The strategy document[community.icann.org] went through a public comment period before it was finalized and ready to be implemented. In implementing the strategy, the MESWG suggested developing implementation plans on an annual basis, in close collaboration with ICANN staff.

While the three-year mandate of the Middle East strategy concluded on 30 June 2016, ICANN staff, along with the MESWG, rolled-up their sleeves early on to evaluate the strategy and, at the same time, seek input from the regional Internet community on the need of continuing the strategy for another three years.

After public consultation at ICANN55 in Marrakech (5-10 March 2016) and productive discussions over the MEAC ICANN mailing list, the community suggested the establishment of a Charter Drafting Group (CDG) that would define the work methods of the new MEAC-SWG. The CDG worked from mid-April until mid-May of 2016, and published their work[community.icann.org].

In mid-May 2016, a public call was announced, seeking members and observers to join a new MEAC-SWG. 50 community members responded to that call, with 48 joining as members and two as observers.

Provide Input to the CCT Review Team at ICANN57

The Competition, Consumer Trust, and Consumer Choice Review team (CCT-RT) is at a critical stage in its work. After 10 months of meetings and discussions, the group will soon begin to share its findings. The CCT-RT invites all stakeholders to join a community engagement session at ICANN57 in Hyderabad, India on Friday, November 4 from 09:00-10:30 IST (time conversion here[timeanddate.com]) in Hall 3 to share input on the Review Team's findings and help inform next steps.

What is the focus of the CCT Review?

The CCT Review is examining how the introduction or expansion of gTLDs has promoted competition, consumer trust and consumer choice in the domain name space. It is also examining the effectiveness of the application and evaluation procesess, as well as the safeguards put in place to mitigate issues involved in the introduction or expansion of gTLDs.

What are Reviews?

The CCT Review is a part of ICANN's "Specific Reviews." Specific Reviews are led by the global Internet community, and serve as a tool for the community to provide input into ICANN's processes. Specific Reviews look at past performance and current processes to make recommendations that will help ICANN improve future performance. The reviews take a fact-driven approach to measure progress and deliver a health-check that identifies recommendations for improvement.

LOS ANGELES – 27 October 2016 – The Internet Corporation for Assigned Names and Numbers (ICANN) today published[icann.org] [PDF, 2.74 MB] a draft report regarding the Continuous Data-Driven Analysis of Root Server System Stability (CDAR). The study examines the technical impact of the New gTLD Program on the security and stability of the root Domain Name System (DNS).

ICANN commissioned the CDAR study, which was conducted by independent research organization TNO and its consortium partners, SIDN and NLnet Labs. The findings will help the ICANN community determine if additional steps are required to safeguard the root zone’s security and stability as more new gTLDs are delegated in the future. The ICANN Board of Directors adopted Governmental Advisory Committee (GAC) recommendation to:

  • Study the effects of the New gTLD Program on the operations of the DNS root system.
  • Postpone delegation of new gTLDs until it can be determined that the delegations in the current round have not jeopardized the root system's security or stability.

Key Findings and Recommendations:

The study did not find any evidence that the delegation of new gTLDs degraded the security and stability of the root DNS system. In the New gTLD Program, the rate of delegation has been kept at a gradual rate to ensure that timely mitigation actions can be taken in case signs of degradation are observed. The study’s authors advise that the rate of new gTLD delegations remain gradual.

They also recommended continuous monitoring of a set of risk parameters, most importantly the volume of DNS queries across all root servers, and the increase in the amount of processing required of root name servers, which would reduce traffic handling capacity of the servers.

Representatives from the CDAR research consortium will discuss[icann572016.sched.org] the reported findings and solicit feedback during a session at ICANN57.

New gTLD Program Reviews

The CDAR study is part of a series of reviews[newgtlds.icann.org] assessing whether the objectives of the New gTLD Program are being met. The reviews are exploring a number of areas including the effects of the Program on competition, consumer trust and consumer choice; the effectiveness of the application and evaluation process, as well as the effectiveness of Rights Protection Mechanisms (RPMs) and other safeguards built in to the Program.

In accordance with Article XVI of ICANN's Bylaws, the audited financial statements are to be posted within 120 days following the close of the fiscal year, or by 31 October 2016. The Community is invited to review ICANN's audited financials and to provide commentaries and/or questions.

LOS ANGELES – 26 October 2016 – The Internet Corporation for Assigned Names and Numbers (ICANN) today published[icann.org] [PDF, 66 KB] a proposed plan for implementing policy recommendations regarding Thick Whois. The plan requires gTLDs currently providing thin Whois services – .COM, .NET and .JOBS – to transition to thick Whois. Comments will be accepted until 23:59 UTC on 15 December 2016.

The Generic Names Supporting Organization (GNSO) policy recommendations[icann.org] state that,

“The provision of thick Whois services, with a consistent labeling and display as per the model outlined in specification 3 of the 2013 [Registrar Accreditation Agreement], should become a requirement for all gTLD registries, both existing and future.” ICANN and a community-based Implementation Review Team have determined that consistent labeling and display and thick Whois should be addressed separately. A revised version of the Registry Registration Data Directory Services Consistent Labeling and Display Policy was posted[icann.org] for public comment on 21 October 2016.

The Internet Corporation for Assigned Names and Numbers (ICANN) and Centre de Calcul El-Khawarizmi (CCK)[cck.rnu.tn] are pleased to announce their collaboration on a Youth Education Initiative to enhance youth capacity and awareness of Internet governance in Tunisia, through a bi-monthly series of educational workshops. The first was held today, titled "Introduction to ICANN and the Domain Name System". The series of workshops aim to build awareness in the local community on how to participate in ICANN and engage effectively in Tunisia.

The initiative is part of an academic engagement program co-organized by ICANN and CCK with support of local community experts who will present on the specific workshop topics. The workshops are considered pilot projects for the region and are an outcome of the Middle East DNS Forum in Tunis[tunis2016.mednsf.org] earlier this year. Through the assessment of the initiative in Tunisia, ICANN is exploring the opportunities to organize similar events in other countries of the region in the future.

The workshops are aimed at undergraduate and graduate students from any discipline, with an interest in the Internet and its various components. Participants will be instructed on real-life examples to theoretical knowledge, on the Internet ecosystem with a focus on ICANN's work and the Internet's Unique Identifiers. The workshops will cover a range of topics that will be customized to accommodate the diverse academic backgrounds of the participants including:

  • ICANN and the IANA Functions
  • The Domain Name System (DNS)
  • DNS Security Extensions (DNSSEC)
  • IP Addresses (IPv4 and IPv6)
  • Internet Governance

Through the Youth Educational initiative, ICANN looks towards creating stronger associations with the youth community as well as the academic institutes in the region, to help increase awareness and participation in ICANN's work and the Internet Governance processes.

LOS ANGELES – 21 October 2016 – The Internet Corporation for Assigned Names and Numbers (ICANN) today issued a call for public comment on a revised version of the Registry Registration Data Directory Services Consistent Labeling and Display Policy. Comments will be accepted until 23:59 UTC on 12 December 2016.

Comment on the policy[icann.org].

The policy, which was published for implementation on 26 July 2016, has been rescinded. It will no longer take effect on 1 February 2017, as originally scheduled. ICANN intends to consider all comments on the revised version and then issue a new policy and effective date in the first quarter of 2017.

In the revised version of the Registry Registration Data Directory Services Consistent Labeling and Display Policy, ICANN has removed language that requires registries to implement the Registration Data Access Protocol (RDAP). The protocol will be mandated through contractual agreement rather than through consensus policy.

On behalf of the Board Candidate Evaluation Committee (BCEC), we are seeking Expressions of Interest (EoIs) from Candidates who wish to serve as an ICANN Board Director. The selected Candidate will be chosen by the At-Large Community, and will serve for a 3-year term starting at the end of ICANN60 (2017 Annual General Meeting - AGM).

Background

Seat number 15 of the ICANN Board of Directors is dedicated to a member selected by the At-Large Community. This seat is currently occupied by Rinalia Abdul Rahim, who assumed the position at the end of ICANN51 (2014 AGM). Her 3-year term will be completed at the closing of ICANN60 (2017 AGM).

Pursuant to Section 19 of the At-Large Advisory Committee (ALAC) Rules of Procedure[community.icann.org] (version adopted on 20 September 2016), the At-Large Community process for selecting the next Board Director began in September 2016, with the appointment of the Chairs and Members of the BCEC and the Board Member Selection Process Committee (BMSPC).

The BCEC is responsible for outlining Candidate requirements and expectations, calling for, identifying, and evaluating applications, and compiling the initial slate of Candidates for the Board Director position. The BMSPC oversees the entire selection process for the At-Large Board Member, including the development of the selection timeline and the election finalizing the process.

Both groups have regionally balanced membership and operate in accordance with a strict code of conduct and confidentiality. To learn more information, please visit their workspace[community.icann.org].

How to Request an Expression of Interest (EoI) Form

Persons who are interested in submitting an Expression of Interest (EoI) should begin the process by reviewing the At-Large Board Member Candidate Requirements - 2017[community.icann.org] and At-Large Board Member Candidate Reference Links & Resources - 2017[community.icann.org]. In particular, please ensure that you meet the eligibility requirements detailed under "Additional Bylaws Qualifications" on the At-Large Board Member Candidate Requirements - 2017[community.icann.org] page.

Persons who are interested and eligible to apply for the position should then email the Program Admin Staff at program-admin@atlarge.icann.org and briefly indicate your interest. Once your email is received, Program Admin Staff will follow up promptly by sending you an email providing you access to an online Expression of Interest (EoI) Form for you to submit your complete application. Specifically, Candidates are requested to name no less than three (3) and no more than four (4) people who are willing, at short notice, to provide you a written Reference for your candidacy after being directly contacted by the BCEC and the Program Admin Staff. The deadline for completing and submitting an EoI Form to be considered by the BCEC is 23:59 UTC on Friday, 18 November 2016.
