2.  Review of AIs from 20 Oct 2010 meeting - 5 min

a.  Seth to confirm WT B members have permission to access WT B Confluence pages.

  • Status:  Confirmed.  But problems have occurred, so each WT member should confirm access. 

At the opening of the meeting, Darlene was unable to log onto the WT B Workspace.  But, later, she was able to log in, so it was decided that no further action was needed.

b.  Matthias to edit “Comparison of RALO Provision on Membership and Participation” link on the Overview RALO Instruments page to indicate clearly that it is a link.

  • Status:  Done.

c.  Seth to inform Heidi that, in Cartagena, WT B (a) would like informal breakfast meeting on Thur. and (b) will participate in Improvements update during ALAC/Regional Wrap-Up.

  • Status:  Because of conflict w/ Abuse of the DNS forum, WT B’s informal meeting is now on Wed at 8:00 am in conf. center (with a request that the doors open at 7:30, if possible).
  • Note:  Following the meeting (on 8 Nov), WT B’s informal meeting in Cartagena had to be changed again – to Wed at 7:30 am (local time), rather than 8:00 am.

d.  Matthias to create a new Confluence page comparing memberships of all RALOs according to guidelines from Fouad.

e.  Seth to set up WT B’s Adobe Chat Room to include a pod w/ live links needed for meetings.

3.  Possible change of WT B call time from 13:00 UTC to 14:00 UTC after daylight saving time ends in US (7 November) – 5 min.

Cheryl:  Daylight saving time is ending in the northern hemisphere and is starting in the southern hemisphere.  Other regions do not have DST at all.  The issue here is whether we want to keep a fixed time in some local regions or a fixed UTC time globally.

Sebastien:  I earlier requested that we move our WT call time later by one hour in UTC time, but that request was based on an incorrect premise on my part.  Apologies.

Annalisa:  In that case, we are left with only one request to move the time.  Any others.

4.  New page comparing membership/participation rules of RALOs – Matthias, 5 min.

5.  Response of RALOs regarding WT B’s invitation to coordinate outreach/inreach to ALSes – Matthias, 5 min.

Matthias:  All of the RALOs except for EURALO have discussed the WT B suggestion that they collaborate with the WT on ALS outreach/”inreach.”  The four RALOs that have discussed it were all quite in favor of the idea, and each appointed a liaison to WT B to work on it.  While EURAO, has not discussed it yet, Wolf is in favor of the idea and has volunteered to be the EURALO liaison for this purpose, but would first like to confirm the assignment with EURALO.

Following are new RALO liaisons to WT B for the purpose of collaborating on ALS outreach/”inreach”:

  • AFRALO:  Moataz Shaarawy
  • APRALO:  Fouad Bajwa
  • EURALO:  Wolf Ludwig (pending confirmation by RALO)
  • LACRALO:  Dev Anand Teelucksingh
  • NARALO:  Annalisa Roger

Cheryl:  WT B will not exist into perpetuity, but the need for ALS outreach/”inreach” will.  Therefore, I suggest that WT B consider recommending that the RALOs formalize the outreach/”inreach” role within their structures in whatever way each finds appropriate.  There are many ways that the RALOs can do this.  But, for now, let’s place a reminder for us to do this. 

Sebastien:  WT B should collaborate on the RALO’s rules of procedure.  We should consider adding this fixed outreach/”inreach” role to the RALO’s rules.

6.  Review of WT B recommendation subtasks to identify those easily completed (“quick wins”) – 10 min.

Seth:  Let me remind the WT that the tasks under each recommendation are theirs to edit, add to, delete if no longer relevant, etc.  The recommendations themselves are from the Final Report of the ALAC Review WG.  But the subtasks were simply created, by staff, as a way of implementing those recommendations.  And they were created quite a while ago.  I would think the WT would want to review them carefully and update them.

Cheryl:  Certainly, I’m in favor of any valid deletions we can find in the tasks.

Fouad:  There are many tasks under Recs. 3, 4, 7, and 9.  To get them done, we need to start giving people ownership of them.  Someone needs to follow up with the regions and the ALAC.

Cheryl:  We obviously need to discuss this further in a future meeting, perhaps in Cartagena.  And, actually, there is much that we can report on in Cartagena, as well, geared toward building enthusiasm within the ALSes.  For example, our new Confluence system allows us to offer every ALS its own page – an enormous step forward for ALSes without their own Web sites.  It is a way for ALSes to market themselves and to communicate their opinions to us.  We need to create enthusiasm in the ALSes.  We need to remind the ALSes that it is not just up to the RALOs and ALAC to put in public comments, but that they should be doing so as well.  I would like to revisit this topic as one on which WT B can claim a “quick win.”  The Confluence pages are a tool that allows us to share information in a timely manner in both directions – a way of engaging the ALSes and of bringing information back to us from the edges. 

Cheryl:  Furthermore, we’d need a short simplified presentation – just a few slides – of how to operate the Confluence pages for the ALSes.  We should support this as part of the recommendation to get each ALS a Confluence page.

Annalisa:  Perhaps we can discuss with the ALSes in the next Showcase.  In the past, the ALSes have enjoyed telling us a bit about themselves at these.

>>  AI:  Seth to put onto draft agenda for 17 Nov (briefly) and Cartagena (at length) a discussion of (a) giving each ALS its own Confluence page and (b) WT B members talking to their RALOs about the idea.

Cheryl:  In identifying other recommendation tasks as “quick wins,” we can turn to task 3.1, which the data analysis of the ALS Survery fits well into.  Dev, how is that going?

Dev:  The recommendations will be summarized before Cartagena.

Cheryl:  So that means Rec. 3 is well underway.  We have results coming in and are already looking at tools, liaisons, etc.  This will be a good item to report on in Cartagena.

Cheryl:  Next is Rec. 4.  I myself see this as a longer-term recommendation.  While we’ve done much (and much progress has also been facilitated by ICANN), WT B’s suggestion regarding Rec. 4 is going to be that the work must continue.

Cheryl:  Next is Rec. 7 – collaborative tools.  We’ve already discussed this (above) in terms of using Confluence to set up individual ALS wiki pages.  This should be added to the Simplified Outline as a reportable task – perhaps under 7.2 (new technologies).

Cheryl:  Next is Rec 9.  While the ICANN Translation Policy is outside out realm, we could encourage that:

  • The ICANN Translation Policy be published; and
  • The RALOs develop their own translation policies (to supplement the ICANN policy).

Both of these would be useful to the ALSes.

7.  Planning for WT B’s short report during ALAC & Regional Wrap-Up in Cartagena – 10 min.

Cheryl:  In this meeting today, we’ve already done some planning for Cartagena and for what we’re going to report in Cartagena.  Let’s formalize this at our next meeting.  Members of the WT should review our WT B Simplified Outline tasks carefully before our next meeting and bring with them ideas regarding how to revise and them, what items to delete, etc.  Then, in our next meeting, as a group, we’ll revise the list of task.  (We could even report on our doing that in Cartagena.)  The easiest order to do this in, I’d say, is Rec. 9 and then 4, and then 3 and 7 together later; if we do Recs. 9 and 4, we’ll be well on our way.
