GAC Meeting with the ccNSO

The GAC/ccNSO meeting discussed three main topics: efforts of the Delegation and Redelegation Working Group of the ccNSO to determine the need for PDP’s for retirement, delegation and redelegation of ccTLDs; geographic names in new gTLD’s; and (briefly) IDN ccTLD PDP.
1)The WG recommends PDP for retirement, where no policy now exists. There have been three cases so far. .su and .tp still exist. To correct the present inconsistences in delegation, a PDP would take too long. The WG recommends a 2-step process: first a framework of interpretation, then eventually a PDP. For contested redelegations, PDP is recommended.

2) On geographic names, GAC representatives pointed out that governments should not need to wait until they can file an objection. Some sort of prior quick look process is needed.
3) It was noted that in addition to scripts other than Latin, the IDN PDP also applies to Latin scripts with non-ASCII characters.

GAC Meeting with the ICANN Board

Most of the time of the meeting was taken up by a discussion on new gTLD’s. From the GAC side, the basic message was ”we’re still not there”. Most of the specific points made by GAC members are reflected in the GAC communique, so they are not repeated here.
There was little time to discuss the other topic, ie. ATRT. On that issue, a couple of GAC members reminded the Board of the recommendations of the President’s Strategy Committee concerning the internationalization of ICANN.
