Alan Greenberg, Chair of the ALAC, has asked that a call for comments be made on the draft ALAC Statement on the Potential Change to Registrar Accreditation Insurance Requirement in preparation for the start of the ALAC ratification process.

Results Available for 25 February 2015 New gTLD Program Auction

On 25 February 2015, Power Auctions LLC, ICANN's authorized auction service provider, conducted a New gTLD Program Auction to resolve string contention for one new generic top-level domain (gTLD) string: .APP. Applicants for the string were unable to resolve contention among themselves; thus their contention set proceeded to auction, which is the method of last resort to resolve string contention as prescribed in Module 4 of the New gTLD Program Applicant Guidebook. Subject to payment of the winning price and meeting all other criteria for eligibility, the winner will enter ICANN's contracting process to sign a Registry Agreement to operate the gTLD.

Twelve applicants participated in the auction for APP. Charleston Road Registry Inc. prevailed with a winning price of $25,001,000.

All proceeds from the Auction are being segregated and withheld from use until ICANN's Board of Directors define a plan for an appropriate use of the funds through consultation with the community.

The IANA Stewardship Transition Coordination Group (ICG) has scheduled its twelfth conference call:

ICANN Updates Authorization Process for Release of Two-Character ASCII Labels
Today, ICANN is announcing updates to the "Authorization Process for the Release of Two-Character ASCII Labels" to take into account additional direction from the ICANN Board. On 12 February 2015, the Board took action to accept advice from the Governmental Advisory Committee (GAC) on this subject issued in the GAC's 11 February 2015 Communiqué – Singapore, and directed the President and CEO, or his designee, to proceed immediately to implement the following changes to the process:

On 10 December 2015 ICANN announced the opening of the nomination period for ICANN's 2015 Multistakeholder Ethos Award Program. The nomination period will close on 2 March 2015. This award program seeks to recognize long-standing community members who have served in leadership roles in multiple ICANN working groups or committees and demonstrated collaboration with different supporting organizations and/or advisory committees.

ICANN Updates Authorization Process for Release of Two-Character ASCII Labels

Today, ICANN is announcing updates to the "Authorization Process for the Release of Two-Character ASCII Labels" to take into account additional direction from the ICANN Board. On 12 February 2015, the Board took action to accept advice from the Governmental Advisory Committee (GAC) on this subject issued in the GAC's 11 February 2015 Communiqué – Singapore [PDF, 113 KB], and directed the President and CEO, or his designee, to proceed immediately to implement the following changes to the process:

  • Implement improvements to the process to alert relevant governments when requests are initiated. Comments from relevant governments will be fully considered.
  • For new requests, the comment period will be for 60 days.
  • For requests with pending or completed comment periods, extend or re-open the comment period so that each request will undergo 60 days of comment period in total.

The updates to the process are effective as of 23 February 2015. The webpage where users can review requests has also been updated with several enhancements to improve navigability and allow users to find information more easily. New features include the following:

  • Requests can now be sorted by reference number, TLD, registry name and date posted.
  • The list of all requests for letter/letter two-character ASCII labels is now available for download as a .csv file.
  • A column has been added to identify whether a TLD has been granted a .BRAND specification.
  • The "View Comments" page has been updated to show all comments made in a calendar year, rather than showing comments on a month-by-month basis.

On 10 December 2015 ICANN announced the opening of the nomination period for ICANN's 2015 Multistakeholder Ethos Award Program. The nomination period will close on 2 March 2015. This award program seeks to recognize long-standing community members who have served in leadership roles in multiple ICANN working groups or committees and demonstrated collaboration with different supporting organizations and/or advisory committees.

The Multistakeholder Ethos Award will recognize ICANN participants who have deeply invested in consensus-based solutions, recognized the importance of ICANN's multistakeholder model of Internet governance, and contributed in a substantive way to the higher interests of ICANN's organization and its community.

The nomination period for community nominees closes on 02 March 2015.

Community members interested in submitting a nomination are invited to send an email toethosaward2015@icann.org including:

Name of nominee.
Community of nominee.
Reasons for nomination.
Please note that the reasons outlining the candidate's merit for the nomination may be as brief or as long as required.

Candidates for the award will demonstrate at least five years of participation in the ICANN Community.

A panel of ICANN community members will review all community nominations and determine the best candidates for the 2015 award scheduled to be presented at the ICANN 53 Public Meeting. The decisions of the panel will be made based on the following criteria:

Demonstrated multistakeholder volunteer service via working groups or committees.
Demonstrated spirit of collaboration through engagement with other community members with the aim of consensus building.
Demonstrated facilitator of dialogue and open discussion in a fair, cordial and collegial manner.
Demonstrated additional devotional factors exhibited by time spent supporting ICANN's multistakeholder model and its overall effectiveness.

Middle East DNS Forum
This is the second edition of the Middle East DNS Forum (ME DNS), which aims to build on the inaugural forum that took place in Dubai, early 2014.

The ME DNS Forum is being hosted by Talal Abu-Ghazaleh Organization (TAG-Org) and is co-organized by both the Internet Corporation for Assigned Names and Numbers (ICANN) and The Internet Society (ISOC). The 2-day event will cover topics on ccTLDs, new gTLDs, IDNs, the Domain Name Industry in underserved regions, as well as provide a brief and update on the IANA Stewardship Transition. This year's agenda was developed by a Program Committee consisting of 6 community members with expertise in various fields of the domain name industry. We have received several questions requesting clarification as to how ICANN will handle receipt of the proposal from the ICG and the Work Stream 1 proposal from the CCWG. We hope the following will be helpful.

 

NTIA is expecting coordinated proposals from both groups. They cannot act on just one. Further, they expect the ICG proposal will take into account the accountability mechanisms proposed by the CCWG. We are heartened by the close coordination between the groups, including liaisons from the ICG to the CCWG. ICANN is expecting to receive both proposals at roughly the same time. When ICANN receives these proposals, we will forward them promptly and without modification to NTIA. As we have previously stated, if we do submit the proposals with an accompanying communication of comments, they will be on points we had already shared with the community during the development of the proposals.

 

We therefore encourage the groups to continue coordinating closely to ensure ICANN receives the proposals together and is able to provide them to NTIA in a coordinated manner.

 

With respect to improvements in our accountability, we are definitely open to improvements.

Singapore… ICANN and the Asia Pacific Top Level Domain (APTLD) today signed a Memorandum of Understanding (MOU) to forge an alliance to foster and promote regional collaboration.

Under the cooperative agreement, ICANN and APTLD will work together to coordinate and collaborate on complementary activities within the Asia Pacific (APAC) region to strengthen the capacity and capability of country code Top Level Domain operators (ccTLDs) in the region; promote and encourage APTLD members' and regional stakeholders' participation and involvement in ICANN, and foster a network of regional stakeholders and decision makers that could contribute to ICANN's policy development, and more broadly, global Internet policymaking.

"This collaboration marks another milestone in ICANN's globalization efforts after we established our ICANN Asia Pacific Hub in Singapore," said Fadi Chehadé, ICANN President and Chief Executive Officer.

APTLD Chairman, Lim Choon Sai and Fadi Chehadé signed the MOU at ICANN's 52nd Public Meeting in Singapore, witnessed by members of the APTLD Board.

"APTLD appreciates ICANN's globalization efforts and the ICANN Asia Pacific Hub's work in engaging with the APAC community. As a region, we need to work together to strengthen the capacity of our operational functions, as well as contribute to ICANN's policy making," said Lim Choon Sai. "As such, we hope to work with key stakeholders in each sub-region of the Asia Pacific region, including ccTLD registries and other concerned entities in our collaboration activities."

Kuek Yu-Chuang, ICANN's Vice President and Managing Director for ICANN Asia Pacific said that the APTLD meets regularly and plays a key role in fostering a network amongst the ccTLDs and regional organizations in the region.

"We are very excited to collaborate with a key regional partner such as the APTLD. Our cooperation will definitely help to strengthen regional collaboration. From ICANN, we hope to be able to contribute by adding our expertise to help our APAC ccTLDs build their operational capacity, including areas such as DNS network operations, DNS Security, Internet Infrastructure Development etc. The gathering of ccTLDs and other key stakeholders at APTLD also provides a good platform for us to update on and discuss ICANN issues from a regional perspective," he added.
