Notes:

Proposed Agenda – CCOICI Meeting #3 on 22 September 2021 at 13.00 UTC

  1. Welcome & Chair updates
  2. Consider input received on proposed project plan & timing (see https://community.icann.org/x/GQGHCg)
  • No comments received.
  • This is information that will be shared with the Council.  It is a public document, but not set in stone.
  • As the group progresses in its work the project plan may be adjusted.
  • Items in green are already complete.
  • Main focus is the current assignment to develop and complete the Task Force assignment (see below).
  • That is followed by the Committee’s work on reviewing the WG self-assessment.
  • The Task Force will be responsible for setting its own work and timeline.

      3. SOI Task Force Assignment Sheet (https://docs.google.com/document/d/1GDL6IzcnChv_y-tvgs4oSKgqTEo5L8GV/edit [docs.google.com])

         a. Review input received

  • Leadership and staff have included some questions that could consider comments.
  • These were reviewed during last week’s meeting.
  • This week we will review the revised version.
  • Allow one more week to review the document and to send comments via email or in the document.

Summary of Revisions:

  • Revised the description of the Task Force.
  • Added further staff observations to the background section.
  • Assignment Questions:
    • Questions were added based on the discussion from the meeting on 15 September.
  • Membership Composition:
    • Reflects the default composition.
    • Included a maximum – groups can appoint fewer representatives, although we do want broad representation.  Can’t really require participation.
  • Decision-making methodology: Note, this is also the default methodology as defined in the framework document.

Discussion:

  • Question: How will the Task Force consult the community on the SOI?
  • Answer: The Assignment Sheet notes that the community must be consulted, which could be via a survey.  The method of outreach will be for the Task Force to decide, although the Committee could provide guidance.
  • Declarations of Interest were once used by the GNSO, but these became cumbersome and were replace by the SOI procedure.

       b. Confirm next steps

  • Committee members to provide comments on the SOI Task Force Assignment Sheet by Tuesday, 28 September.
  • Committee to finalize the document at its meeting on Wednesday, 29 September.
  • Committee to submit the SOI Task Force Assignment Sheet to the GNSO Council for consideration and approval.
  • Once approved, the Task Force members can be recruited.

ACTION ITEM: By Tuesday, 28 September, Committee members to review the revised SOI Task Force Assignment Sheet in the Google document at: https://docs.google.com/document/d/1GDL6IzcnChv_y-tvgs4oSKgqTEo5L8GV/edit [docs.google.com] and to include suggestions as comments in the document.
