Request for Proposal for Web Accessibility Assessment for ICANN.org

The Internet Corporation for Assigned Names and Numbers ("ICANN") is seeking one or more providers to conduct an assessment of website accessibility including ICANN.org and possibly the related subsidiary websites. The selected provider(s) will provide an initial assessment of ICANN's websites for meeting internationally recognized W3C Web Content Accessibility Guidelines (WCAG) v2.0 Level AA and include an identification of tools, best practices, processes, and strategy for implementation.

ICANN anticipates a contract to be signed and work to begin no later than March 2015.

One of the goals of the initial assessment is to gain meaningful insight and baseline how ICANN is performing on web accessibility today, to understand what is required to improve, and gain a plan to execute whereby ICANN can measure improvements over a one-year timeframe. We will engage disability stakeholders to perform testing and validate our approach and perform a follow-on survey one year later, to ensure improvements are allowing disable persons to participate. ICANN is seeking qualified providers to advise on this set of complex activities in a timely and efficient manner.

A multi-stakeholder review team will make use of the Web Accessibility Assessment to review its impact on participation in ICANN policy and the Internet, and inform recommendations for prioritized remediation areas. The review will also inform recommendations to ICANN product roadmap for the website and additional initiatives that should be undertaken.

Joint Statement from ISOC / ICANN Meeting
20 December 2014
On 17 December 2014 representatives from ISOC and ICANN, along with the chairs of the IETF and IAB, met to discuss two separate timely topics, the IANA Stewardship Transition and the NETMundial Initiative.

Everyone agreed that we are all focused to work toward a better Internet. We are all completely committed to make the Internet successful, and to keep it free and open for everyone.

IANA Stewardship Transition

We agreed to further strengthen our joint efforts in the IANA Stewardship Transition. ISOC and ICANN have important and independent roles that can be used to ensure a successful IANA stewardship transition. We agree that it is very important for the global Internet that the transition happen.

NETMundial Initiative

We had a very constructive, frank, and candid discussion on Internet Governance that included the NETMundial Initiative (NMI). On NMI we did not resolve all of the outstanding issues. The ISOC attendees, the IAB and IETF chairs would rather see the structure defined after setting the terms of reference and scope of the work. More work needs to be done by NMI and with the various communities involved.

ICANN and ISOC agreed on several important points to suggest to the NETmundial Initiative:

To go back to the community to ask them on what they need in a platform for Internet Governance.
Build a step-wise approach to creating the initiative, that is, defining its Terms of Reference and Tasks it will undertake before the Initiative takes its final form and structure.
Consult with the global community on these proposals.
These ideas will be brought to the NMI Transitional Committee for their consideration.

The results of this meeting will be brought to the ICANN and ISOC Boards for their consideration. We all felt that the meeting was very constructive and useful.

A New L-Root Instance Established with ICANN and China's ZDNS Cooperation
Introduction of L-Root Instance in China Helps Mitigate Network Outages and Reduce DNS-Related Delays

Beijing, China … A new L-Root instance has been installed in China, increasing the Domain Name System's (DNS) overall fault tolerance and its resilience against certain types of cyber threats, such as Distributed Denial of Service (DDoS) attacks.

The launch of the L-root server node is a joint operation between ICANN and China's Internet Domain Name System Beijing Engineering Research Center (ZDNS). As the first Internet domain name system engineering research center in China that focuses on DNS operational and supporting technologies, ZDNS supplied the equipment necessary for the installation of the new L-Root node, in close collaboration with the Beijing Internet Institute.

"The introduction of the L-Root mirror will significantly increase the inter-networking efficiency of Chinese Internet. The improved infrastructure not only benefits the at-large Internet users with regards to their user experiences, but also provides a firm basis to various Internet applications," said Wei Mao, Director General of ZDNS.

The cooperation between the two organizations is an effort to enhance security, stability and resiliency to Chinese Internet users and reduce the response time experienced when making some DNS queries.

"The stability and resiliency of the global Internet continue to be strengthened with ZDNS installation of the L-Root instances," said ICANN President and CEO Fadi Chehadé.

"We're pleased to complete this second L-Root instance installation in China this year, after a similar cooperation with 21Vianet. ICANN will continue to work with other Chinese partners to bring in more L-Root instances into the country," said Kuek Yu-Chuang, Vice President and Managing Director for ICANN Asia Pacific Hub.

There are 13 "root" DNS servers, identified by alphabetic letters A through M - the "L" root server operated by ICANN being one. Computers typically communicate with each other using numeric addresses, while humans find it easier to use and remember names (for instance, users typically remember the domain name "ICANN.ORG" more easily than the Internet Protocol address, 2620:0:2d0:200::7). The DNS translates names into addresses and the root servers provide the pointers to the servers for top-level domains (the last part of domain names, for example, "ORG" in "ICANN.ORG"). Spreading this root information out geographically by duplicating the root servers leads to a resilient, dispersed system that reduces the risk of being taken offline by a problem or attack and reduces the time it takes to look up names on the Internet.

IDN TLDs - LGR Procedure Implementation - Maximal Starting Repertoire Version 2 is Now Open for Public Comment
ICANN is releasing for public comment version 2 of the Maximal Starting Repertoire (MSR-2). This upwardly compatible version of the MSR adds six additional scripts to the repertoire. The MSR is the first deliverable under the "Procedure to Develop and Maintain Label Generation Rules (LGR) for the Root Zone With Respect to IDN Labels" (the Procedure) and the starting point for the work by community based Generation Panels to develop their LGR proposals. The contents of MSR-2 and the detailed rationale behind its development are described in "Maximal Starting Repertoire - MSR-2-Overview and Rationale." Community members are invited to provide feedback on the contents of MSR-2.

IANA Systems Not Compromised

As ICANN reported on 16 December 2014, it was recently the target of a so-called "spear phishing" attack. During this attack the email credentials of some ICANN staff were compromised.

As mentioned in our original announcement, we have confirmed that the attack has not impacted any IANA-related systems. The ICANN staff members whose passwords were compromised did not have access to the IANA functions systems.

The IANA functions are a separate system with additional security measures that have not been breached.

During and after the attack, all critical functions hosted by hosted by ICANN, including the IANA functions, remained fully operational and unaffected by the attacker's activities.

ICANN employs multiple levels of protection for its most critical services. While the attackers were able to breach the outermost layer of defenses, our on-going investigation indicates our most critical systems were not affected.

Selection of Advisors to the Enhancing ICANN Accountability Process

The Accountability & Governance Public Experts Group (PEG) announces the selection of Advisors to the Cross Community Working Group on Enhancing ICANN Accountability (CCWG).

As stated in the revised Enhancing ICANN Accountability and Governance Process from 10 October, The Public Experts Group (PEG) was tasked with selecting up to 7 Advisors to the CCWG. Through the course of its work, the PEG identified the following areas of expertise as critical to the process and to the evaluation of Advisor candidates:

Board Governance and Corporate Management (for example operational, finance, risk management)
Global Accountability and Transparency – theoretical, practical, tools and metrics
Global Ethics Frameworks and Human Rights (for example consumer protection)
Governmental Engagement and Relations and Multistakeholder Governance
International Law/ Jurisprudence (for example choice of law)
The PEG is pleased to announce the following individuals, serving in their personal capacities as Advisors to the CCWG:

The PEG continues its search for an Advisor who will bring expertise in International Law/Jurisprudence and will strive to select this Advisor as soon as possible.

Once the PEG has concluded its work, it will no longer be active in the Enhancing ICANN Accountability Process. However, the PEG notes that the Enhancing ICANN Accountability Process considered that while the PEG's formal task is to select Advisors, PEG members could continue to be available provide additional assistance if there is an identified need for further independent input or expertise.

ICANN Announces 2014 IANA Functions Customer Service Survey Results | Organization Achieves 93 Percent Overall Customer Satisfaction

The Internet Corporation for Assigned Names and Numbers (ICANN) today published the results of its third annual IANA Functions Customer Service Survey [PDF, 968 KB], which reflected a 93 percent overall customer satisfaction rate. Ebiquity, an independent third-party organization specializing in global media, marketing and reputation consultancy, administered the survey. Ebiquity has over 20 years of experience in customer and stakeholder research.

In addition to overall satisfaction, the survey measured customer satisfaction with five contracted IANA functions. These IANA functions encompass domain names, numbers, protocol parameters, the .INT domain, and domain name system security extensions (DNSSEC). Customers who had used these services in the previous 12 months were invited to participate in the survey. Participant anonymity was protected.

Respondents were segmented by customer groups, including top-level domain operators, protocol parameter registration requestors, regional Internet registries and registrants of .INT domains. For the first time, operators of new generic top-level domains participated in the survey with an aggregate customer satisfaction rate of 87 percent.

"We were very pleased with the high levels of satisfaction expressed in the survey. Of course, there is always room for improvement and given the importance of process quality, as noted in the survey results, we plan to highlight projects in that area in 2015," said Elise Gerich, ICANN's Vice President, IANA & Technical Operations.

For three years in a row accuracy appeared as the most important factor when delivering services for the IANA functions, with 98 percent of respondents indicating they were either satisfied or extremely satisfied with this metric.

The report concluded that overall customer satisfaction has remained at a high level over the last three years. Open-ended responses indicate that customers would like to see system and process enhancements taking into account the varying needs of different customer groups.

ICANN publishes IANA functions performance metrics on a monthly basis.

Results Available for 17 December 2014 New gTLD Program Auction
17 December 2014
On 17 December 2014, Power Auctions LLC, ICANN's authorized auction service provider, conducted a New gTLD Program Auction to resolve string contention for two new generic top-level domain (gTLD) strings: .BABY and .MLS. Applicants for these strings were unable to resolve contention among themselves; thus their contention sets proceeded to auction, which is the method of last resort to resolve string contention as prescribed in Module 4 of the New gTLD Program Applicant Guidebook. Subject to payment of the winning price and meeting all other criteria for eligibility, the winner will enter ICANN's contracting process to sign a Registry Agreement to operate the respective gTLD.

Six applicants participated in the auction for .BABY. Johnson & Johnson Services Inc. prevailed with a winning price of $3,088,888.

Two applicants participated in the auction for MLS. The Canadian Real Estate Association prevailed with a winning price of $3,359,000.

All proceeds from the Auction are being segregated and withheld from use until ICANN's Board of Directors define a plan for an appropriate use of the funds through consultation with the community.

ICANN Targeted in Spear Phishing Attack | Enhanced Security Measures Implemented

ICANN is investigating a recent intrusion into our systems. We believe a "spear phishing" attack was initiated in late November 2014. It involved email messages that were crafted to appear to come from our own domain being sent to members of our staff. The attack resulted in the compromise of the email credentials of several ICANN staff members.

In early December 2014 we discovered that the compromised credentials were used to access other ICANN systems besides email:

The Centralized Zone Data System (czds.icann.org)
The attacker obtained administrative access to all files in the CZDS. This included copies of the zone files in the system, as well as information entered by users such as name, postal address, email address, fax and telephone numbers, username, and password. Although the passwords were stored as salted cryptographic hashes, we have deactivated all CZDS passwords as a precaution. Users may request a new password at czds.icann.org. We suggest that CZDS users take appropriate steps to protect any other online accounts for which they might have used the same username and/or password. ICANN is providing notices to the CZDS users whose personal information may have been compromised.

Public information, the members-only index page and one individual user's profile page was viewed. No other non-public content was viewed.
Unauthorized access was also obtained to user accounts on two other systems, the ICANN Blog (blog.icann.org) and the ICANN WHOIS (whois.icann.org) information portal. No impact was found to either of these systems.

Based on our investigation to date, we are not aware of any other systems that have been compromised, and we have confirmed that this attack does not impact any IANA-related systems.

Earlier this year, ICANN began a program of security enhancements in order to strengthen information security for all ICANN systems. We believe these enhancements helped limit the unauthorized access obtained in the attack. Since discovering the attack, we have implemented additional security measures.
