Olivier Crépin-Leblond, Chair of the At-Large Sub-Committee on the Selection of Members for the ICANN Cross Community Working Group on Enhancing ICANN Accountability, has requested a call for candidates in the At-Large community for the ICANN Cross Community Working Group on Enhancing ICANN Accountability. On 10 October 2014, ICANN published Revised Enhancing ICANN Accountability: Process and Next Steps, a document that describes the process to examine how ICANN's accountability mechanisms should be strengthened to address the absence of its historical relationship with the US Government and to strengthen its overall accountability and governance processes. The process will be carried out by a Cross Community Working Group (CCWG). A Drafting Team which included two members of the ALAC was convened to propose a Charter for the CCWG. On 05 November 2014, the Charter was presented and is now undergoing ratification by ICANN's Supporting Organizations (SO) and Advisory Committees (AC).

The Charter allows the ALAC to name five people and our intent is to select one per ICANN region (based on citizenship as per ALAC membership).

Under the assumption that the charter will be ratified by the majority of ICANN ACs and SOs, the selection of ALAC representatives is now beginning.

Members must be familiar with, or be prepared to quickly learn about, current ICANN accountability measures and the earlier Accountability and Transparency Review Team (ATRT) efforts (see https://www.icann.org/resources/pages/enhancing-accountability-2014-05-06-en, Section "Inventory of ICANN's Accountability Efforts").

Members must also commit to actively participate in the activities of the CCWG-Accountability on an ongoing and long-term basis. This means attending conference calls which will likely last 60-90 minutes per week, ongoing mailing list interactions and the ability to travel to any potential face to face meeting, if the CCWG decides to do so. The total length of engagement is likely to be at least 6 months to a year or possibly more.

The “At-Large Sub-Committee on the Selection of Members for the ICANN Cross Community Working Group on Enhancing ICANN Accountability" (“Selection Committee”) is requesting that interested members from the At-Large Community  submit an Expression of Interest (EoI) to staff@atlarge.icann.org by Wednesday, 26 November 2014 23:59 UTC. In their EoI, candidates should respond to the following:

  • A resume (maximum three pages)
  • A statement explaining why they are interested in serving in this capacity
  • A Declaration of Interests indicating any potential or actual conflicts
  • Respond to the following questions addressing your ability to carry out posed by the Selection Committee as follows:
  • (a) Why do you believe that you are in a position to fairly defend end user interests on the ICANN Accountability CCWG? (b) Are you prepared to act as a representative of the ALAC act according to the directions set by the ALAC? (c) Please describe previous roles you have held liaising on behalf of a third party. (d) Describe how you meet or will meet the criteria regarding ICANNs current accountability mechanisms and review processes (e) Are you prepared to make the participation and time commitment specified above?

 

The candidate EoI will be published in a secured section of the Selection Committee wiki page, which only Selection Committee members can access.

Chairs' Statement on Frankfurt Face-to-Face Meeting

The Cross Community Working Group (CWG) on Naming Related Functions met for a face-to-face in Frankfurt, Germany on 19 – 20 November 2014. The highly diverse CWG is one of the three groups submitting a proposal to the IANA Stewardship Transition Coordination Group (ICG) as part of the overall IANA Stewardship Transition process. As noted in the CWG Charter [DOC, 132 KB], the IANA stewardship transition process is taking place alongside a parallel and related process on enhancing ICANN accountability.

The CWG began its work in October 2014, with regular weekly virtual meetings and a face-to-face meeting at ICANN 51 in Los Angeles, California. In addition to ICANN supported regular weekly CWG virtual meetings, and at the request of the Chairs, ICANN agreed to support a two- day face-to-face meeting to advance the work of the CWG. The CWG will produce a proposal for the ICG in response to the ICG Request for Proposals [PDF, 84 KB]. The Frankfurt face-to-face meeting was an essential step towards finalizing a consensus-based draft proposal to be issued for Public Comment on 1 December.

The CWG has structured its work in eight subgroups based on sections of the ICG Request for Proposals. Going into the Frankfurt face-to-face meeting, 5/8 subgroups had begun drafting and developing their sections of the Draft Proposal. 18 members (or their alternates) and 12 participants, collectively deriving from within and outside the ICANN community, attended the meeting. In addition, there was significant online participation. The meeting was conducted over two full days, including an evening session. Discussions were intense and substantial, as people shared different perspectives and proposals. The issues covered, including the diversity of views on them, are considered to be complex and challenging but, nonetheless, were addressed in a collegial and constructive manner.

Key Developments from the Frankfurt Meeting

The meeting focused on responding to the ICG RFP, broken down into its constituent parts or sections, inline with the approach the CWG has taken to date. These sections were further developed during the meeting, and will now be synthesized into a preliminary draft proposal for further review by the full CWG.

The first three components, which are the basis for the preliminary draft, are nearly complete and are available on the CWG Wiki.

Given the progress, the CWG concluded with reasonable optimism that the proposal will be developed sufficiently close to the ICG's target deadline.

The CWG will conduct webinars on the Draft Proposal following its posting on 1 December.

Upcoming Dates & Opportunities for Engagement

Below is a list of upcoming dates for public engagement with the CWG and its work:

  • 1 December: expected publication date for Draft Proposal for Public Comment
  • 1 – 23 December: given the short timeframe ahead, the CWG developed a timeline with the minimum 21-day Public Comment period, and hope that interested parties will endeavor to submit comments on the Draft Proposal within the designated period
  • 4 – 6 December: the CWG will host 3 public webinars to present the Draft Proposal and engage with broader community about progress to date
  • 19 January: submission of CWG Final Proposal to chartering organizations
  • 31 January: CWG planned submission of Final Proposal to ICG

About the CWG

The CWG consists of 119 people, organized as 19 members, appointed by and accountable to chartering organizations, and 100 participants who do so as individuals. The CWG is an open group. Anyone interested in the work of the CWG can join as a participant. Participants may be from a chartering organization, from a stakeholder group or organization not represented in the CWG or currently active within ICANN, or self-appointed.

Of the 119 CWG members and participants, there are 41 countries represented. The regional representation is as follows:

  • 38 Asia/Asia Pacific
  • 34 Europe
  • 26 North America
  • 11 Latin America
  • 10 Africa

IDN ccTLD Request from Armenia Successfully Passes String Evaluation

ICANN is pleased to announce the successful completion of String Evaluation on proposed IDN ccTLD string for Armenia.

The IDN (Internationalized Domain Name) ccTLD Fast Track Process was approved by the ICANN Board at its annual meeting in Seoul, South Korea on 30 October 2009. First requests were received starting 16 November 2009. The process enables countries and territories to submit requests to ICANN for IDN ccTLDs, representing their respective country or territory names in scripts other than Latin. IDN ccTLD requesters must fulfill a number of requirements:

  • the script used to represent the IDN ccTLDs must be non-Latin;
  • the languages used to express the IDN ccTLDs must be official in the corresponding country or territory; and
  • a specific set of technical requirements must be met (as evaluated by an external DNS Stability Panel comprised of DNS and IDN experts).

The request and evaluation processes entail three steps:

  • Preparation (by the requester in the country / territory): Community consensus is built for which IDN ccTLD to apply for, how it is run, and which organization will be running it, along with preparing and gathering all the required supporting documentation. Requests are submitted through an online system together with additional material supporting the process at http://forms.icann.org/idn/apply.php
  • String Evaluation: Requests are evaluated in accordance with the technical and linguistic requirements for the IDN ccTLD string(s) criteria described above.
  • String Delegation: Requests successfully meeting string evaluation criteria are eligible to apply for delegation following the same ICANN IANA process as is used for ASCII based ccTLDs. Requesters submit string delegation requests to IANA root zone management: root-mgmt@iana.org.

With this announcement, a total of 35 countries/territories requests have successfully passed through the String Evaluation. Of these, 28 countries/territories (represented by 38 IDN ccTLDs) are delegated in the DNS root zone; with the remainder either readying to apply, or actively applying for, delegation of the string. Up-to-date numbers about the IDN Fast Track Program will continue to be provided on the Fast Track Process web page at https://www.icann.org/resources/pages/fast-track-2012-02-25-en.

ICANN looks forward to enabling the availability of non-Latin country-code domains for countries that meet the Fast Track Process requirements. Results Available for 19 November 2014 Auction

19 November 2014

On 19 November 2014, an Auction conducted by ICANN's authorized Auction service provider, Power Auctions LLC, was held to resolve a string contention set for one new generic Top-level Domain (gTLD) string, DOT. The two applicants for this string, Charleston Road Registry Inc. and Dish DBS Corporation, were unable to resolve the contention set among themselves, and thus proceeded to an auction, which is the method of last resort to resolve string contention sets as prescribed in Module 4 of the Applicant Guidebook. Subject to payment of the Winning Price and meeting all other criteria for eligibility, the winner will begin the contracting process to sign a Registry Agreement to operate the respective gTLD.

Two applicants for DOT participated in the Auction. Dish DBS Corporation prevailed in the Auction with the winning price of $700,000.

All proceeds from the Auction are being segregated from use until the Board determines a plan for the appropriate use of the funds through consultation with the community. A detailed summary of the Auction proceeds and costs through the October 2014 Auction is available here, and will be updated with the latest information at the end of each month.

Subsequent auctions are scheduled [PDF, 253 KB] to occur on a monthly basis throughout 2014 and into early 2015. The auction events are intended to resolve multiple contention sets simultaneously.
