Matt Larson Joins ICANN as Vice President of Research

Matt Larson, an expert in Domain Name System (DNS) infrastructure and security, has joined the Internet Corporation for Assigned Names and Numbers (ICANN) as Vice President of Research.

"We are incredibly excited to have Matt on our team," said David Conrad, Chief Technology Officer. "An industry veteran, he brings to ICANN over twenty-five years of experience in designing and operating critical DNS architecture and developing and implementing innovative research programs."

Larson comes to ICANN from Dyn, where he worked as their Chief Technology Officer, focused on engineering and technical architecture. He has also worked for Verisign and Hewlett-Packard, and served as Chairman of the Board of the DNS Operations, Analysis and Research Center (DNS-OARC) and Vice Chair of ICANN's Root Server System Advisory Council (RSSAC).

Matt will lead a team of researchers to develop ICANN's research strategy. Building a world-class research competency is part of the office of the CTO's larger efforts to constantly improve knowledge about the identifiers ICANN helps coordinate.

He has written three books on the DNS, including DNS on Windows Server 2003 and DNS on Windows, and is a co-host of the "Ask Mr. DNS Podcast". He currently resides in Bethesda, Maryland, with his wife and two children, and works out of ICANN's Washington, D.C. Engagement Center.

Nairobi, Kenya… The Internet Corporation for Assigned Names and Numbers (ICANN) has launched its first African regional engagement office in Nairobi. ICANN made the announcement today at a press briefing during bilateral engagements with the ICT Cabinet Secretary, Mr. Joe Mucheru. Tarek Kamel, Senior Advisor to the President and Senior Vice President, Government and IGOs Engagement, Sally Costerton, Senior Advisor to The President & Senior Vice President, Global Stakeholder Engagement, and Pierre Dandjinou, VP Global Stakeholder Engagement for Africa were present at the briefing. The office located on 17th Floor of ICEA building will be officially unveiled at an event at the Intercontinental Hotel later in the evening, with various industry stakeholders present to witness the momentous occasion.

The move by ICANN to select Kenya as its African home is a stamp of approval to Kenya's increasingly important role in the Internet ecosystem. The regional presence will further deepen ICANN's engagement with African Governments as well as the private sector players.

Statistics by Communications Authority estimate that Kenya's mobile phone penetration stands at over 88% while Internet penetration stands at 82.6%, reaching about 35.5 million people making Kenya among the most connected population in the world. Kenya also boasts one of the most active online populations on the continent with users increasing every day. The growing reach of the Internet coupled with the rapid spread of mobile phones and the wide diffusion of social media have immensely contributed to Kenya's socio-economic development growth.

ICANN is a not-for-profit public-benefit corporation with participants from all over the world dedicated to keeping the Internet secure, stable and interoperable. It promotes competition and develops policy on Internet. Through its coordination role of the Internet's naming system, it does have an important impact on the global expansion and evolution of the Internet.

Addressing the media at a joint press briefing, ICT Cabinet Secretary Mr. Joe Mucheru, said that the government of Kenya recognizes and supports the efforts made by ICANN in ensuring the growth and development of Internet.

"Kenya has continued to work with regional bodies towards the growth of the Internet use in Africa and we are glad to have ICANN make Nairobi its first engagement office location for Africa. We believe that collaboration with ICANN will encourage investors in ICT to provide services from the Kenyan cyberspace through the hosting of root servers, Data centers, cloud services among others." Mr. Mucheru said.

Communications Authority of Kenya chairman Mr.Ngene Gituku said ICANN's regional presence in Africa and its choice of Kenya is a big boost to the ICT sector and further reasserts Kenya's position as an ICT powerhouse.

"As a regulator of the industry we are delighted that Kenya has been chosen to take a front row seat in matters of Internet policy. We are also glad that stakeholders across Africa will congregate here to help set and drive the ICT agenda for the continent. I therefore call upon the various actors in this space to join hands so that our synergies can lead to a better, safer ICT sector in Kenya and Africa at large," said Mr. Gituku.

"We are excited about this new phase for ICANN in Africa with the opening of our first engagement office in the region, here in Nairobi. Moreover, we are very thankful to the Kenyan Government and the community for their amazing support. Over the past three years, there has been much effort, dedication and goodwill from the community and ICANN staff in the implementation of the Africa Strategy," said Sally Costerton, Senior Advisor to The President & Senior Vice President, Global Stakeholder Engagement. "In March this year, during ICANN55 in Morocco, the ICANN board of directors and senior leadership announced the opening of the first ICANN engagement office in Africa. This is an important moment for us, as we increase our institutional engagement and outreach in Africa, to better serve the region."

ICANN is seeking expressions of interest for leadership roles in the 2016 Nominating Committee (NomCom) - that of the 2017 NomCom Chair and Chair-Elect.

In September 2016, the ICANN Board appointed Stéphane Van Gelder as the 2016 Nominating Committee Chair and Hans Petter Holen as the 2016 Nominating Committee Chair-Elect (https://www.icann.org/resources/board-material/resolutions-2015-09-28-en#2.g.)

Article VII, section 3.4 of the Bylaws states, "[i]t is anticipated that upon the conclusion of the term of the Chair-Elect, the Chair-Elect will be appointed by the Board to the position of Chair." While it is anticipated that the 2016 NomCom Chair Elect will become the 2017 NomCom Chair, in support of continuous improvement in its accountability and transparency, the NomCom will evaluate the performance of the current NomCom leadership, and the results of that evaluation will be available to the Board Governance Committee before it makes a recommendation to the full Board on 2017 NomCom leadership. These reviews will be conducted by an independent third party provider and will consist of interviewing other NomCom leadership, NomCom members, and designated NomCom staff. The Board Governance Committee (BGC) will utilize the outcomes of these reviews in their processes leading up to the Board's formal appointment of the 2017 NomCom Chair and Chair-Elect.

The NomCom Chair is responsible for organizing the NomCom in its activities to select certain ICANN Board members and individuals who will serve in key leadership positions within ICANN's supporting organizations (SOs) and advisory committees (ACs) in accordance with ICANN's Bylaws. The Chair is a non-voting member of the NomCom selected by ICANN's Board to serve until the conclusion of the next ICANN Annual Meeting.

The Chair-Elect is a position created within the Bylaws as an outcome of the independent review of the NomCom. The Chair-Elect is not intended to fill an advisory role. Rather, the Chair-Elect will receive the benefit of training while serving alongside the Chair, gaining skills and knowledge to be applied for the Chair-Elect's anticipated succession into the role of the Chair.

Candidates for Chair-Elect should possess the same skills as candidates for the Chair.

Position Description

This position blends time management and negotiation skills with the practical aspects of conducting a world-wide search for individuals to fill various ICANN leadership positions. The NomCom Chair will be called on to schedule, organize and lead numerous in-person and telephonic meetings with a large committee of community members. The NomCom Chair is also responsible for managing the candidate identification and statement of interest process, with other committee members, and for managing the due diligence to be performed on nominated candidates, in cooperation with ICANN's General Counsel and any retained outside firm(s). Throughout all NomCom activities, the Chair is responsible for ensuring that all NomCom operating rules and procedures are followed, and that all required documentation and reports are prepared in a timely fashion and provided to the proper parties as necessary.

Skills and Experience

To properly serve as the NomCom Chair, the selected individual must have:

  1.  adequate time available to undertake the role;
  2.  excellent communication and negotiation skills to manage a committee of 20-21 members;
  3.  a clear understanding of the duties and responsibilities of each position for which the NomCom is selecting candidates;
  4.  experience on or with a Board of Directors of organizations with similar scale, scope and diversity as ICANN;
  5.  strong organization and leadership skills;
  6.  ability to remain unbiased;
  7.  no conflicts of interest, and
  8.  a thorough understanding of, and satisfy, all criteria set forth in ICANN Bylaws relating to the NomCom (see http://www.icann.org/general/bylaws.htm#VII).

Specific Duties and Responsibilities

  1.  Plans and schedules NomCom meetings as required, including ensuring posting schedules for public review.
  2.  Appoints non-voting Associate Chair if so desired.
  3.  Reports to ICANN Board and the community on status of the NomCom.
  4.  Prepares and publishes the NomCom report.
  5.  Ensures that NomCom operating rules and procedures are followed.
  6.  Manages NomCom Selection Process, including:
    1.  Approves outreach/advertising methods for attracting candidates.
    2.  Conducts outreach with ICANN Stakeholder groups, Constituencies, Advisory Committees and Supporting Organizations (with Chairs of those groups), ICANN Board, and others.
    3.  With other committee members, reviews and evaluates candidate Statements of Interest (SOIs) and references submitted during the NomCom process.
    4.  Coordinates due diligence on nominated candidates in cooperation with ICANN's General Counsel's office and any outside firm(s) retained to perform due diligence activities.
  7.  Approves posting of NomCom announcements and schedules on ICANN's website.
  8.  Ensures NomCom records are properly established, maintained and archived.

Eligibility Exclusion

No person who is an employee of or is a paid consultant to ICANN (including the Ombudsman) shall simultaneously serve as a member of the NomCom, including the post of Chair or Chair-Elect.

Expenses

All reasonable travel expenses and administrative costs incurred as a result of performing the duties as NomCom Chair or Chair-Elect in accordance with ICANN's policies will be reimbursed by ICANN upon the Chair or Chair-Elect's submission to ICANN of valid receipts and invoices.

The Internet Corporation for Assigned Names and Numbers (ICANN) continues to provide accountability and transparency regarding its financial results with the publication of its Form 990, available on the page Financial Information for ICANN of the ICANN.org website.

ICANN filed its Form 990 for the fiscal year ending 30 June 2015 with the Internal Revenue Service (IRS) on 11 May 2016 in compliance with the extended due date of 15 May 2016. The Form 990 is the United States tax return for organizations exempt from income taxes under section 501(c) of the Internal Revenue Code.

In addition, for transparency purposes, ICANN filed a restatement of its Form 990 for fiscal years ending 30 June 2014 and 30 June 2013. The restatements, while not required, help provide consistency between these 990 filings and the FY14 Audit Financial Statements, which reflected a change in revenue recognition method effective 1 July 2013.

Separately, taking into account valuable community feedback, the information related to "compensation of five highest paid independent contractors" (Part VII, section B) has been improved, and expanded beyond the IRS requirement.

The Internet Corporation for Assigned Names and Numbers ("ICANN") has appointed ITEMS International to conduct an independent review of the At-Large Community ("At-Large"). This review is part of ICANN's commitment to continuous improvement, accountability and transparency.

The At-Large serves an important function – representing the interests of Internet users. There are over 190 At-Large Structures (ALSes) around the world and a growing number of individual members. Whether it is an Internet-related consumer rights group, an academic organization, or a public-minded individual, At-Large share a passion for furthering the development of Information & Communications Technology (ICTs) and contributing to policies that influence the technical coordination of the Domain Name System. They ensure that the Internet contributes to serve the global public interest.

In addition to assessing the effectiveness of the improvements resulting from the previous Review conducted in 2008, the purpose of this Review is to (1) acknowledge areas that are working well, (2) identify areas that need improvement and propose needed changes, and (3) evaluate the organizational effectiveness of the At-Large Community – ALAC, Regional At-Large Organizations (RALOs) and At-Large Structures (ALSes), in accordance with the ICANN-provided objective and quantifiable criteria.

The Review is scheduled to commence immediately and will conclude in April 2017, and like reviews of other structures within ICANN, is mandated by ICANN's Bylaws.

The At-Large Review addresses the new, improved approach to conducting reviews. The At-Large will be a protagonist in this inclusive process: in keeping with ICANN's bottom-up, multistakeholder approach, this review process will incorporate a "self-review" by the At-Large community and its direct involvement. An online survey will collect feedback from other ICANN structures and community members, the Board and staff. ITEMS will collect both quantitative and qualitative data through various work methods to develop a sufficient basis for formulating findings and recommendations.

The selection of an independent examiner is done in accordance with ICANN's procurement process and involves Organizational Review Staff and the Organizational Effectiveness Committee of the Board ("OEC"), who is responsible for overseeing the Organizational Review process. Six proposals were carefully evaluated based on the selection criteria developed in collaboration with the At-Large community. These criteria included:

  • Understanding of the assignment
  • Knowledge and expertise (including knowledge of ICANN)
  • Proposed methodology
  • Flexibility – ability to extend schedule based on community needs
  • Reference checks
  • Financial value
  • Independence including no conflict of interest

ITEMS International is a Paris-based consultancy firm specialized in regulatory and governance aspects of the telecommunications sector and the Internet. Since 1994, ITEMS has conducted numerous high-level consulting assignments for French, European and International clients including Afnic, ICANN, the European Commission, CEPAL, ETSI, Orange and NTT. ITEMS conducted the first Organizational Reviews of the Country Code Names Supporting Organization (ccNSO) in 2010, and the Address Supporting Organization (ASO) in 2011. From 2008 to 2012, ITEMS actively promoted the gTLD program, and the regularly advises the French ccTLD Afnic - most recently during the renewal of its contract with the French government to operate the .fr. The Internet Corporation for Assigned Names and Numbers (ICANN) today announced its Chief Contract Compliance Officer, Allen R. Grogan, and Nora Abusitta, Senior Vice President of Development and Public Responsibility Programs (DPRD), have notified the organization of their intent to leave ICANN later this year.

Grogan will transition to a part-time role beginning 1 August 2016 and continue to oversee Contractual Compliance and Consumer Safeguards until his departure at the end of December 2016. Abusitta will remain in her current capacity until 1 June 2016, followed by a short part-time engagement period to ensure an efficient and seamless shift of duties.

"I want to extend my deep thanks to Allen and Nora for the significant contributions they have made in their respective areas, as well as their commitment to ensuring a smooth transition of responsibilities," said Akram Atallah, acting Chief Executive Officer (CEO). "Compliance, safeguards and public responsibility are areas of extreme importance to ICANN, to me personally, and to Göran Marby, who will be taking the reins as CEO later this month. We will continue to build on the work that has been done in these critical areas."

Atallah further noted that "ICANN remains fully committed to enforcing its contracts and engaging with the community to help find creative ways to solve difficult issues in a manner consistent with ICANN's mission and remit."

Grogan has been with ICANN since May 2013, serving as Chief Contracting Counsel before assuming his current role as Chief Contract Compliance Officer in October 2014. ICANN is currently searching for a Consumer Safeguards Director.

"My decision to leave was highly personal and difficult, but it will allow me to pursue other opportunities in my life," said Grogan. "It has been a privilege to work with the dedicated staff at ICANN and I specifically want to commend the Contractual Compliance team for their extraordinary work. My time at ICANN genuinely has been one of the most fascinating and remarkable experiences I've ever had."

Abusitta joined ICANN in January 2013 as Executive Director of International and Inter-Governmental Organizations and in June of that year was appointed Vice President of Public Responsibility.

"It has been an honor to work alongside dedicated and talented colleagues at ICANN, in particular the members of DPRD who were instrumental in building an infrastructure that empowers the community while ensuring participation within ICANN remains global and representative," said Abusitta. "This has not been an easy decision for me, but I am confident the ICANN staff will continue to focus on supporting current and new stakeholders' participation at ICANN."

That address has to be unique so computers know where to find each other. ICANN helps coordinate and support these unique identifiers across the world. ICANN and its community help keep the Internet secure, stable and interoperable. It also promotes competition and develops policy for the top-level of the Internet's naming system and facilitates the use of other unique Internet identifiers.
