WEBINAR: Further Discussion on the CWG-Stewardship 2nd Draft Proposal for Public Comment
28 April 2015
The Cross Community Working Group to Develop an IANA Stewardship Transition Proposal for Naming Related Functions (CWG-Stewardship) released its 2nd draft proposal for public comment on 22 April. Following the opening of the public comment proceeding, the CWG-Stewardship Chairs hosted two briefing webinars on 24 April.

The briefing webinars on 24 April focused on the CWG-Stewardship work process, development of the 2nd draft proposal, and provided an overview of the contents and proposed structural model. The CWG-Stewardship Chairs will now host a follow-up series of webinars to brief interested community members on the content of the 2nd draft proposal, and to respond to questions that have surfaced since the briefings on 24 April. These two webinars may help further inform community submissions in time for the close of the public comment period on 20 May.

These two webinars will be held at different times to facilitate participation across time zones. The webinars will take place on:

6 May from 13:00 – 14:30 UTC (time zone converter here)
7 May from 06:00 – 07:30 UTC (time zone converter here)

Guidelines for Designing Script-Specific Label Generation Rules (LGR) for the Root Zone
27 April 2015

ICANN is releasing a set of documents that present an overview of the tasks of a Generation Panel as well as additional orientation and guidance. They include:

Guidelines [PDF, 359 KB] and Considerations [PDF, 187 KB] for designing script-specific Label Generation Rules (LGR) for integration into the Root Zone,
A summary of the Requirements [PDF, 624 KB] on format and contents for submitting an LGR proposal.
The overview and guidelines are based on the prescription in the Procedure to Develop and Maintain Label Generation Rules (LGR) for the Root Zone With Respect to IDN Labels [PDF, 772 KB] (the Procedure); they do not supersede the Procedure as the authoritative definition of the process for developing and maintaining a label generation ruleset for the Root Zone. Instead, they intend to give practical guidance as well as a focused overview of the tasks involved in creating a single-script LGR for integration into the Root Zone LGR.

As the first Generations Panels have been formed and begun to take up their work under the Procedure, a number of issues have been raised that demanded further clarification as well as suggested the need for explanation of some of the provisions of the Procedure. To this end, the overview and guideline documents intend to provide a succinct summary of the tasks of a Generation Panel together with practical guidelines on how best to accomplish them. They are intended as adjunct to, and as help in, reading of the Procedure, which otherwise remains the authoritative description of the process.

The output of the work of a Generation Panel is a set of Label Generation Rules (LGR) for a given script (or multiple LGRs in case a panel works on more than one script). These are to be released for public comments and finally submitted to the Integration Panel for review and integration into the Root Zone LGR. In order to facilitate the review, the Integration Panel has released a document describing the expected format and organization of an LGR proposal and Generation Panels are expected to submit LGR proposals that adhere to these Requirements [PDF, 624 KB]. These include, in particular, further details on how to create a formal specification of an LGR using the XML Format for Representing Label Generation Rules.

Finally, the Guidelines [PDF, 359 KB] collect in one place a set of references to various technical documents that Generation Panels might need to consult in doing their work.

ICANN Announces Effective Dates for Additional Whois Information Policy and Whois Advisory
27 April 2015 – ICANN today announced that the effective date of the Additional Whois Information Policy (AWIP) and Whois advisory is 31 January 2016. In addition, ICANN has published an updated Whois advisory based on input from the community.

The updated Whois advisory is intended to provide clarification for contracted parties regarding Registration Data Directory Service (RDDS) specifications of the Registry Agreement and Registrar Accreditation Agreement. RDDS specifications are also known as Whois.

Registries and Registrars have until 31 January 2016 to implement the AWIP and the Whois advisory. Contracted parties will receive formal notice within the next two weeks.

2nd Draft Proposal of the Cross Community Working Group to Develop an IANA Stewardship Transition Proposal on Naming Related Functions
The ICANN Cross Community Working Group responsible for the naming related portion of the IANA Stewardship Transition (CWG-Stewardship)1 seeks public comment on its 2nd draft proposal for the transition of the stewardship of the IANA Functions Contract from the U. S. Department of Commerce's NTIA to the global multistakeholder community. The draft proposal has been prepared in order to pave the way for a response (the Final Proposal) to the IANA Stewardship Coordination Group (ICG) request for proposals.

To confirm, the ALAC has adopted the Charter of the Cross Community Working Group (CCWG) on Internet Governance with the understanding that the term “Observers” will be replaced by the term “Participants” and that neither the number of the Participants is limited nor do Participants Require AC/SO approval to join. In addition, the ALAC has appointed Olivier Crépin-Leblond as the CCWG on Internet Governance Co-Chair representing the ALAC.
