Chat transcript:

06:01:26 From Kimberly Carlson : Welcome to today’s Guidelines Review Committee call on 4 June 2019 at 12:00 UTC. Calls are recorded and recordings posted on the public wiki. Attendance is taken according to those in Zoom. As a reminder, please remember to mute your phones/microphones when not speaking to avoid any background noise.
06:03:44 From David McAuley : I am struggling with phone issues
06:03:53 From David McAuley : I hope to sort shortyl
06:03:58 From David McAuley : shortly
06:04:28 From Stephen Deerhake : I was young when this was drafted... ;-)
06:07:20 From Kimberly Carlson : Julie will be joining shortly - sends her apologies for running late
06:08:44 From Katrina : The "... dedicated web- and / or wikipages ..." created in Section 4.1 seem to be hanging since after this creation nothing else is done on these pages ... nearly all references on web pages in this document seem to refer to the ccNSO website. So why create these dedicated web pages ?
06:09:22 From Katrina : https://ccnso.icann.org/en/decisional-participant/approval-actions.htm
06:09:26 From David McAuley : I think my phone issue is sorted
06:09:35 From Katrina : https://community.icann.org/display/ccnsowkspc/Fundamental+Bylaws+change%3A+reconsideration+process+responsibilities
06:12:42 From Young-eum Leel : I think a dedicated web page is beneficial at least for informational purposes.
06:13:48 From Mirjana Tasic : I support current approach too
06:13:52 From David McAuley : missed some of this while working on my phone
06:21:50 From David McAuley : Nice table, well done
06:22:21 From Stephen Deerhake : Nice, well done, and yikes!
06:23:27 From Joke Braeken : doc currently being displayed: https://docs.google.com/document/d/1ol8461abkOqzXSahZKkuLL-7GxDWklmA0wnK1CKwfgY/edit?usp=sharing
06:33:44 From julie.hedlund : Thank you Stephen
06:37:03 From Stephen Deerhake : You are most welcome Julie... Great presentation.
06:38:13 From David McAuley : These docs are moving along quite well IMO
06:40:33 From David McAuley : i think 18.12(c) handles this,
06:43:53 From David McAuley : The good news is that a special IFR 'should' happen very very rarely if at all
06:45:43 From David McAuley : i agree w Julie based on 'have been followed' language of bylaw - although I expect CSC will be informing others via their routine reports of the nature of the issue
06:46:00 From julie.hedlund : Interesting point Katrina
06:46:29 From Stephen Deerhake : IMO if an IFR is initiated, we've failed as a Community....
06:46:48 From David McAuley : good point @ Stephen
06:47:51 From David McAuley : Thanks Julie and Ariel
06:47:56 From Stephen Deerhake : Julie, if you are LA based, thank you so much for getting up so early.
06:48:08 From Ariel Liang : Thanks everyone! Sorry I couldn’t speak earlier
06:48:18 From Kimberly Carlson : Thanks Julie and Ariel
06:49:55 From Stephen Deerhake : Comma works for me.
06:50:04 From Katrina : I would like to suggest that the schedule for making a decision should be relative to external deadlines such as those from the Empowered Community Administration. I would like to suggest that this Guideline should include scheduling a meeting, such as a ccNSO Council Meeting, to make such a decision as a better and more definite way of doing it rather than using "ccNSO Council Practicies" alone.
06:50:28 From Katrina : Section 4.5.2
06:53:51 From David McAuley : I think that's a good idea Katrina,
06:53:54 From Stephen Deerhake : We will, as an SO, have to make a decision on any Approval Action that comes before us.
06:53:59 From Katrina : Section 4.5.3 uses SHALL as in "decision of the ccNSO Council shall be conveyed", so, why does the last sentence allow the possibility that this may not be conveyed? I would like to suggest that this SHALL be emphasized by saying that "the Approval Action Manager shall convey the decision of the ccNSO Council ..." and then delete the last sentence to avoid any uncertainity since "SHALL" here rules out any such uncertainity.
06:54:31 From Stephen Deerhake : shall means "must".
06:55:22 From David McAuley : seems a fair draftying point
06:55:37 From David McAuley : I think so
06:56:05 From Stephen Deerhake : Speaking on behalf of the ECA, if we don't hear from an SO/AC, they are deemed to not have rendered a vote on the issue under consideration.
06:56:49 From Stephen Deerhake : Why a second 7 days?
06:56:52 From David McAuley : I think you are correct Katrina
06:57:12 From David McAuley : so 14 days
06:57:46 From Stephen Deerhake : How did we cook in a 2nd 7 days? That's nut's.
06:59:33 From Stephen Deerhake : We have to be able to act nimbly on approval action items...
06:59:37 From Stephen Deerhake : Yes.
06:59:55 From Young-eum PC : no objections from me
06:59:58 From David McAuley : no objection
07:00:17 From Sean Copeland : no objection
07:00:38 From David McAuley : I like that approach Katrina
07:00:39 From Stephen Deerhake : No objection.
07:03:42 From David McAuley : I have not
07:03:51 From David McAuley : and my copy also does not have his comments
07:04:01 From David McAuley : Giovanni's that is
07:04:06 From Stephen Deerhake : Honestly, no.
07:04:19 From Stephen Deerhake : I don't have Giovanni's comments either...
07:05:16 From David McAuley : none here
07:05:48 From Kimberly Carlson : Next meeting 17 June at 12:00 UTC. I will send the calendar invite shortly
07:06:09 From David McAuley : Thanks Kim
07:08:02 From Kimberly Carlson : Thank you all, bye
07:08:03 From Young-eum PC : Thanks everyone
07:08:04 From David McAuley : Thanks Katrina, Kim, and Joke and all
07:08:06 From Stephen Deerhake : Thank you Katrina.
