    30 November 2020: Board resolution on ATRT3s Final Report, approving Recommendation 3.5 with the caveat that the first Holistic Review needed to proceed as a pilot “pursuant to a community agreed Terms of Reference” before this new review would be enshrined in the ICANN Bylaws.


    30 August - 10 November 2022: An initial Public Comment proceeding on PHR Draft ToR sought input on whether the Draft ToR seemed fit for purpose and if it was tailored to the community’s expectations based upon ATRT3 recommendation 3.5.

    May 2022: Planning Prioritization Group considered recommendation 3.5 to be of highest priority, ICANN org began the process of implementation design and planning the steps needed to secure Executive and ICANN Board approval of funding and resourcing.

    March 2022: A ToR Development Team, consisting of ATRT3 Shepherds, former ATRT3 members, and members of the ICANN Board, was assembled to draft the ToR with ICANN organization’s (ICANN org) facilitation.

    28 September - 27 November 2023: The Board opened a Public Comment proceeding on the PHR Revised Draft ToR.

    July 2023: The ToR Development Team submitted its revised Draft ToR to the OEC and held an informational webinar on 21 August 2023 to present its revisions to the community. The OEC briefed the full Board on the status in September 2023. The Board agreed that it was appropriate to move the revised Draft ToR to Public Comment to gain further community input on proceeding with a PHR.

    March 2023: An analysis of the public comments revealed diverging community views on the pilot and Holistic Review. The Organizational Effectiveness Committee (OEC) reconvened the ToR Development Team to address the questions and issues raised during the proceeding.

    April 2024: The Board approved a resolution to direct ICANN org to begin planning and preparations for the PHR, and work with the SO and AC Chairs to open a call for review team volunteers.

    January 2024: During the Board’s discussion at its January Montevideo Workshop, it agreed in concept to proceed with the initiation of the PHR provided that the Organizational Effectiveness Committee (OEC) of the Board address the outstanding concerns through additional guidance to the PHR Team through revisions to the ToR.
