  Cheryl Langdon-Orr:hi all
Cheryl Langdon-Orr:ok dial me back in
  Cheryl Langdon-Orr:back
  Alan Greenberg:back in a moment\
Olivier Crepin-Leblond:I am getting horrible feedback. The sound it terribble
Olivier Crepin-Leblond:I can't hear the birds. I can hear feedback
Olivier Crepin-Leblond:I think it's coming from Gisella's computer
  Eduardo Diaz:!Hola a Todos!
  Heidi Ullrich:I'm muted ;0
Roberto Gaetano:but do not mute speakers on both adobe and phone, I suppose
Heidi Ullrich:Cheryl, are they all wild birds?
Eduardo Diaz:There is echo in the bridge
  Olivier Crepin-Leblond:is the document unsynchronized?
  Olivier Crepin-Leblond:I never know
Heidi Ullrich:Eduardo, are you able to scroll?
Heidi Ullrich:Olivier, Cheryl and Alan all have host rights
Evan Leibovitch:There is an echo here
  Evan Leibovitch:No scrolling here
Garth Buen:Adobe cRaSh, not as bad as previous times.
Evan Leibovitch:I'd thought this was the 64-bit version of the document.
Olivier Crepin-Leblond:how about now re: scrolling?
Heidi Ullrich:You should be able to now
  Evan Leibovitch:just came on. Yay!
  Roberto Gaetano:@OCL scrolling OK
Olivier Crepin-Leblond:note to self: when Sync button dark = no scrolling.
  Alberto Soto:Hi, can call me at 54 11 3967 4947 ?
  Heidi Ullrich:Adigo dialing
  Alberto Soto:ok
  Evan Leibovitch:working fin here, Cheryl
Cheryl Langdon-Orr:in other words this is a highly scutenized document and has had an enormous amount of due diligence and attention to details and is a Truly Best Effort document
Cheryl Langdon-Orr:minor descent on a few points
Evan Leibovitch:This is the first time I'm using Adobe Connect for my mike as well as speakers. So far so good. I hope the sound is OK
  Olivier Crepin-Leblond:yes it's okay
Cheryl Langdon-Orr:only notable remaining is the point raised on prior ALAC meeting re ALS directly voting in seat15 which h we have agreed to discuss for review  in Beijing
Gisella Gruber-White:Interpreters unable to understand Tijani
  Evan Leibovitch:T3 in Southend?
Cheryl Langdon-Orr:it should be noted however that this matter WAS discussed in great details over several hours
  Cheryl Langdon-Orr:and meetings
Gisella Gruber-White:Glenn McKnight has joined the call
Cheryl Langdon-Orr:Correct t Alan I think that is what Tijani said
Gisella Gruber-White:Please remember to state your NAMES for the interpreters
Glenn McKnight:I assume this document is available to download
  Glenn McKnight:looking for the link
Glenn McKnight:Can someone  post the link?
  Roberto Gaetano:https://community.icann.org/download/attachments/2262614/RoP-v64.pdf?version=1&modificationDate=1363056392684
  Glenn McKnight:thanks
Gisella Gruber-White:@ Alan/Cheryl - please summarise for the interpreters. THey are NOT able to interpret
Wolf Ludwig:@Cheryl: Right -- this is the only point s/election of Seat 15 which is discussed and partly contested at EURALO!
Silvia Vivanco:Perhaps Tijani can make comments in writing here in the chat
Evan Leibovitch:It's VERY difficult to understand Tijani, it sounds like he's speaking underwater.
Gisella Gruber-White:@ Tijani - we are calling you again
Glenn McKnight:He was  Ok to me
Wolf Ludwig:We have defined our way that Ind. members need to create their own ALS at EURALO ...
Glenn McKnight:He  was clear on his  idea
  Glenn McKnight:Maybe not clear speaking
Gisella Gruber-White:Avri Doria has joined the AC
Evan Leibovitch:Q: Were the "random selection" components of 5.14 present in the previous RoP?
Glenn McKnight:9.1 All ALAC Members must make regular and significant contributions to the ALAC, At-Large and ICANN.
Glenn McKnight:How do you define  significant?
Cheryl Langdon-Orr:yes but not so clearly or detailed
  Glenn McKnight:Papers, questions, presentation?
Cheryl Langdon-Orr:@Glen  that is. a fussy metrics matter it's easier to describe when it is not hapeening. more than when it is... We wrote it like this to allow appropriate  flexability
Cheryl Langdon-Orr: it could be any or all of those thongs as well as the basic requirements or more
Evan Leibovitch:Agreed. This is more of a "you'll know it when you see it"  kind of thing
Glenn McKnight:If metrics  are brought  up   than its  important to define what you mean.
Glenn McKnight:The term is  significant  contribution , What is this?
Glenn McKnight:9.1 All ALAC Members must make regular and significant contributions to the ALAC, At-Large and ICANN.
Glenn McKnight:It's like quality ,  you know it when you see it?
Cheryl Langdon-Orr:that ALAC itself will know when a member is NOT suitably contributing and then this definition of significant will then be better defined as needed by circumstance by what is seen as not significant enough... I.e.  just turning up to calls and meetings is not good enough demosterable contributions  would be
  Cheryl Langdon-Orr:yup
Evan Leibovitch:Some things like attendance can be hard measures. But most is not
Glenn McKnight:Thanks  this is what I was looking for Cheryl   It shows  that the group self governs
Gisella Gruber-White:Johnny Laureano has joined the Spanish channel
Glenn McKnight:It demonstrates  that it's professional and expects  productivity
  Olivier Crepin-Leblond:group dynamics soon enough
Glenn McKnight:It sets it's own level of excellence
Olivier Crepin-Leblond:group dynamics soon enough find embers not suitably contributing
Glenn McKnight:I get the idea of avoiding a  specific  number
Olivier Crepin-Leblond:having numbers is generally not suitable
Glenn McKnight:Guys I get it, just  showing I am reading the document
Evan Leibovitch:I don't know if the preference for consensus (11.1)  was in previous RoPs but I applaud the group for calling for it as a preference over confrontational voting.
Glenn McKnight:why are in RED  Evan?
  Evan Leibovitch:Because that's how I feel
  Glenn McKnight:in red?
  Evan Leibovitch:Better?
Avri Doria:is ALAC really going to use Roberts rules?
Evan Leibovitch:I'm pretty sure that's always been boilerplate
  Olivier Crepin-Leblond:yup. Roberts indeed
Glenn McKnight:Evan  I am  orange  today
Avri Doria:the idea of an ALAC meeting being rigorous about Roberts is rather amusing.  but it will give a Robert's master the ability to control any meeting they wish.
Glenn McKnight:What  rules  do you suggest  Avri  instead?
Evan Leibovitch:Good choice on how to handle abstentions
Glenn McKnight:14.2 Detailed procedures are set forth in the Adjunct document “At-Large Framework Formation”Error! Hyperlink reference not valid..
Glenn McKnight:looks like a link error in this section
Avri Doria:Oh, I make no suggestions.  I was secreatrary of a Board once that used them.  As I said in the hands of a master, when the rest don't know them, they are powerful. In that case I would recommend appinting yourselves a pariamentaairan - unelss staff has a robert's master who can ajudicate.
Cheryl Langdon-Orr:We have also sourced Roberts in multiple languages for use
Evan Leibovitch:Typo in 16.1.1 - only one A in AAGM, as defined in the definitions in section 1
  Evan Leibovitch:also in 16.3.1
  Cheryl Langdon-Orr:noted Evan thanks
Cheryl Langdon-Orr:actually that means. ALAC. AGM
  Cheryl Langdon-Orr:so not an error
Roberto Gaetano:@Evan, AAGM is the annual AGM ?!?
Evan Leibovitch:Then it needs to be mentioned specifically in the RoP in definitions as distinct from "AGM"
Olivier Crepin-Leblond:This text is shown on your screens at the bottom left corner "Summary Notes"
  Cheryl Langdon-Orr:disconnected grrrr
  Evan Leibovitch:AAGM mentioned in 10.2.2
  Cheryl Langdon-Orr:correct Evan
Glenn McKnight:I think the document is thorough and well written
  Cheryl Langdon-Orr:yes it is. defined
  Glenn McKnight:A  pretty good job
  Evan Leibovitch:Sigh
Cheryl Langdon-Orr:can I get dialwd back in
Gisella Gruber-White:@ Cheryl - we are calling you
Glenn McKnight:It looks  good to me
  Sandra Hoferichter:Who is Robert?
  Roberto Gaetano:@sandra, not me!
  Cheryl Langdon-Orr:lol
  Sandra Hoferichter:Thank you for clarification.
Avri Doria:I keep my version of Roberts near my desk at all times.
  Evan Leibovitch:http://en.wikipedia.org/wiki/Robert's_Rules_of_Order
Wolf Ludwig:I have mentioned some regional disapproval on point 18, Olivier.
Evan Leibovitch:The older versions are public domain, newer versions are commercial
  Cheryl Langdon-Orr:Adigo dialed back now
Roberto Gaetano:@CLO, the 60 mins used to happen to me as well
Roberto Gaetano:@CLO it seems that Austria and Australia telcos work the same
  Cheryl Langdon-Orr:GRRR indeed @Roberto
Wolf Ludwig:Once again: The procedure under point 18 looks like the vatican conclave to me!
Evan Leibovitch:Yes, but our smoke does not come from burning votes
  Wolf Ludwig:From what else, Evan?
Glenn McKnight:I need to leave .  Great  job by the committee
Avri Doria:So has anyone ever made a privledged motion to adjorn during an ALAC meeting? Serious question: does Roberts apply only to ALAC?
Evan Leibovitch:1) Not that I'm aware of 2) Up to the RALOs
Avri Doria:I am surprised that people thought the General Assembly rules less applicable.  At leas then you would have ben on the same rules as GAC - to the extent that they follow them.
Avri Doria:But this is not an important issue to me - just one of interst as a collector and designer of rules.
  Olivier Crepin-Leblond:which General Assembly?
Gisella Gruber-White:Please say your names for the interpreters
  Evan Leibovitch:Can I say a name that's not mine?
Wolf Ludwig:Sounds boring, Avri: "collector and designer of rules" ...
Roberto Gaetano:Gee, if we are in a situation where neither 14.1, 14.2, 14.3 apply, are we in bad shape!!!
Evan Leibovitch:This does seem to be very late in the game to be engaging in micro-editing.
Olivier Crepin-Leblond:there has been some micro editing all along. The more time spent on this, the more micro-editing will continue
Evan Leibovitch:Best thing is to pass this (unl;ess there are significant errors) and engage in a regular  review by the WG which, on a reasonable schedule, can propose a slate of modifications
  Alan Greenberg:@Evan, agreed
  Alan Greenberg:https://community.icann.org/x/WpVwAg
Heidi Ullrich:Next Steps: 1) Short period for additional comments in writing to the wiki (as comments) within 48 hours - https://community.icann.org/x/WpVwAg2) Short period of discussion during 26 March ALAC Meeting
  Silvia Vivanco:cannot hear
Evan Leibovitch:That was an autotune of Olivier
Alberto Soto:thanks for this very interesting discussion! By bye !!
  Sandra Hoferichter:bye!
  Olivier Crepin-Leblond:LOL
Aída Noblia:Saludos a todos.  Gracias. Bye
  Johnny Laureano:Gracias.
Evan Leibovitch:good work everyone. It's obvious this was a massive undertaking
  Alan Greenberg:Thanks Evan
