Dev: the action items from the last meeting have both been addressed. The English version of the bylaw modifications is now available under https://community.icann.org/display/LACRALO/Draft+Modifications+to+the+LACRALO+Operating+Principles+2010+-+Highlighted+Changes

Dev: I have to disagree with the suggested modifications to paragraph 2. I think it is a bit too harsh and would reduce our membership considerably.

The members of the call reviewed the participation requirements of the other RALOs. Only NARALO currently has participation requirements:
"16. (Operating Principles) When an ALS representative does not vote in 3 consecutive NARALO elections or does not contribute a comment on ICANN policy through collaboration on the At-Large discussion lists in 12 consecutive months, it automatically loses its voting rights and active status within the NARALO. The ALS should be notified of the status change and may regain its voting rights and active status if within the next 12 months it votes or participates to online discussions, otherwise the Chair will submit to ALAC a request for de-certification of that ALS.''

Dev: What do we want to achieve? Ultimately, we want our ALSes to be involved. And how do we achieve that?

There was general agreement that the the modification of principle 2 should be changed based on the NARALO rule:
"When an ALS representative does not vote in 3 consecutive LACRALO elections or does not participate in mailing lists,  teleconferences or other participatory mechanisms as identified by LACRALO in 12 consecutive months, it will be considered inactive"

AI: Dev will modify the draft LACRALO Operating Principles according to what was agreed during the call.

The meeting was then adjourned.
