    The SSAC folks, earlier this week, said that the regisrars had pushed back against the whole concept of "urgent requests".  This sounds like they may be constrained by EU law, even if they keep it out of their ICANN contracts

    A matter of scale, I should think.  .bank has few enough regisrants that it is feasible. a ccTLD would not.
