The 2020 Leadership Elections  are governed by the principle of sub-region rotation, implemented for the first time in 2019 in LACRALO. See LACRALO Operating Principles Title IV, article 7.2.a.

The elections are also guided by the draft of the new LACRALO Rules of Procedure developed by the Governance Group [see latest draft here, in particular articles 19 and 23]- include link to draft draft (pending formal approval)

• Leadership Position Rotation per Subregion: In accordance to the  LACRALO Operating Principles, Titulo IV, articulo 7.2.a. there shall be a mechanism to rotate leadership positions among four subregions within LACRALO. In every election, each subregion shall be responsible for nominating candidates to certain positions.

The nomination process (using the draft of the new Rules of Procedure - Article 23):

1. A candidate can be nominated by any member of LACRALO, but the nominated candidates must be members of the ALSs located in the corresponding subregion. Observers cannot nominate or be nominated.
2. In the event that there is no candidate available from the corresponding subregion, the ALSs of that subregion can nominate candidates from any other ALS in LACRALO. This exceptional case will not modify the table of rotation of positions in the following years.
3. In cases where there is only one candidate, in any position, the candidate chosen by acclamation shall be considered elected without the need for voting.

In addition to the SOI, standard requirement for all At-Large elections. LACRALO Candidates must declare not having any of the following conflicts, which are incompatible with a leadership position at LACRALO (fill out the Conflicts of Interest form):

1. All accredited ALSs can vote for all positions. Observers do not vote. 
2. The candidate who gets a plurality (simple majority) of  votes wins.LACRALO ALS Voting Weights
3. Calculations of majorities: A plurality of the validity cast weighted votes determines the winner. A plurality is when a candidate proposition gets more weighted votes than any other. Abstentions will not count in the calculation of the plurality. However, the LACRALO Secretary will report the number of abstentions when reporting the election results.
4. This virtual voting will require a quorum of at least 50% of the active ALSs. The quorum is calculated using the number of ALSs casting valid votes, including "abstentions" if any, divided by the number of ALSs accredited in the region x 100.

5. Country coefficient : Section 13: ...In case of a virtual vote, voting shall be carried out in a manner that ensures transparency throughout the whole election process. Specifically:

   -ICANN staff will share before each election the spreadsheet that calculates weighted voting.
   -The list of ALSes that voted will be made public;
   -There will always be an option to vote anonymously. 

6. Election tie: If after the election process, there is no winner, a second ballot shall be carried out among tied candidates; if the tie still remains after this second ballot, the chair and the secretary shall carry out a draw in a framework of transparency.

Special rules for choosing the Chair Elect this year:

For the election of the Chair Elect, the draft rules on resignation cases will apply (Article 19). The position became vacant this year with the resignation of the Chair - Elect in 2019.

1. A candidate for Chair - Elect  can be nominated by any member of LACRALO, but the nominated candidates must be members of the ALSs located in the corresponding subregion, in this case, subregion A: (Central America and Mexico: Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Mexico and Panama).

Reglas para todos los cargos

Las posiciones para elegir este año: (De acuerdo a lo establecido en la wiki :

El proceso de nominaciones (usando el borrador de las nuevas Reglas de Procedimiento – Articulo 23):

1. Un candidato puede ser nominado por cualquier miembro de LACRALO, pero los candidatos nominados deben de ser miembros de las ALSs situadas en la subregión correspondiente. Los observadores no pueden nominar ni ser nominados.
2. En el caso en que no haya un candidato disponible de la subregión correspondiente, las ALSs de esa subregión pueden nominar candidatos de cualquier otra ALS de LACRALO. Este caso excepcional no modificará la tabla de rotación de cargos en los siguientes años.
3. En los casos en que haya un único candidato, en cualquier puesto, se considerará el candidato elegido por aclamación sin necesidad de una votación.

Requisitos para candidatos (LACRALO Principios Operativos 7.1.a.):

Los candidatos Ademas de presentar un SOI,requisito standard para todas las elecciones de At-Large, los candidatos de LACRALO deben declarar no tener uno ninguno de los siguientes conflictos, los cuales son incompatibles con un cargo de liderazgo en LACRALO:

1. Tener relaciones familiares cercanas con empleados de la ICANN (padres, hermanos, esposos o pareja, hijos);
2. Estar bajo contrato financiero con la ICANN;
3. Tener cargos de liderazgo en registros, registradores, ISP o las cámaras empresariales representando o asociaciones que representen específicamente estos negocios;
4. Estar en una posición de toma de decisiones en nombre de un gobierno nacional, tales como ministro de Estado, viceministro o equivalente;
5. Estar participando como representante de su país ante el GAC u otras AC/SO.

El proceso de votación:

1. Todos las ALSs acreditadas pueden votar para todas las posiciones. Los observadores no votan.
2. El candidato que obtiene una simple mayoría de votos ponderados gana. Ver LACRALO ALS Voting Weights
3. Esta votación virtual requerirá un quórum de por lo menos 50% de las ALS activas. El quórum se calcula usando los votos válidamente emitidos, incluyendo las “abstenciones” en el caso que las haya, dividido entre el número de ALSs acreditadas en la región.
4. Calculo de mayorías: Una mayoría simple de los votos válidamente emitidos y ponderados determina el ganador. Una mayoría simple se da cuando un candidato o proposición obtiene más votos ponderados que cualquier otro. Las abstenciones no contarán en el cálculo de la mayoría simple. Sin embargo, el secretario de LACRALO reportará el número de abstenciones cuando informa sobre los resultados de la elección.

5. Coeficiente pais : Artículo 13: requiere… .. "En caso de voto virtual, la votación se llevará a cabo de manera que se asegure la transparencia durante todo el proceso electoral. En concreto:

   El personal de ICANN compartirá antes de cada elección la hoja de cálculo que calcula la votación ponderada. La lista de ALS que votaron se hará pública.
   Siempre habrá una opción para votar de forma anónima " :

6. Empate:Si luego del proceso electoral el resultado no arroja un solo ganador, se hará un nuevo llamado donde participaran aquellos que han empatado, si del resultado de este segundo acto eleccionario el empate perdura, esto se resolverá en un sorteo que impulsará el presidente y secretario en un marco de transparencia.

Reglas especiales para elegir un vicepresidente Vice Presidente este año:

Para la eleccion elección del Vice Presidente se aplicará las reglas borradores sobre casos de renuncia (Artículo 19).  La posición quedó vacante este año con la renuncia del viceVice - presidente Presidente elegido en 2019. 

• En caso de renuncia o de vacancia en algún cargo, este mismo será ocupado por otro representante de la misma subregión mediante procedimiento eleccionario.
• El ganador de la elección puede asumir el rol inmediatamente después de la elección y terminará el periodo del renunciante. Una vez terminado el periodo del vice-presidente Presidente o vice-secretarioSecretario, este continuará como Presidente o Secretario, respectivamente, como se contempla en el proceso normal.  

Se aplica las mismas condiciones para nominaciones mencionadas para los demás puestos:

1. Un candidato para viceVice-presidente Presidente puede ser nominado por cualquier miembro de LACRALO, pero los candidatos nominados deben de ser miembros de las ALSs situadas en la subregión correspondiente, en este caso, subregión A: (América Central y México : Belice, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, México y Panamá).
2. En el caso en que no haya un candidato disponible en subregión A, las ALSs de esa subregión pueden nominar candidatos de cualquier otra ALS de LACRALO. Estos casos excepcionales no modificarán la tabla de rotación de cargos en los siguientes años.
3. En los casos en que haya un único candidato para el puesto, se considerará el candidato elegido por aclamación sin necesidad de una votación.

Details of Positions as stated in the LACRALO Operating Principles 

Title IV - About LACRALO Leadership Positions

 7.1.       LACRALO shall adhere to the following principles on the election and performance of leadership positions:

• Rotation among countries/sub regions;

• Continuity and opportunity to learn from experienced leaders;

• Process simplicity;

• Weighted Vote Principle - Percentage proportionality of votes according to the country- based active ALS index to ensure all countries stand on an equal footing;
• Favoring consensus-based agreements whenever possible;

• Encouraging higher ALS participation;
  
  
• Candidates shall be LACRALO members, and they shall effectively reside in one of the countries in the region;

• Only active members, in accordance with the Rules of Procedure, are entitled to vote for, or be elected to, these positions.

LACRALO members who are interested in running for leadership positions shall:

a)   State that they do not have any of the following conflicts of interest, which are incompatible with LACRALO leadership positions:

• Have a close family relationship with ICANN employees (parents, siblings, spouses, partners, children);
• Be under a financial contract with ICANN;
• Hold leadership positions in registries, registrars, ISPs or the chambers that specifically represent these business interests;
• Be in a decision-making position on behalf of a government (e.g. a Minister of State, Deputy Minister, Secretary, or equivalent position);
• Act as a country representative to the GAC (or other Advisory Committees/Supporting Organizations).

b)    Declare other possible conflicts of interest and explain how they will handle these conflicts once they take their leadership position in LACRALO.

7.2     – The rotation principle for leadership positions shall be based on the following:

7.2.a      – The region is divided into four (4) subregions comprising the following countries:

A)  Central America and Mexico: Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Mexico and Panama.

B) Andes: Bolivia, Chile, Colombia, Ecuador, Peru and Venezuela.

C)  Caribbean: Antigua and Barbuda, Bahamas, Barbados, Cuba, Dominica, Grenada, Guyana, Haiti, Jamaica, Dominican Republic, Saint Vincent and The Grenadines, St. Lucia, Saint Kitts & Nevis, Suriname, and Trinidad andTobago

D) Mercosur: Argentina, Brazil, Paraguay and Uruguay.

7.2.b       - LACRALO Leadership Positions are as follows: Chair and Vice Chair (Chair-Elect); Secretary and Vice Secretary (Secretary- Elect); ALAC Member (2); ALAC members elected by the NomCom (1).

7.2.c          - LACRALO shall adopt the ongoing and pre-arranged, sub region-based rotation principle as a mechanism to hold leadership positions.

They shall be governed by the LACRALO Rules of Procedure.

 7.2.d      - No outgoing member shall be entitled to run for the same position. However, they shall be eligible for any other position according to the Rotation Principle, and respecting the candidate appointed for their sub region.

7.5. In accordance with the Rotation Principle, if a region is represented by two leadership positions, these positions shall not be held by members of the same ALS or from the same country.

LACRALO Chair and Vice Chair (Chair-Elect)

8. LACRALO shall have a Chair and a Vice Chair (Chair-Elect). These positions shall be held by two active LACRALO members residing in their corresponding sub region, pursuant to the Rotation Principle set forth in Item 7 herein. Each of them shall hold their position for a two- year term.

8.a    The Vice Chair (Chair-Elect) shall automatically become the Chair in the following election.

The Chair and Vice Chair (Chair Elect) election shall be governed by the Rules of Procedure. The Chair's roles and responsibilities are as follows:

8.b.   Promote and lead ICANN policy discussions in the region;

8.c.   Liaise between discussions originated in the At-Large Advisory Committee (ALAC) and the region’s perspectives, in conjunction with the LACRALO representatives to the ALAC;

8.d.   Represent LACRALO at ICANN meetings, Advisory Committees and Supporting Organizations, and in outreach activities;

8.e.   Promote higher ALS and individual participation in the region by means of activities aimed at periodically incorporating new organizations and members;

8.f.    Lead LACRALO discussions on mailing lists, as well as during face-to-face and virtual meetings;

8.g.   Preside over all meetings of the LACRALO Board of Directors.

9. The Vice Chair (Chair-Elect) shall automatically become the Chair upon completion of the incumbent Chair’s term, or in the event of the incumbent Chair’s resignation or permanent incapacity. In addition, the Chair-Elect will temporarily become the Chair in the case of a temporary inability.

Elections and other issues related to this position shall be governed by LACRALO Rules of Procedure.

Vice Chair (Chair-Elect) Operating Roles

 10. Coordinate the activities of ICANN policy working groups within the LACRALO Board of Directors (see Title VII).

10.a Draft documents reflecting policy positions adopted on behalf of LACRALO, in conjunction with each Working Group Chair.

10.b Participate virtually in meetings where the Chair participates, and after the first year, potentially replace the Chair alternately in ALAC meetings.

Title V - About LACRALO Representatives to the ALAC

16. LACRALO shall elect two (2) individuals to serve as representatives to the At-Large Advisory Committee (ALAC) pursuant to the Rotation Principle and based on the terms set forth in the ICANN Bylaws. Each representative shall be elected at the same call for elections, and because of the preference arising from the respective election results.

17. The elected representatives to the ALAC shall be LACRALO members with their effective residence in different sub-regions.

18. The representatives shall be responsible for the duties set forth in the ICANN Bylaws regarding the ALAC and shall periodically report to LACRALO on the topics addressed within the ALAC.

19. LACRALO representatives to the ALAC shall have a two-year mandate and may not be reelected for a subsequent period.

Elections and other issues related to this position shall be governed by the LACRALO Rules of Procedure.

Title VI - About LACRALO Representatives to the NomCom

20. LACRALO shall recommend one (1) member to serve as their representative to the ICANN Nominating Committee (NomCom) in accordance with the principles defined by the ALAC for these positions and the Rotation Principle, under the terms set forth in the ICANN bylaws, and pursuant to the criteria established by both the ALAC and the NomCom.

21. The representative shall be responsible for the duties set forth in the ICANN Bylaws regarding the NomCom and shall periodically report to LACRALO on the topics addressed within the NomCom.

22. LACRALO shall recommend a representative to NomCom to serve for no more than two consecutive years.

23. The representative shall be recommended through a call for elections, and because of the preference arising from the respective election results.

Elections and other issues related to this position shall be governed by the LACRALO Rules of Procedure.
