The ICANN Board has approved San Juan, Puerto Rico as the location in North America to host ICANN's 61st public meeting to be held 10-15 March 2018. Barcelona, Spain has been selected as the European city to host ICANN63 | Annual General Meeting to be held 20-26 October 2018.

ICANN holds three public meetings each calendar year in different regions of the globe. ICANN Meetings are a central principle of ICANN's multistakeholder model because they provide a venue for progressing policy work, conducting outreach, exchanging best practices, conducting business deals, interacting among members of the ICANN community, including Board and staff and learning about ICANN. Usually comprised of more than 400 different sessions, these meetings are the focal point for individuals and representatives of the different ICANN stakeholder groups to introduce and discuss issues related to ICANN policy. Participants may attend in person or remotely. Meetings are open to everyone and registration is free.

LOS ANGELES – 21 December 2016 – Today, ICANN published an update to the gTLD Marketplace Health Index (Beta), which presents statistics and trends related to generic top-level domains (gTLDs).

The gTLD Marketplace Health Index (Beta) was first published in July 2016. ICANN plans to publish these statistics twice a year to track progress against its goal of supporting the evolution of the domain name marketplace to be robust, stable and trusted. A community Advisory Panel[community.icann.org] is working with ICANN to refine the Index in preparation for publishing version 1.0.

The Board Candidate Evaluation Committee (BCEC) has now concluded its Candidate evaluation process for the ICANN Board Director position selected by the At-Large Community. On behalf of the BCEC, we are pleased to announce that the following Candidates will go forward to the next stage of the selection process. The Candidates, listed in alphabetical order of the last name, are:

  • Alan Greenberg (Canada)
  • Leon Felipe Sanchez Ambia (Mexico)

That next stage of the selection process is planned and managed by the Board Member Selection Process Committee (BMSPC).

The process involves calls across Regional At-Large Organizations (RALOs) to discuss the BCEC Slate of Candidates, the option of possible petitions by RALOs to add to this Slate additional Candidates who have submitted Expression of Interests (EoIs) but were not selected by the BCEC, and the agreement on the Final Slate of Candidates. This process will culminate in an election among the Final Slate of Candidates by the At-Large Advisory Committee (ALAC) Members and Regional At-Large Organization (RALO) Chairs.

The selection process is planned to be completed by Friday, 21 April 2017, with the announcement of the successful Candidate on that date. View the detailed timeline here[community.icann.org].

ICANN announces 56 individuals from 41 countries have been selected to participate in ICANN's Fellowship program at the 58th Public Meeting in Copenhagen, Denmark 11-16 March 2017. 35 of the selected candidates will be attending their first ICANN meeting. Seven have attended an ICANN Meeting in the past but now will be part of the Fellowship program and fourteen are Fellowship Alumni with various levels of ICANN experience. Nine of the Alumni will take on the additional role of coaching Newcomers. These successful candidates represent all sectors of society including; civil, government, ccTLD operations, academia, facets of the business community, technical, security and end user groups.

The Fellowship program seeks to create a broader and more diverse base of knowledgeable constituents with priority given to candidates currently living in underserved and underrepresented communities around the world, those who represent diversity of gender, sector, region, experience, expertise and/or have established financial need. An independent selection committee assessed the 424 Fellowship applications received for this meeting.

In Brief

The New gTLD Program (approved in 2011 established auctions as a mechanism of last resort to resolve string contention (when two or more applications are in direct contention). Most string contentions (approximately 90% of the competing application sets) have been resolved through other means, and never reach an auction conducted by ICANN's authorized auction service provider. For the others, however, they proceed to an ICANN-facilitated auction.

It was recognized from the outset that significant funds could accrue as a result of these ICANN-facilitated auctions of last resort. To date, over 230 million USD has been accrued. These auction proceeds have been reserved and earmarked until the ICANN Board authorizes a plan for the appropriate use of the funds. A Cross-Community Working Group (CCWG) is now being formed, and the CCWG will be tasked to develop a proposal(s) on the mechanism to allocate the new gTLD Auction Proceeds and the ICANN Board must consider the proposal. The CCWG will NOT make any recommendations or determinations with regards to specific funding decisions (i.e. which specific projects or organizations are to be funded or not).

Below you will find further information concerning the various ways you can participate and/or contribute to this effort as well as the expected time commitment.

What the CCWG is tasked to do

The CCWG is tasked with developing a proposal(s) for consideration by the Chartering Organizations (those ICANN Supporting Organizations and Advisory Committees that have adopted the CCWG Charter) on the mechanism that should be developed in order to allocate the new gTLD Auction Proceeds. That proposal will then be submitted to the ICANN Board.

As part of this proposal, the CCWG is expected to factor in a number of legal and fiduciary principles[community.icann.org] [DOC, 48 KB], due diligence requirements that preserve ICANN's tax-exempt status, as well as address matters such as potential or actual conflicts of interest. The CCWG will NOT make any recommendations or determinations with regards to specific funding decisions (i.e. which specific organizations or projects are to be funded or not).

The CCWG is required to, at minimum, to give appropriate consideration to and provide recommendations on the following questions1[icann.org], taking into account the Guiding Principles as well as the legal and fiduciary constraints outlined in the charter:

  1. What framework (structure, process and/or partnership) should be designed and implemented to allow for the disbursement of new gTLD Auction Proceeds?
  2. What will be the limitations of fund allocation, factoring in that the funds need to be used in line with ICANN's mission while at the same time recognising the diversity of communities that ICANN serves?
  3. What safeguards are to be put in place to ensure that the creation of the framework, as well as its execution and operation, respect the legal and fiduciary constraints that have been outlined in this memo?
  4. What aspects should be considered to define a timeframe, if any, for the funds allocation mechanism to operate as well as the disbursements of funds?
  5. What conflict of interest provisions and procedures need to be put in place as part of this framework for fund allocations?
  6. Should any priority or preference be given to organizations from developing economies, projects implemented in such regions and/or under-represented groups?
  7. Should ICANN oversee the solicitation and evaluation of proposals, or delegate to or coordinate with another entity, including, for example, a foundation created for this purpose?
  8. What aspects should be considered to determine an appropriate level of overhead that supports the principles outlined in this charter?
  9. What is the governance framework that should be followed to guide distribution of the proceeds?
  10. To what extent (and, if so, how) could ICANN, the Organization or a constituent part thereof, be the beneficiary of some of the auction funds?
  11. Should a review mechanism be put in place to address possible adjustments to the framework following the completion of the CCWGs work and implementation of the framework should changes occur that affect the original recommendations?

As a first step, the CCWG is expected to (1) develop and adopt a work plan and an associated schedule of activity and (2) at a minimum, to publish an Initial Report for public comment followed by a Final Report, which will be submitted to the Chartering Organizations for their consideration. The ICANN Board will consider the report in its final decision-making and the Board has committed to enter into a dialogue with the CCWG if the Board does not believe that it can accept a recommendation.

How the CCWG will work

The CCWG is expected to adhere to the following Guiding Principles, both in the context of its deliberations as well as the final recommendations:

  • Ensure transparency & openness;
  • Provide sufficient accountability;
  • Ensure that processes and procedures are lean & effective;
  • Take all appropriate measures to deal with conflicts of interest; and
  • Deal with diversity issues.

ICANN WGs use transparent, open processes. As a result, the meetings of the CCWG will be recorded and transcribed, these recordings and transcriptions, together with the mailing list archives are publicly posted. The CCWG will collaborate using a public workspace for draft materials and all final work products and milestones will be documented on the WG's wiki[community.icann.org].

How to participate

There are various ways to participate in this process and it is important that you give due consideration to the desired level of involvement as well as time commitment you are able to make:

  • Individual participants – anyone interested can volunteer to join the CCWG as a participant, regardless of whether they are members of any ICANN SO or AC or have been active participants in ICANN. Participants are expected to actively contribute to mailing list conversations as well as meetings – it is anticipated that the CCWG will at a minimum meet on a weekly basis via teleconference. Participants are expected to provide essential input to the process. Participants will be required to provide a Statement of Interest (SOI[community.icann.org]) as well as a Declaration of Intention ([include link when available]. Note, an intention to apply for these funds following the completion of the CCWG work will not preclude individuals and/or organizations from participating in the CCWG, but these intentions need to be declared as part of the CCWG transparency and accountability requirements.
  • Mailing list observers – for those who are merely interested in monitoring the CWG's conversations, there is the possibility to sign up as a mailing list "observer" which offers read-only access to the mailing list. Mailing list observers will not be permitted to post, will not receive invitations to the various meetings or calls of the WG and will not have to complete a Statement of Interest. At any point in time, an observer can request to switch status to participant or visa versa.
  • Public Consultation Respondent – In addition, there will be opportunities to provide input through public consultations and public comment processes that the CCWG is expected to organize throughout its deliberations.

In addition to participants and observers, there will also be members appointed by each Chartering Organization (CO) (a minimum of two and a maximum of five per CO). In addition to participating in the deliberations in the same manner as other participants, CO appointed members are expected to serve as a liaison between their respective Chartering Organization and the CCWG. Members must, if and when necessary, ensure that the Chartering Organizations are kept up to date on the progress and deliberations of the CCWG as well as sharing any input from the Chartering Organization with the CCWG.

Next steps

In addition to this call for volunteers, Chartering Organizations are also in the process of identifying their respective members to this effort, each according to their own processes. It is the expectation that the WG will convene for its first meeting during the week of 23 January 2017. Following that, regular online meetings will be scheduled in accordance with the CCWG's work plan and schedule.

Background

In March 2015 that the Generic Names Supporting Organization (GNSO) started discussing a possible process for facilitating the conversation around new gTLD auction proceeds during the ICANN meeting in Singapore[singapore52.icann.org]. As part of that discussion, it became clear that there was interest from the GNSO to commence formal conversations on the topic of new gTLD auction proceeds and following which, the GNSO Council reached out to other ICANN Supporting Organizations (SOs) and Advisory Committees (ACs) to determine whether there would be interest to form a cross-community working group (CCWG) on this topic.

Following a number of sessions on this topic during the ICANN53 in Buenos Aires (see https://buenosaires53.icann.org/en/schedule/mon-soac-high-interest[buenosaires53.icann.org] and https://buenosaires53.icann.org/en/schedule/wed-cwg-new-gtld-auction[buenosaires53.icann.org]), a discussion paper[newgtlds.icann.org] [PDF, 456 KB] was published in September 2015 to solicit further community input on this topic as well as the proposal to proceed with a CCWG on this topic. As the feedback received on the discussion paper confirmed the support for moving forward with a CCWG, James Bladel, GNSO Chair, reached out to all the ICANN Supporting Organizations and Advisory Committees to ask for volunteers to participate in a drafting team to develop a charter for a CCWG on this topic. All ICANN SO/ACs, apart from the ccNSO, responded to this request and have put forward volunteers to participate in the drafting team. The Drafting Team ('DT'), commenced its deliberations on Tuesday 23 February 2016. A draft charter for community discussion was published in advance of ICANN 56 and discussed during the cross-community session[sched.co] held at ICANN56. Following ICANN56, the DT reviewed all the input received[community.icann.org] and updated the proposed charter accordingly. On 13 September, this proposed charter[community.icann.org] was shared with all ICANN SO/ACs with the request to review it and identify any pertinent issues that would prevent adoption of the charter, if any. Subsequently, a webinar was held on 13 October to allow for some additional time and information to undertake this review. As no pertinent issues were identified, the proposed charter was submitted for adoption by the ICANN SO/ACs prior to the ICANN meeting in Hyderabad. To date, the At-Large Advisory Committee (ALAC), ASO (Address Supporting Organization), ccNSO (Country Code Supporting Organization) and GNSO have adopted the charter with other groups expected to follow.

LOS ANGELES – 13 December 2016 – ICANN has implemented the framework established by the Measures for Letter/Letter Two-Character ASCII Labels to Avoid Confusion with Corresponding Country Codes[icann.org] [PDF, 334 KB] by authorizing the release of all letter/letter two-character ASCII labels at the second level for registry operators subject to these Measures.

The ICANN Board approved[icann.org] the Measures on 8 November 2016. They provide a standardized framework to help Internet users avoid confusion between country codes and corresponding letter/letter two-character domain names. The framework and authorization are the result of more than two years of work by members of the Internet community and the ICANN Organization.

Previously, registry operators were required to reserve and individually request permission from ICANN to release second-level two-letter ASCII labels.

LOS ANGELES – 12 December 2016 – ICANN will host an interactive webinar on 12 January 2017 to review findings of the "WHOIS Accuracy Reporting System December 2016" report published today[icann.org].

Participants will learn about:

  • The methodology used in the WHOIS report.
  • Regional differences in WHOIS accuracy.
  • Trends across reports.
  • Next steps following the report.

This latest report is a follow-on to the "WHOIS ARS Phase 2 Cycle 2 Report: Syntax and Operability Accuracy[whois.icann.org]," published in June 2016. The report includes comparisons based on Registrar Accreditation Agreements (2009 RAA v. 2013 RAA) and top-level domain types (e.g., new or "legacy" gTLDs) across ICANN regions.

LOS ANGELES – 12 December 2016 – ICANN today published the WHOIS Accuracy Reporting System December 2016 report. This latest report of the WHOIS Accuracy Reporting System (ARS) acts as a follow-on to the reports published in June 2016[whois.icann.org] and December 2015[whois.icann.org].

The report explores both the syntax and operability accuracy of WHOIS records in gTLDs as compared to the requirements of the 2009 and 2013 Registrar Accreditation Agreements (RAAs). It also examines the leading types of nonconformances, trends and comparisons of WHOIS accuracy across ICANN regions, RAA versions and gTLD types.

ICANN developed accuracy tests[whois.icann.org] to answer questions about the syntax (format and content) and operability (e.g., does an email sent to the email address provided in the WHOIS record go through?) of a sample of WHOIS records. Then, using statistical methods, syntax and operability accuracy estimates with a 95 percent confidence interval were provided for the population of domains in gTLDs as a whole, as well as for several subgroups of interest.

Key Findings

The analysis found that:

    • Nearly all WHOIS records contain information that can be used to establish immediate contact: In 97 percent of records, at least one email or phone number meets all operability requirements of the 2009 RAA.
    • Approximately 90 percent of email addresses, 72 percent of telephone numbers and 97 percent of postal addresses were operable (see Table 1 below for more information).

    • In terms of syntax accuracy, approximately 99 percent of email addresses, 89 percent of telephone numbers and 75 percent of postal addresses were found to meet all the requirements of the 2009 RAA (see Table 2 below for more information).

Next Steps

Results included in the report have been provided to ICANN's Contractual Compliance team, which will assess the types of errors found and follow up with registrars on potentially inaccurate records. If WHOIS inaccuracy and/or format complaints are created from the WHOIS ARS data, ICANN Contractual Compliance will issue tickets in accordance with the Contractual Compliance Approach and Process[icann.org] [PDF, 292 KB]. Compliance provides updates on a quarterly basis, which include updates on WHOIS ARS tickets and can be found here[icann.org].

ICANN will begin work on the next WHOIS ARS report in January 2017, with a targeted publication date of early June 2017.

Submit Nominations Via the Ethos Award Nomination Form[docs.google.com]

ICANN is pleased to announce the opening of the nomination period for ICANN's Multistakeholder Ethos Award. Launched in 2014 at ICANN50 in London, the Multistakeholder Ethos Award recognizes ICANN participants who have deeply invested in consensus-based solutions, acknowledging the importance of ICANN's multistakeholder model of Internet governance, and contributed in a substantive way to the higher interests of ICANN's organization and its community.

The ideal recipient(s) will have served in roles in multiple ICANN working groups or committees and collaborated with more than one Supporting Organization and/or Advisory Committee in a significant capacity.

Candidates for the award will demonstrate at least five years of participation in the ICANN Community.

Candidates will be evaluated by a panel of community members appointed by the Chairs of each Supporting Organizations and Advisory Committees using a merit-based point system evaluated against three criteria:

  1.  Demonstrated ability to work across community lines with both familiar and unfamiliar ICANN Stakeholders with the aim of consensus building and collaboration that substantiate ICANN's multistakeholder model;
  2.  Facilitator of dialogue and open discussion in a fair and collegial manner, through the spirit of collaboration as shown through empathy and demonstrating a sincere desire to engage with people from other backgrounds, cultures, and interests; and
  3.  Demonstrated additional devotional factors exhibited by time spent supporting ICANN's multistakeholder model and its overall effectiveness through volunteer service via working groups or committees.
