Summary Minutes and Action Items 

1. Postoing of NARALO Monthly reports.  There will be a report every month moving forward.

In some  cases I will be soliciting information from our membership

Jolly: Remote participation details ready on the Agenda.

The AC room addresses are still not available.

We are creating a special show which explains who we are, what we do, how we join.

There is a mailing list for the Toronto participants. I had problems posting.

Encouraged everyone to post on the list.

Toronto Activities

I. We are 25 strong! (50 by next NA Meeting?). We worked very hard to invite everyone.

II. Yellow sign; Encouraging NARALO members to wear something yellow

III. Conducting personal interviews with as many members as I can. It will help me work the Agenda better.

3. b: ICANN has posted the schedule

At Large meetings on Sunday

Evan: Future challenges WG. -  I would like to give Evan an opportunity to respond. What ICANN should be doing with the excess money that is going to be getting. What ICANN can do to protect and enhance the public interest. The Domain industry has its ideas. We ought to be the ones that start the conversation.

In terms of the fee,  once this is roll out there will be significant revenue.

Things have stalled

Heidi: Compliance will be available to answer questions from the community while in Toronto

    Theme: Recruitment

We will look for members from other Island members. . We already have some states and provices represented.

Unaffiliated  Members :

The unaffiliated membership was not listed as an option. The posibility of listing it there, might be a good idea.

Rules are very simple, you must be resident of North America as defined by ICANN, member of the email list and you cannot be member of a formal accredited ALS. It is cheap and that is about it.  There are plenty of opportunities.

he members of the unaffiliated individuals, including the representative to the NARALO General Assembly must submit a

Statement of Interest indicating that they meet the following criteria:    be subscribed to the NA-Discuss list,    be a permanent resident of one of the countries/territories in the North American region as defined by ICANN,    not be a member of a certified ALS. The unaffiliated individuals will be responsible for selecting their representative to the General Assembly. Such representative must not be employed or contracted by, or have substantive financial interest in, an ICANN contracted registry or accredited registrar. Selection of a new representative of the unaffiliated individuals will occur whenever a new ALAC member is selected by the General Assembly.The unaffiliated individuals will adopt a verifiable process to ensure that votes cast via their elected representative reflect the views held among their membership.  It shall also be possible to adopt an automated electronic v

Darlene: We have ALS which are defunct. ICANN does not have the means to delete them.

AG: The rules of ALS also include decertification.

Garth: In terms of dumping members from the list, I would like to re-engage members first.

OCL: I urge NARALO to discuss this at the Regional Leadership meeting.

Wer should take this seriously and discuss this in Toronto. This should not be taken lightly.

Specific Procedures: Heidi By-Laws : Decisions to certify or decertify an At-Large Structure shall be made as decided by the ALAC in its Rules of Procedure, save always that any changes made to the Rules of Procedure in respect of ALS applications shall be subject to review by the RALOs and by the ICANN Board.

Darlene: If an ALS has shown no interest, or if it is completely defunct.

OCl : Define what a defunct ALS is. If you are going to present the case to the ALAC.

Heidi: There is a WIKI page on all of the Ralos procedures on how to de-certify ALS. NARALO is the only one that has this procedure.

Wednesday:  Sally Costerton At-Large Meetings - Wednesday, 17 October 2012

I would like to discuss thing to makje easier the day to day operations. For example, the phone number. If there are things that can be done to make things better.

AG: Things have been improving throughout the years.

Travel coordination.

I would lkike to talk to the comminuty to stremline communication

On Thursda: Web and Media: Important discussion about reaching people about the community.

We need to find people who are not aware at all to bring them into the community.

Evan: Our challenge is to try to attract the attention of people and ito find people who make the best difference

There is a conference in Mineapolis and Consumer Association Conference in Las Vegas.

NARALO should concentrate on this.

Garth: Do you have any links?

Interest form: The header of an ALS application. This is where we are going to send people and from there are multiple click.

Possibility probationary period: Once an application is filed, then we get them involved as soon as possible.

Darlene: Agrees.

Garth would like to mirror what is done with the ALS.

Streamlining the process.  This does not change the vetting process or anything else on that point.

OCL:  Heidi and I have chatted with Sally and I am looking forward to meeting with her. I am quite exited and the whole team has a lot of great ideas in mind and we have to seize the opportinity to work with them.
