At-Large Policy: ICANN’s Goal for a Multilingual Internet through IDNs

Description:

For more than 2 decades, ICANN together with the technical community and volunteers around the world, have been at the forefront of efforts to support an inclusive and multilingual Internet by internationalizing the Domain Name System (DNS). Such efforts, since 2003, have enabled end users to navigate the Internet by using the DNS in selected local scripts (written languages) which was not possible before.

To-date, 61 IDN country code top-level domains (ccTLD) and 92 IDN generic top-level domains (gTLDs) have been delegated in the root zone. Together, these represent 37 languages in 23 scripts. According to the IDN World Report, the total number of IDN registrations under ccTLDs and gTLDs (both at the top and second levels) stood at 8.6 mil in 2021, yet this remains but a fraction of the total 341.7 million domain name registrations across all TLDs at the end of 2021 as reported by Verisign.

In this session, several ICANN community leaders will discuss the direction to be taken by ICANN in attempting to improve the uptake of IDNs, while remaining cognizant of technical and operational challenges, the need to adhere to relevant international standards and protocols (such as the IDNA2008 standard), community-developed rules to determine the validity of IDN from a language/script perspective (i.e the Root Zone - Label Generation Rules), as well as individual end user perceptions on the availability and usability of IDNs.

Topic 1 - Subsequent Procedures (SubPro) - ALAC Speaker: Justine Chew

  1. At-Large Advice on SubPro

    1. On 20 October 2021, the At-Large Advisory Committee (ALAC), together with At-Large topic leads, held a call with the ICANN Board to address its questions related to the ALAC Advice on Subsequent Procedures of 16 April 2021 ("ALAC Advice"). In February 2022, the ALAC submitted its responses. Since, we have not had any further discussion or correspondence from the ICANN Board and wish to ask:

      1. does the ICANN Board require any further clarification on the ALAC Advice and/or the responses to its clarifying questions?

      2. when could the ALAC expect a formal response from the ICANN Board on its advice for consideration and/or further action? 

    2. The ALAC would be open to refining its advice if that potentially allows for greater alignment with other SOACs' recommendations/advice towards a stronger community consensus for SubPro. Given this and while noting that the ICANN org SubPro ODP team is expecting to deliver the Operational Design Phase Assessment (ODA) to the ICANN Board on 12 December 2022, we also wish to ask if the ICANN Board will seek:

      1. community input prior to receiving the ODA?

      2. further community input after receiving the ODA?

  2. Operational Design Phase (ODP)

    1. With two ODPs initiated, will the ICANN Board be asking for a review of the concept of the ODP after the SubPro ODP concludes?

    2. Will the ICANN Board be actively involved in such a review and will the ICANN community be invited to participate in such a review?

At-Large Diversity Survey on ICANN Leadership Groups

This session will focus on the results of a Leadership Diversity Survey which was created as part of an ABR by the European Regional At-Large Organization to design a study about diversity in the context of the Work Stream 2 (WS2) recommendations of the Cross-Community Working Group on Enhancing ICANN Accountability. The survey was designed to gather diversity data about leadership at ICANN based on the seven diversity categories determined by the WS2 Diversity subgroup.

Políticas de At-Large: Objetivo de la ICANN para una Internet multilingüe a través de los IDN

Descripción:

Durante más de dos décadas, la ICANN, junto con la comunidad técnica y los voluntarios de todo el mundo, ha estado a la vanguardia de las iniciativas para apoyar una Internet inclusiva y multilingüe mediante la internacionalización del Sistema de Nombres de Dominio (DNS). Dichas iniciativas, desde 2003, han permitido a los usuarios finales navegar por Internet utilizando el DNS en determinados código de escritura locales (lenguas escritas), lo cual antes no era posible.

Hasta la fecha, se han delegado 61 dominios de alto nivel con código de país (ccTLD) y 92 dominios genéricos de alto nivel (gTLD) en la zona raíz. En conjunto, representan 37 idiomas en 23 códigos de escritura. Según el Informe Mundial de IDN, la cantidad total de registraciones de IDN en los ccTLD y gTLD (tanto en el primer como en el segundo nivel) se situó en 8,6 millones en 2021, aunque esto sigue siendo tan solo una fracción del total de 341,7 millones de registraciones de nombres de dominio en todos los TLD a finales de 2021, según informó Verisign.

En esta sesión, varios líderes de la comunidad de la ICANN debatirán sobre la dirección que debe tomar la ICANN para intentar mejorar la aceptación de los IDN, sin dejar de ser conscientes de los desafíos técnicos y operativos, la necesidad de adherirse a los estándares y protocolos internacionales pertinentes (como la norma IDNA2008), las reglas desarrolladas por la comunidad para determinar la validez de los IDN desde una perspectiva de lenguaje/código de escritura (es decir, las Reglas de Generación de Etiquetas de la Zona Raíz), así como las percepciones individuales de los usuarios finales sobre la disponibilidad y la facilidad de uso de los IDN.

  1. Asesoramiento de At-Large sobre SubPro
    1. El 20 de octubre de 2021, el Comité Asesor At-Large (ALAC), junto con los líderes de los temas de At-Large, llevó a cabo una llamada con la Junta Directiva de la ICANN para abordar sus preguntas relacionadas con el Asesoramiento del ALAC sobre Procedimientos Posteriores del 16 de abril de 2021 ("Asesoramiento del ALAC"). En febrero de 2022, el ALAC presentó sus respuestas. Desde entonces, no hemos tenido ningún otro debate ni correspondencia de la Junta Directiva de la ICANN y deseamos preguntar lo siguiente:
      1. ¿requiere la Junta Directiva de la ICANN alguna otra aclaración sobre el Asesoramiento del ALAC y/o las respuestas a sus preguntas aclaratorias?
      2. ¿cuándo podría el ALAC esperar una respuesta formal de la Junta Directiva de la ICANN sobre su asesoramiento para su consideración y/o acción posterior? 
    2. El ALAC estaría abierto a perfeccionar su asesoramiento si eso permite potencialmente una mayor alineación con las recomendaciones/asesoramientos de otras SO/AC hacia un consenso comunitario más fuerte para los SubPro. Teniendo en cuenta lo anterior, y observando que el equipo encargado de la ODP de SubPro de la organización de la ICANN prevé entregar la Evaluación de la Fase de Diseño Operativo (ODA) a la Junta Directiva de la ICANN el 12 de diciembre de 2022, también deseamos preguntar si la Junta Directiva de ICANN procurará:
      1. los aportes de la comunidad antes de recibir la ODA.


      3. más aportes de la comunidad después de recibir la ODA.

    1. Con dos ODP iniciadas, ¿pedirá la Junta Directiva de la ICANN una revisión del concepto de la ODP después de que concluya la ODP de SubPro?

Encuesta de diversidad de At-Large sobre los grupos de líderes de la ICANN

Esta sesión se centrará en los resultados de una Encuesta sobre la diversidad en los grupos de líderes que fue creada como parte de una Solicitud Presupuestaria Adicional (ABR) por parte de la Organización Regional At-Large de Europa para diseñar un estudio sobre la diversidad en el contexto de las recomendaciones del Área de Trabajo 2 (WS2) del Grupo de Trabajo Intercomunitario sobre la Mejora de la Responsabilidad de la ICANN.
