News: On 18 February 2020, the revised Protection of IGO and INGO Identifiers in All gTLDs Policy was published with an effective date of 1 August 2020 allowing 6 months for implementation. Project Status

On 27 January 2019, the Board adopted policy recommendations on Protections for Certain Red Cross and Red Crescent Names in All Generic Top-Level Domains and directed their implementation. This Consensus Policy will supplement the previously-adopted Protection of IGO and INGO Identifiers in All gTLDs Policy by which the specific terms Red Cross, Red Crescent, Red Lion & Sun and Red Crystal were withheld from registration. The Implementation Review Team (IRT) that is working on the implementation of the previously-adopted consensus policy plans has added these new recommendations to its scope.

The INGO Identifier protection portion of the implementation was put on-hold on 26 April 2018 with the support of the IRT.  The decision was made with the consideration that this policy would only benefit small number of gTLDs that have yet to be delegated in the 2012 round and the cost of system development and upkeep could be better used by looking for opportunities to combine the development in other upcoming systems.  


Background


The IGO and INGO Identifiers Protection Policy Implementation Review Team (IRT) was formed in response to recommendations by the GNSO (23 Jan. 2014), as adopted by the ICANN Board (30 April 2014).

Because the Board adopted the GNSO recommendations that were "not inconsistent" with GAC Advice, while other GNSO recommendation that are inconsistent with GAC Advice are still being reconciled, we have created a consolidated picture of the current state of policy recommendation.    Project Scope for Implementation page displays only those recommendation that are approved for the current project for clarity.

In line with the Consenus Policy Implementation Framework developed by ICANN's Global Domains Division in collaboration with the Policy & Implementation Working Group, this Implementation Review Team will serve as a resource to implementation staff on policy and technical questions that arise. The IRT is also expected to serve as a resource to staff on the background and rationale of the policy recommendations and return to the GNSO Council for additional guidance as required. Where relevant, the IRT can also assist staff in the planning for the technical implementation of a policy change.
