Today the Regional Internet Registries (RIRs) and the Internet Corporation for Assigned Names and Numbers (ICANN) signed the Service Level Agreement (SLA) for the IANA Numbering Services at ICANN56 in Helsinki, Finland. This agreement will become effective on the date of the transition. To read more and review this agreement, which documents the planned arrangements for provision of IANA numbering services after the IANA Stewardship Transition, please visit here.

ICANN also finalized a Memorandum of Understanding (MoU) Supplemental Agreement with the Internet Engineering Task Force (IETF) for the performance of the protocol parameters functions. This is one of the requirements of the IANA Stewardship Transition package of proposals. This agreement will become effective on the date of the transition. ICANN is pleased to announce the recipients of the 2016 Multistakeholder Ethos Award. This year, the community evaluation panel recognized two long-time members of the ICANN community: Chuck Gomes and Keith Davidson. The awards were presented today at ICANN56 in Helsinki, Finland.

The Multistakeholder Ethos Award honors members of the ICANN community who have made outstanding contributions to ICANN's multistakeholder model of Internet governance. Chuck Gomes and Keith Davidson were selected from a list of 19 nominees as those who best demonstrated the spirit of collaboration with the aim of building consensus. These recipients have proven their dedication to ICANN's multistakeholder model through many years of active participation and leadership.

The community panel felt that each recipient met the award criteria in distinctive ways.

Chuck Gomes, based in North America, was recognized for his passionate advocacy of the multistakeholder model. On a day-to-day basis, he exhibits the qualities of a facilitator, collaborator and consensus builder, working beyond the boundaries of any constituency or stakeholder group. Gomes served as the first Chair of the Registry Stakeholders Group, and was instrumental in its development. He has volunteered his time and services to many working groups within the Generic Names Supporting Organization (GNSO), where he also served as GNSO Councilor, including terms as Chair and Vice Chair.

Most recently, Gomes contributed significantly to the Internet Assigned Names Authority (IANA) Stewardship Transition, acting as a liaison between the two cross-community working groups: CWG-Stewardship and CCWG-Accountability. He is the current Chair of the Next Generation Registration Directory Services Policy Development Process.

New Zealand's Keith Davidson is recognized for his many years of commitment to ICANN's multistakeholder model. Davidson served as Vice Chair of the Country Codes Names Supporting Organization (ccNSO) Council and Co-Chair of the ccNSO/Governmental Advisory Committee Liaison Group. Recently, he represented the ccNSO on the Meetings Strategy Working Group. Other leadership roles include acting as Chair of the Delegation and Redelegation Working Group and the Framework of Interpretation Working Group. Throughout, Davidson has demonstrated a commitment to consensus building and to ICANN's multistakeholder processes that is truly inspiring.

Davidson's influence has extended to the larger Internet ecosystem, particularly in New Zealand. Over many years, he acted as Director and Chair of the Asia Pacific Top Level Domain Name Association (APTLD), as the driving force behind the Pacific Internet Governance Forum, as trustee of the Internet Society and as President of InternetNZ.

Launched in 2014 at ICANN50 in London, the Multistakeholder Ethos Award recognizes ICANN participants who have invested in consensus-based solutions, acknowledged the importance of ICANN's multistakeholder model of Internet governance and contributed in a substantive way to the higher interests of ICANN's organization and community.

The Internet Corporation for Assigned Names and Numbers (ICANN) today published [PDF, 2.88 MB] the findings from its Phase 2 Global Consumer Research Survey. Conducted by Nielsen, the study measured current consumer attitudes toward the gTLD landscape and domain name system (DNS), as well as changes in consumer attitudes from the first wave study in 2015. Internet users were asked about aspects of consumer awareness, consumer choice, experience and trust.

The survey findings will inform the work of the Competition, Consumer Trust and Consumer Choice (CCT) Review Team. The team is examining the impact of the New gTLD Program on consumer trust in the DNS.

"Survey results show that overall awareness of generic top-level domain has grown when compared to the baseline study that was conducted last year and continues to grow," said Akram Atallah, president of ICANN's Global Domains Division. "I encourage community members to review this important report to learn more about the current market, as well as to inform the numerous discussions that are occurring about subsequent rounds."

Online survey participants included 5,452 consumers ages 18+ in 24 countries throughout Asia, Europe, Africa, North America and South America. The survey was administered in 18 languages. This year, the study also included a sample of Internet users, ages 15-17.

The CCT Review Team will consider data from a separate survey of domain name registrants about their experiences later this year, when the Phase 2 report on registrants is published. The phase 1 registrant report was published in September 2015.

Key findings:

New generic top-level domains (gTLDs) showed a modest increase in awareness around the globe

  • More than half of respondents (52 percent) were aware of at least one new gTLD.
  • Awareness has particularly increased in North America (29 percent in 2015 vs. 38 percent in 2016), Asia Pacific (53 percent vs. 58 percent) and Europe (33 percent vs. 45 percent).
  • Reported visits to new gTLDs decreased (65 percent vs. 50 percent).

Awareness and trustworthiness remain high for well-known legacy TLDs

  • Of a subset of legacy TLDs, consumers were most aware of .COM (95 percent), .NET (88 percent) and .ORG (83 percent).
  • These TLDs rated highly (91 percent) as trustworthy destinations on the Internet.
  • ccTLDs are considered trustworthy by most consumers (95 percent) in regions where they are commonly used.

Consumers tie registration restrictions to trust

  • More than 70 percent of respondents favored some level of registration restrictions on both legacy and new gTLDs, an increase from 2015.
  • In thinking about new gTLDs, consumers expect the content of a website to closely match the implied meaning of the domain name at the second-level when considered in concert with the gTLD in which the name is registered.

Additional highlights include:

  • Overall, trust of the domain name industry relative to other technology-related industries has improved.
  • When asked to describe the purpose of gTLDs, respondents focused on the idea of structure to the Internet's content. When asked what new gTLDs will provide, respondents said they will improve this structure, improve credibility and meet the demand for more domain names.
  • Globally, teens' responses are similar to adults, though they show slightly more familiarity with new gTLDs, and use apps and wikis more than they rely on gTLDs for navigating online content.
  • Consumer concern about being a victim of online abusive behavior or cybercrime is relatively stable with 2015 numbers, though consumers do report being less comfortable providing personal information on a site using a new gTLD than a legacy gTLD or ccTLD.

About the Global Consumer Survey and Supporting Materials

The Global Consumer Survey was conducted by Nielsen on behalf of ICANN. The data collection and analysis phase of the survey took place from April 12 - May 2 2016, and the final report was delivered in June 2016. A total of 5,452 consumers ages 18+ representing Asia, Europe, Africa, North America and South America were selected based on the number of hours per week spent on the Internet. The survey was administered in 18 languages and drawn from 24 countries. This year the study also included a sample of teenage Internet users ages 15-17.

Significance testing was performed at a 95 percent confidence level throughout the survey.

Today, we celebrate an exciting milestone in the history of the At-Large Community – the At-Large Advisory Committee (ALAC) has accredited the 200th organization as an At-Large Structure (ALS).

From the Arctic to the Cook Islands, ALSes form the basis of the At-Large community, which represents the best interests of Internet users in ICANN's multistakeholder model. Across the world's five geographic regions, 92 countries and territories now have ALSes, with 42 ALSes in Africa, 44 in Asia Pacific, 37 in Europe, 50 in Latin America and the Caribbean Islands, and 27 in North America.

Since September 2003 when the first ALS, the Internet Society Italy Chapter, was accredited, the At-Large Community has seen a steady increase of ALSes. In the past five years, the At-Large Community has gained approximately 14 ALSes each year.

An ALS is a wholly independent organization from ICANN. Whether it is an Internet-related consumer rights groups or an academic organization, ALSes share the passion in furthering the development of Information and Communication Technologies and contributing to policy activities that influence the technical coordination of the Domain Name Systems. In fact, about 33% ALSes are Internet Society Chapters.

The ALS accreditation process recognizes that these groups meet ICANN's criteria for involving individual Internet users at the local or issue level, as well as for promoting individuals' understanding of and participation in ICANN. Within ICANN, they actively contribute to policy advice development activities and play a key role in ICANN's regional outreach strategies and civil society engagement. They work to ensure that the Internet continues to serve the global public interest.

DATA RETENTION WAIVER

BINERO AB, SWEDEN

BINERO AB, SWEDEN ("Registrar") submitted to ICANN a Registrar Data Retention Waiver Request ("Waiver Request") on the basis of Registrar's contention that compliance with the data collection and/or retention requirements of the Data Retention Specification in the 2013 RAA violates applicable law in Sweden.

ICANN hereby grants Registrar a limited waiver from compliance with certain provisions of the 2013 RAA on the following terms:

  1.  ICANN agrees that, following Registrar's execution of the 2013 RAA, for purposes of assessing Registrar's compliance with the data retention requirement of Paragraph 1.1 of the Data Retention Specification in the 2013 RAA, the period of "two additional years" in Paragraph 1.1 of the Data Retention Specification will be deemed modified to "one additional year."
  2.  In all other respects the terms of the Data Retention Specification will remain AS IS. The waiver granted to Registrar applies only to the post-sponsorship period of retention of the data listed in the Paragraphs 1.1.1 through 1.1.8 inclusive of the Data Retention Specification, and it does not constitute a waiver of any other provisions of the 2013 RAA or other ICANN policies applicable to registrars. Without limiting the foregoing, nothing in this waiver limits Registrar's obligation to comply with Consensus Policies or Temporary Policies developed and adopted in accordance with ICANN's Bylaws ("ICANN Policies") or limits Registrar's obligation to comply with any amendment, supplement or modification of the 2013 RAA approved and adopted in accordance with the terms of the 2013 RAA ("RAA Amendments"). In the event of any inconsistency between this waiver and the terms of any ICANN Policy or RAA Amendment, the terms of the ICANN Policy or RAA Amendment will control.
  3.  The waiver granted to Registrar shall remain in effect for the duration of the term of the 2013 RAA signed by Registrar.

ICANN notes that the provisions of Section 3 of the Specification will apply to similar waivers requested by other registrars that are located in Sweden and subject to Swedish law.

ICANN is pleased to announce the formation of the Generation Panel to develop Root Zone Label Generation Rules (LGR) for the Georgian script.

Following the Call for Generation Panels to Develop Root Zone Label Generation Rules, on 2 June 2016 the Georgian script community submitted to ICANN the Proposal for Generation Panel for Georgian Script Label Generation Ruleset for the Root Zone [DFP, 392 KB]. ICANN staff has reviewed the proposal including panel composition and scope, to ensure that requirements set forth in the LGR Procedure [PDF, 772 KB], and in particular the criteria set forth in the Call for Generation Panels to Develop Root Zone Label Generation Rules, are fulfilled.

"On behalf of ICANN we are grateful to the Georgian script community for volunteering to develop the Georgian script LGR proposal for the Root Zone," said Sarmad Hussain from the IDN Program at ICANN.

With composition and work plan approved, the Georgian script Generation Panel will start its work on the label generation rules. According to the LGR Procedure [PDF, 772 KB], the starting point of any Generation Panel's work is the Maximal Starting Repertoire (MSR), with its second version (MSR-2) released on 27 April 2015. The full specification of Generation Panel's tasks can be found in the LGR Procedure [PDF, 772 KB] in particular, Section B.3 "Variant Rule Generation Procedure".

As a reminder, and to highlight the importance of script community involvement required in the development of the IDN Root Zone LGR, we would like to reiterate the Call for Generation Panels to Develop Root Zone Label Generation Rules. A successful development of the Root Zone LGR depends on having Generation Panels for each script represented in the Root Zone. In addition to ongoing efforts by the communities for Chinese, Cyrillic, Ethiopic, Georgian, Greek, Japanese, Khmer, Korean, Lao, Latin, Neo-Brahmi and Thai, Generation Panel formation is expected to cover other scripts including Hebrew, Myanmar, Sinhala and Tibetan.
