Syntax Accuracy of WHOIS Data in gTLDs Presented in Accuracy Reporting System Phase I Report

ICANN today published the Phase 1 report of the WHOIS Accuracy Reporting System (ARS), which provides information about the syntax accuracy of WHOIS records in generic top-level domains (gTLDs) as compared to the requirements of the Registrar Accreditation Agreements (RAAs).

Using the obligations of the Registrar Accreditation Agreements to derive the syntax accuracy criteria, ICANN sought to determine whether the contact information of WHOIS records in gTLDs are meeting requirements for format and content. To do so, syntax validation was performed on a sample of WHOIS records from gTLDs. Using statistical methods, accuracy estimates with a 95% confidence interval have been provided for the population of domains in gTLDs as a whole, and for several subgroups of interest.

The analysis finds, for example, that approximately 99% of email addresses, 85% of telephone numbers and 79% of postal addresses met all syntax requirements of the 2009 RAA. See the table below for more information.

The Phase I report details the leading types of nonconformances, trends and comparisons of WHOIS accuracy across regions, RAA versions and gTLD types. The leading causes of syntax nonconformances in the various strata are presented in the Findings section of the report, as well as in the Appendices.

Next Steps for Phase 1

ICANN will host a webinar on 26 August 2015 at 15:00 UTC to provide insight into the methodology and findings of the WHOIS Accuracy Reporting System Phase I report.

The results of phase 1 have been provided to ICANN's Contractual Compliance team, which will assess the types of errors found and follow up with registrars on potentially inaccurate records, leading to investigation, and if needed, correction. If WHOIS inaccuracy and/or format complaints are created from the WHOIS ARS data, ICANN Contractual Compliance will issue the necessary tickets per the Contractual Compliance Approach and Process.

ICANN intends to publish the results of the Contractual Compliance efforts and solicit community feedback about the results in the fourth quarter of 2015.

Next Steps for the WHOIS ARS

In June 2015, ICANN also began work on Phase 2 of the ARS, which will measure both syntax and operability of the contact information in WHOIS records. The WHOIS ARS team has collected the initial data sample and is working to finalize the operability criteria. Testing is expected to be complete by November 2015 and a report on Phase 2 is targeted for December 2015.

Background

ICANN reviews the WHOIS Program every three years as part of its Affirmation of Commitments. On 8 November 2012, the ICANN board approved a series of improvements to the manner in which ICANN carries out its oversight of the WHOIS Program based on recommendations made by the 2012 WHOIS Review Team. As part of these improvements, ICANN committed to proactively identifying potentially inaccurate gTLD WHOIS contact data and forwarding these records to registrars for investigation and follow up. To accomplish these tasks, ICANN initiated the development of the WHOIS Accuracy Reporting System. Throughout the development, ICANN has consulted and collaborated with the community.

The ARS is intended to lead to improvements over time in the accuracy of WHOIS data, which will be examined in subsequent ARS reports.

ICANN Statement Regarding IANA Intellectual Property Rights (IPR)

ICANN supports the IANA Stewardship Transition Group (ICG) proposal and the underlying proposals from the Community Working Group (CWG), the Consolidated RIR IANA Stewardship Proposal (CRISP) team and the Planning for the IANA/NTIA Transition (IANAPLAN) working group.

The ICANN Board is focused on how to implement the Intellectual Property Rights (IPR) component of the proposal. The Board believes that for stability and pragmatic operational reasons, the IANA Functions Operator must have operational control over the IANA.ORG domain.

During the transition, ICANN is prepared to transfer full ownership of the IANA-related trademarks to a neutral third party mutually agreed among the operational communities with the understanding that ICANN, as the current IANA Functions Operator, will be granted license to those trademarks and ICANN will maintain operational control of the IANA.ORG domain for as long as ICANN remains the IANA Functions Operator.

If the transfer during the transition affects the timeline, we advise delay until after the transition. In that event ICANN is ready to hold the IPR as interim measure but commits to transfer it within 120 days after the neutral third party is identified by the operational communities.

We believe this is neutral and in the public interest. We look forward to hearing from anyone in the community.

The CCWG-Accountability published its 2nd Draft Proposal on Work Stream 1 Recommendations for 40-day public comment on 3 August 2015. Community feedback is requested on this draft proposal of proposed enhancements to ICANN's accountability framework that the CCWG-Accountability has identified as essential to happen or be committed to before the IANA Stewardship Transition takes place.

Community feedback will help the CCWG-Accountability to improve its proposal and carry on with next steps, including Chartering Organizations' endorsement of the CCWG-Accountability recommendations before it is submitted to the ICANN Board during or shortly after ICANN54 in Dublin in October 2015.

In order to brief the community on the contents of their 2nd Draft Proposal, the CCWG-Accountability co-Chairs hosted two identical briefing webinars on 4 and 7 August at different times to facilitate participation across time zones. To provide the community with an additional opportunity to ask questions, a repeat session will be held on:

The 2nd Draft Report of the Cross Community Working Group on Enhancing ICANN Accountability (CCWG Accountability) is now seeking comments. Its Public Comment period will end in 29 days (15 September 2015). This Public Comment is of pivotal importance and the ALAC will be submitting a Statement. To ensure we engage as widely as possible as the statement is drafted, the ALAC is eager to hear from ALSes and individual members across the five RALOs to gather input.
To facilitate that, we encourage you to incorporate the CCWG Accountability 2nd Draft Report as an agenda item in your RALO’s upcoming monthly teleconference in August. Alan Greenberg, Leon Sanchez, Cheryl Langdon-Orr, and/or other At-Large members/participants in the CCWG will be happy to briefly present and answer any questions. This effort will not only facilitate your members' understanding of this public comment, but also help the ALAC incorporate regional views in its Statement. RALO Leaders — If you’d like to have a presentation on the 2nd Draft Report in your next RALO call, please contact At-Large Staff ASAP and we will help coordinate the speakers and presentations.
RALOs, ALSes and Unaffiliated Members may wish to submit separate comments or provide specific text for inclusion or appendix to the ALAC Statement, and you are encouraged to do so. If you wish the ALAC to incorporate your Regional or Member views in the ALAC Statement, please send your written input to At-Large Staff by 21 August 2015 at 23:59 UTC.
Lastly, please note that an FAQ document on the 2nd Draft Report will be published this week and it will be distributed across RALOs to facilitate engagement in this Public Comment process.

WEBINAR: WHOIS Accuracy Reporting System Phase I Report

ICANN plans to publish the WHOIS Accuracy Reporting System Phase I report in the coming weeks. This webinar, scheduled for 26 August 2015, will focus on the findings of the report and its implications for the community.

Participants will learn about the results of the Phase 1 Syntactical Validation Study, which measured the overall syntactical (formatting) accuracy of WHOIS records. The results will include comparisons based on Registrar Accreditation Agreements (2009 RAA v. 2013 RAA), top-level domain types (e.g., new or "legacy" gTLDs) and across ICANN regions.

The WHOIS Accuracy Reporting System is an ICANN initiative born out of recommendations from the 2012 WHOIS Review to improve oversight of the WHOIS Program. ICANN committed to proactively identifying potentially inaccurate gTLD WHOIS contact data and forwarding potentially inaccurate records to gTLD registrars for investigation and follow up. A pilot study conducted in 2014, which acted as a proof of concept of this system, was designed with the intention of testing its key components so the framework could be leveraged to develop repeatable processes to produce assessments. Phase 1 takes lessons learned from the pilot study and operationalizes the Accuracy Reporting System. The Phase 1 report will provide information to the community on overall WHOIS accuracy, leading types of nonconformances (based on the applicable Registrar Accreditation Agreement), and data that ICANN's Compliance team will be required to follow up on with registrars regarding potentially inaccurate records.
