IDN ccTLD Request from the Republic of Belarus Successfully Passes String Evaluation

ICANN is pleased to announce the successful completion of String Evaluation on proposed IDN ccTLD string for the Republic of Belarus.

The IDN (Internationalized Domain Name) ccTLD Fast Track Process was approved by the ICANN Board at its annual meeting in Seoul, South Korea on 30 October 2009. First requests were received starting 16 November 2009. The process enables countries and territories to submit requests to ICANN for IDN ccTLDs, representing their respective country or territory names in scripts other than Latin. IDN ccTLD requesters must fulfill a number of requirements:

  • the script used to represent the IDN ccTLDs must be non-Latin;
  • the languages used to express the IDN ccTLDs must be official in the corresponding country or territory; and
  • a specific set of technical requirements must be met (as evaluated by an external DNS Stability Panel comprised of DNS and IDN experts).

The request and evaluation processes entail three steps:

  • Preparation (by the requester in the country / territory): Community consensus is built for which IDN ccTLD to apply for, how it is run, and which organization will be running it, along with preparing and gathering all the required supporting documentation. Requests are submitted through an online system together with additional material supporting the process at: http://www.icann.org/en/topics/idn/fast-track/
  • String Evaluation: Requests are evaluated in accordance with the technical and linguistic requirements for the IDN ccTLD string(s) criteria described above.
  • String Delegation: Requests successfully meeting string evaluation criteria are eligible to apply for delegation following the same ICANN IANA process as is used for ASCII based ccTLDs. Requesters submit string delegation requests to IANA root zone management: root-mgmt@iana.org

With this announcement, a total of 34 countries/territories requests have successfully passed through the String Evaluation. Of these, 26 countries/territories (represented by 36 IDN ccTLDs) are delegated in the DNS root zone; with the remainder either readying to apply, or actively applying for, delegation of the string. Up-to-date numbers about the IDN Fast Track Program will continue to be provided on the Fast Track Process web page at: http://www.icann.org/en/topics/idn/fast-track

ICANN looks forward to enabling the availability of non-Latin country-code domains for countries that meet the Fast Track Process requirements. ICANN will continue to accept new string evaluation requests in the Fast Track Process. Call for Observers to Join Cross Community Working Group to Develop an IANA Stewardship Transition Proposal on Naming Related Functions

The organizations that have adopted the charter for the Cross Community Working Group (CWG) to develop an Internet Assigned Numbers Authority (IANA) Stewardship Transition Proposal on Naming Related Functions call for observers to join this effort. The primary goal of the CWG is to produce a consolidated transition proposal for the elements of the IANA Functions relating to the Domain Name System.

Participating as observer

Participation in the CWG is open to members and observers. In addition to members, who are appointed by the chartering organizations, anyone interested in the work of the CWG, can join as an observer. Observers are expected to actively participate and attend all meetings. The only difference between a member and an observer is that any consensus calls or formal decisions that may need to be made will be limited to CWG members appointed by the chartering organizations. However, this does not take away that it is the expectation that the CWG will operate as much as possible with the views and consensus support of all participants in mind as the importance of considering all input and views on this important topic is recognized. Observers may be from a chartering organization, from a stakeholder group or organization not represented in the CWG or currently active within ICANN, or self-appointed.

All participants (members and observers) will be listed on the CWG's webpage. All observers are also required to submit a Statement of Interest (SOI) following the procedures of their chartering organization, or where that is not applicable for observers, the GNSO Procedures should be followed (see https://community.icann.org/x/cYLg).

Next steps

The CWG is currently in formation. To date, the At-Large Advisory Committee (ALAC), the Country Code Supporting Organization (ccNSO), the Generic Names Supporting Organization (GNSO) and the Security and Stability Advisory Committee (SSAC) have adopted the charter, and are in the process of appointing members. The CWG will have its first meeting (via teleconference) on 6 October at 13.00 UTC, followed by a F2F meeting in Los Angeles during the ICANN meeting (scheduled for Monday 13 October from 12.15 – 13.45 local time (19.15 – 22.45 UTC), with remote participation). Both sessions will be recorded and transcribed.

Background

The National Telecommunications and Information Administration (NTIA) has requested that ICANN "convene a multistakeholder process to develop a plan to transition the U.S. government stewardship role" with regard to the IANA Functions and related root zone management. In making its announcement, the NTIA specified that the transition proposal must have broad community support and meet the following principles:

  • Support and enhance the multistakeholder model
  • Maintain the security, stability, and resiliency of the Internet DNS
  • Meet the needs and expectation of the global customers and partners of the IANA services
  • Maintain the openness of the Internet.

NTIA also specified that it would not accept a proposal that replaces the NTIA role with a government-led or an intergovernmental organization solution.

On June 6 ICANN proposed the creation of an IANA Stewardship Transition Coordination Group (ICG) "responsible for preparing a transition proposal reflecting the differing needs of the various affected parties of the IANA functions."

It was determined that Stewardship Transition proposals for each of the IANA functions should be developed by the directly affected communities, the IETF and IAB for IANA functions related to Internet Protocol Parameters; the NRO, the ASO, and the RIRs for functions related the management and distribution of numbering resources; and the GNSO and ccNSO for functions related to the Domain Name System. These efforts will inform the work of the ICG, whose responsibility is to develop an overall integrated transition proposal from these autonomously developed components.

Two of IANA's global directly affected communities, the addressing and Internet protocol parameter communities, have responded to the NTIA's announcement and the formation of the ICG, by establishing working groups to provide input on their specific needs and expectations with respect to the IANA Stewardship Transition.

This CWG was formed as an integral part of this transition process, and to develop a proposal for the elements of the IANA Stewardship Transition that directly affect the naming community.

These ongoing monthly sessions are for new GNSO WG participants to come together and discuss any questions they may have about GNSO Working Groups, procedures and/or processes. We know there is a lot of information to digest when you join a GNSO Working Group and these monthly meetings are an opportunity for newcomers and more experienced participants to meet in an informal setting without the pressure of “real work” that needs be done.

The presenters will be ready with a standard set of materials if people would like to discuss them.  Feel free to submit questions, either in advance or at the beginning of the meeting, if there is a topic that you would like to explore in more depth .  Providing useful answers to a wide range of questions is part of the reason why these meetings are

Chinese Community Steps Forward for Chinese TLDs - Forms Generation Panel for Root Zone Label Generation Ruleset (LGR)

ICANN is pleased to announce that the Generation Panel for the Chinese Script Root Zone Label Generation Rules (LGR) has been seated.

Following the Call for Generation Panels to Develop Root Zone Label Generation Rules published on 11 July 2013, the Chinese script community has developed and submitted to ICANN, on 27 August 2014, the Proposal for the Generation Panel for the Chinese Script Label Generation Ruleset for the Root Zone (Proposal Appendix A). ICANN staff has reviewed the proposal including panel composition and scope, to ensure that requirements set forth in the LGR Procedure, and in particular the criteria set forth in the Call for Generation Panels to Develop Root Zone Label Generation Rules, are fulfilled.

On behalf of ICANN, we would like to use this opportunity to thank each of the members for offering their time and expertise to volunteer for the Chinese Script Generation Panel.

With composition and work plan approved, the Chinese Script Generation Panel will start its work on the label generation rules. According to the LGR Procedure, the starting point of any Generation Panel's work is Maximal Starting Repertoire (MSR1) released on 20 Jun 2014. The full specification of Generation Panel's tasks can be found in the LGR Procedure in particular, Section B.3 "Variant Rule Generation Procedure".

ICANN will provide a central public location workspace on the project website where Chinese Script Generation Panel composition, work plan updates, public reports, contact details, and any other relevant information will be included.

As a reminder, and to highlight the importance of script community involvement required in the development of the IDN Root Zone LGR, we would like to reiterate the Call for Generation Panels to Develop Root Zone Label Generation Rules. A successful development of the IDN Root Zone LGR depends on having Generation Panels for each script represented in the Root Zone. In the IDN Root Zone LGR development, in addition to ongoing efforts with the Arabic and Chinese script, Generation Panel formation is expected to cover other scripts including Armenian, Bengali, Cyrillic, Devanagari, Ethopic, Georgian, Greek, Gujarati, Gurmukhi, Hebrew, Japanese, Khmer, Korean, Lao, Latin, Myanmar, Oriya, Sinhala, Tamil, Telugu, Thai and Tibetan.

IDN ccTLD Request from the Republic of Iraq Successfully Passes String Evaluation

ICANN is pleased to announce the successful completion of String Evaluation on proposed IDN ccTLD string for the Republic of Iraq.

The IDN (Internationalized Domain Name) ccTLD Fast Track Process was approved by the ICANN Board at its annual meeting in Seoul, South Korea on 30 October 2009. First requests were received starting 16 November 2009. The process enables countries and territories to submit requests to ICANN for IDN ccTLDs, representing their respective country or territory names in scripts other than Latin. IDN ccTLD requesters must fulfill a number of requirements:

  • the script used to represent the IDN ccTLDs must be non-Latin;
  • the languages used to express the IDN ccTLDs must be official in the corresponding country or territory; and
  • a specific set of technical requirements must be met (as evaluated by an external DNS Stability Panel comprised of DNS and IDN experts).

The request and evaluation processes entail three steps:

  • Preparation (by the requester in the country / territory): Community consensus is built for which IDN ccTLD to apply for, how it is run, and which organization will be running it, along with preparing and gathering all the required supporting documentation. Requests are submitted through an online system together with additional material supporting the process at http://www.icann.org/en/topics/idn/fast-track/.
  • String Evaluation: Requests are evaluated in accordance with the technical and linguistic requirements for the IDN ccTLD string(s) criteria described above.
  • String Delegation: Requests successfully meeting string evaluation criteria are eligible to apply for delegation following the same ICANN IANA process as is used for ASCII based ccTLDs. Requesters submit string delegation requests to IANA root zone management: root-mgmt@iana.org.

With this announcement, a total of 33 countries/territories requests have successfully passed through the String Evaluation. Of these, 26 countries/territories (represented by 36 IDN ccTLDs) are delegated in the DNS root zone; with the remainder either readying to apply, or actively applying for, delegation of the string. Up-to-date numbers about the IDN Fast Track Program will continue to be provided on the Fast Track Process web page at http://www.icann.org/en/topics/idn/fast-track.

ICANN looks forward to enabling the availability of non-Latin country-code domains for countries that meet the Fast Track Process requirements. ICANN will continue to accept new string evaluation requests in the Fast Track Process.
