09:29:24 From Paul Hjul To Everyone:
<comment> Poor governance and corruption is the main killer of the development of infrastructure and outcome of equitable access to the public Internet. Even if you consider Ukraine it is the corruption of Putin in waging a war of aggression. Every refusal of organizations and groupings within the multistakeholder system to unapologetically reject corruption and demand that all organizations exercising functions of governance within the Internet ecosystem represents a critical failure that undermines the stated lofty goals.          It really doesn't matter what technology is deployed if there is extortion and dictates from people with guns about whether a user can connect to the Internet - as arises when there are government shut downs.          Its clear that EURALO has taken an Interest in the development of Internet access within Africa (the speaker bringing a focus on same) but yet it has said and done nothing about the corruption and governance crisis (brought about by corruption) in several Af* organizations. <part 1>
09:30:53 From Peter Hellmonds To Everyone:
Question: Should ICANN get involved in WRCC?
    Answer: yes, as an observer
09:30:54 From Paul Hjul To Everyone:
<part 2 of comment> Surely if ICANN and the RALOs wish to credibly contribute to a genuinely equitable approach to Internet infrastructure it will prioritize addressing issues of corruption and the undermining of the rule of law within the ecosystem </comment>
09:35:42 From Paul Hjul To Everyone:
Question: Should ICANN get involved in WRCC?     The real question in my mind is whether ICANN has the capacity to properly serve as an observer and sane trusty and trusted voice in that forum. The real risk is that ICANN could end up in an untenable position in the WRCC. With the proper people and proper budget an involvement in the WRCC would be beneficial.

09:49:08 From Bill Jouris To Everyone:
I understand that we are all very interested in this topic.  And we represent an unusually broad group.  HOWEVER, I am not sure I see how getting involved is the ITU or GDC, etc. is covered by ICANN's remit.  *WE* care.  But is this an available way to get involved?
09:49:59 From Bill Jouris To Everyone:
To be clear, I would like us to get involved.  I'm just doubtful that we can
09:51:47 From Cheryl Langdon-Orr To Everyone:
All these points will be included on meeting record and future discussion... Thank You all. And please do keep putting comments and questions here..

09:52:51 From Joanna Kulesza To Everyone:
Thanks, @Bill Jouris, that's exactly why we're having this discussion - given we care, is there a feasible way for the At-Large community to get involved? Would it be through the ITU, a multilateral organisation? Are there other avenues to explore? Capacity building perhaps, or local policy advice and awareness raising? Or is this not an At-large priority, as Vittorio says, and we should let this one unfold as it will, without our input. Thanks for letting us host the discussion!
09:54:23 From Joanna Kulesza To Everyone:
We're having this discussion now, because _now_ is the time to act - when the frequencies are allocated (largely to SpaceX), it's going to be too late, like it was with 5G. Making an informed discussion is all we're after.

Hi Bill— I suggest that users who are interested get involved with their country delegations to the iTU and Participate.  If your country does not have one, than you can convince them to have one.  +Laura Margolis did just that and convinced her country to have a multi sector delegation to the ITU
