  • Leadership Position Rotation per Subregion: In accordance to the  LACRALO Operating Principles, Titulo Title IV, article 7.2.a. there shall be a mechanism to rotate leadership positions among four subregions within LACRALO. In every election, each subregion shall be responsible for nominating candidates to certain positions. 
  • Section 20 of LACRALO Rules of Procedure: LACRALO does not allow its leadership to hold consecutive terms in the same position. Nothing prevents a member who are interested who held a position from applying for a different position in the period immediately following as long as the rotation principle is respected.

The nomination process ( Article 23):

  1. A candidate can be nominated by any member of LACRALO, but the nominated candidates must be members of the ALSs located in the corresponding subregion. Observers cannot nominate or be nominated.
  2. In the event that there is no candidate available from the corresponding subregion, the ALSs of that subregion can nominate candidates from any other ALS in LACRALO. This exceptional case will not modify the table of rotation of positions in the following years.
  3. In cases where there is only one candidate, in any position, the candidate chosen by acclamation shall be considered elected without the need for voting.

Requirements for candidates (LACRALO Operating Principles 7.1.a.):

In addition to the SOI, standard requirement for all At-Large elections. LACRALO Candidates must declare not having any of the following conflicts, which are incompatible with a leadership position at LACRALO (they must fill out the Conflicts of Interest form):

  1. Have close family relationships with ICANN employees (parents, siblings, spouses or partners, children);
  2. Be under a financial contract with ICANN;
  3. Have leadership positions in registries, registrars, ISPs or business associations specifically representing these businesses;
  4. Be in a decision-making position on behalf of a national government, such as Minister of State, Deputy Minister, or equivalent;
  5. Be participating as a representative of your country before the GAC or other AC / SO.


The voting process:

  1. All accredited ALSs can vote for all positions. Observers do not vote. 
  2. The candidate who gets a plurality (simple majority) of  votes wins.LACRALO ALS Voting Weights
  3. Calculations of majorities: A plurality of the validity cast weighted votes determines the winner. A plurality is when a candidate proposition gets more weighted votes than any other. Abstentions will not count in the calculation of the plurality. However, the LACRALO Secretary will report the number of abstentions when reporting the election results.
  4. This virtual voting will require a quorum of at least 50% of the active ALSs. The quorum is calculated using the number of ALSs casting valid votes, including "abstentions" if any, divided by the number of ALSs accredited in the region.
  5. Country coefficient : Section 13: ...In case of a virtual vote, voting shall be carried out in a manner that ensures transparency throughout the whole election process. Specifically:

    -ICANN staff will share before each election the spreadsheet that calculates weighted voting.
    -The list of ALSes that voted will be made public;
    -There will always be an option to vote anonymously. 

  6. Election tie: If after the election process, there is no winner, a second ballot shall be carried out among tied candidates; if the tie still remains after this second ballot, the chair and the secretary shall carry out a draw in a framework of transparency.
