Announcement: New gTLD Applicant and GDD Portals Update
27 May 2015

The Internet Corporation for Assigned Names and Numbers (ICANN) today provided an update on its investigation into a data exposure issue in the New gTLD Applicant and GDD (Global Domains Division) portals, first reported on 1 March 2015.

In its 30 April announcement, ICANN noted its intention to disclose to affected users the identity of any user(s) that viewed their information without authorization by 27 May 2015. This activity has been completed. Specifically, ICANN:

Notified the users whose credentials were used to access information that did not appear to belong to them;
Requested these users provide an explanation of their activity; and
Requested these users certify that they will delete or destroy all information obtained and that they have not used and will not use the information or convey it to any third party.
In addition, ICANN has provided the affected parties with the name(s) of the user(s) whose credentials were used to view their information without their authorization or by individuals that were not officially designated by their organization to access certain data.

Investigation Results

Based on the information that ICANN has collected to date our investigation leads us to believe that over 60 searches, resulting in the unauthorized access of more than 200 records, were conducted using a limited set of user credentials.

The remaining user credentials, representing the majority of users who viewed data, were either used to:

Access information pertaining to another user through mere inadvertence and the users do not appear to have acted intentionally to obtain such information. These users have all confirmed that they either did not use or were not aware of having access to the information. Also, they have all confirmed that they will not use any such information for any purpose or convey it to any third party; or
Access information of an organization with which they were affiliated. At the time of the access, they may not have been designated by that organization as an authorized user to access the information.
We will continue to provide information and respond to questions from affected parties as we continue our investigation.

Additional Information

The New gTLD Applicant and GDD portals contain information from applicants to ICANN's New gTLD Program and new gTLD registry operators. No other systems were affected by this issue.

ICANN sincerely regrets this incident. We continue to deploy security-based updates on a regular basis. Enhancing the security controls and privacy of the ICANN portals is part of a broader, multi-year effort to harden all of ICANN's digital services.

Community using Neo-Brahmi Scripts Forms Generation Panel for Developing the Root Zone Label Generation Rules (LGR)

ICANN is pleased to announce the formation of the Generation Panel to develop Label Generation Rules (LGR) for the Root Zone for nine Neo-Brahmi scripts.

Following the Call for Generation Panels to Develop Root Zone Label Generation Rules, on 15 May 2015 the Neo-Brahmi script community submitted to ICANN the Proposal for Generation Panel for Neo-Brahm? Scripts Label Generation Ruleset for the Root Zone [PDF, 1.55 MB], covering Bengali, Devanagari, Gujarati, Gurmukhi, Kannada, Malayalam, Oriya, Tamil and Telugu scripts. ICANN staff has reviewed the proposal including panel composition and scope, to ensure that requirements set forth in the LGR Procedure [PDF, 772 KB], and in particular the criteria set forth in the Call for Generation Panels to Develop Root Zone Label Generation Rules, are fulfilled.

"On behalf of ICANN, we would like to use this opportunity to thank each of the members for offering their time and expertise to volunteer for the Neo-Brahmi Generation Panel," said Sarmad Hussain from the IDN Program at ICANN, "and also look forward to the active contribution from the script communities not yet seated."

With composition and work plan approved, the Neo-Brahmi Generation Panel will start its work on the label generation rules. According to the LGR Procedure [PDF, 772 KB], the starting point of any Generation Panel's work is the Maximal Starting Repertoire (MSR), with its second version (MSR-2) released on 27 April 2015. The full specification of Generation Panel's tasks can be found in the LGR Procedure [PDF, 772 KB] in particular, Section B.3 "Variant Rule Generation Procedure".

ICANN has provided a central public workspace on the project website where Neo-Brahmi Generation Panel composition, work plan updates, public reports, contact details, and any other relevant information will be included.

As a reminder, and to highlight the importance of script community involvement required in the development of the IDN Root Zone LGR, we would like to reiterate the Call for Generation Panels to Develop Root Zone Label Generation Rules. A successful development of the Root Zone LGR depends on having Generation Panels for each script represented in the Root Zone. In addition to ongoing efforts with the Arabic, Armenian, Chinese, Japanese and Neo-Brahmi, Generation Panel formation is expected to cover other scripts including Cyrillic, Ethiopic, Georgian, Greek, Hebrew, Khmer, Korean, Lao, Latin, Myanmar, Sinhala, Thai and Tibetan.

For further information on how to form a Generation Panel, please refer to the Call for Generation Panels to Develop Root Zone Label Generation Rules and to the additional supporting documentation provided on the Root Zone LGR Project website. Chehadé Announces Intention to End His Tenure as ICANN President & CEO in March 2016
ICANN Board and Chehadé to Continue Mission and Ensure Continuity and Stability

The Internet Corporation for Assigned Names and Numbers (ICANN) today announced that President and CEO Fadi Chehadé has informed the Board he will be concluding his tenure in March 2016 to move into a new career in the private sector (outside the Domain Name Industry).

At the request of the Board, Chehadé will be available to work closely with ICANN after March 2016 to support the transition to a new leader, as well as to advise the Board on any issue they require including the implementation of the IANA Stewardship Transition from the US Government to ICANN and the technical operating community.

"I want to thank Fadi for his strong commitment," said Dr. Stephen Crocker, Chair of the Board of Directors. I am very confident that with Fadi's continued leadership and ICANN's very experienced management team who have the breadth to ensure that ICANN continues to manage its key responsibilities effectively, that the organization's work will proceed smoothly."

"I am deeply committed to working with the Board, our staff, and our community to continue ICANN's mission as we still have much to accomplish," said Chehadé. "During the remaining 10 months of my tenure, it's business-as-usual. My priority remains to continue strengthening ICANN's operations and services to the global community."
