These ongoing monthly sessions are for new GNSO WG participants to come together and discuss any questions they may have about GNSO Working Groups, procedures and/or processes. We know there is a lot of information to digest when you join a GNSO Working Group and these monthly meetings are an opportunity for newcomers and more experienced participants to meet in an informal setting without the pressure of “real work” that needs be done.
The agenda is flexible. The presenters will be ready with a standard set of materials if people would like to discuss them. Feel free to submit questions, either in advance or at the beginning of the meeting, if there is a topic that you would like to explore in more depth . A new instance of L-Root has been installed in China, increasing the Domain Name System's (DNS) overall fault tolerance and its resilience against certain types of cyber threats, such as Distributed Denial of Service (DDoS) attacks.
The launch of the server node is a joint operation between ICANN and China's 21Vianet Group, Inc (NASDAQ:VNET). As China's largest carrier-neutral Internet data center with more than 80 data centers in over 40 cities in China, 21Vianet supplied the equipment necessary for the installation of the new L-Root node.
"We have selected Beijing as the initial site as Beijing is one of the largest Chinese cities, with one of the highest Internet penetration rates in the country," said Frank Meng, President of 21Vianet Group, Inc (NASDAQ:VNET). "But we will deploy in other major cities very shortly as part of our DNS Open Network program". DNS Open Network is a program by 21Vianet to build a trusted and robust DNS infrastructure that provide open peering with any ISPs and ICPs in China.
This cooperation between both organizations is an effort to provide security, stability and resiliency to Chinese Internet users and reduce the response time they experience when making Domain Name System (DNS) queries.
"The stability and resiliency of the global Internet continues to be strengthened with 21Vianet installation of the L-Root instances," said ICANN President and CEO Fadi Chehadé.
"ICANN is working with other Chinese partners to bring in more L-Root instances into the country," said Kuek Yu-Chuang, ICANN's Vice President and Managing Director for ICANN Asia Pacific Hub.
There are 13 "root," or fully authoritative, DNS servers, identified by alphabetic letters A through M — the "L" root being one. Computers locate one another on a network by using numeric addresses, while humans find it easier to use and remember names (for instance, users typically remember the domain name "ICANN.org" more easily than the Internet Protocol address, 2620:0:2d0:200::7). The Domain Name System (DNS) matches domain names with numeric addresses, in much the same way a phone book matches names to phone numbers.
Spreading root information out geographically by duplicating the root servers leads to a resilient, dispersed system that cannot be taken offline by a problem at any single instance of a given DNS root server.

IANA Functions Stewardship Transition Updates
The first face-to-face meeting of the ICG was held in London from 08:00-17:00 UTC on 17-18 July at the Hilton London Metropole Hotel. The meeting was streamed live in seven languages and participation was available through a Virtual Meeting Room. Transcripts of these recordings are available.

Los Angeles Fellowship Participants Selected

50 fellows from 39 countries have been selected to participate in ICANN's Fellowship program at the 51st Public Meeting in Los Angeles, 12-16 October 2014. 17 of the fellows are alumni from at least one of the past 22 programs who will mentor newcomers as well as engage with community, 25 are first-time attendees to an ICANN meeting, and 8 have attended meetings in past but are fellows for the first time. Request for Proposal for Global Consumer Survey

The Internet Corporation for Assigned Names and Numbers ("ICANN") is seeking one or more providers to conduct a global survey assessing aspects of consumer trust and perceived consumer choice and the Internet domain name system (DNS). The selected provider(s) will design and execute an initial survey to create a meaningful baseline of data on consumer attitudes and will perform a follow-on survey one year later, to generate a set of comparison data. ICANN is seeking qualified providers to manage this set of complex survey activities in a timely and efficient manner.
The survey is intended to contribute to one of the reviews mandated by ICANN's Affirmation of Commitments ("Affirmation"). The Affirmation outlines ICANN's responsibilities to the global community of Internet users, who are all served by the DNS. The Affirmation focuses on three primary areas of accountability: (a) ensuring accountability, transparency and the interests of global Internet users; (b) preserving security, stability and resiliency of the DNS; and (c) promoting competition, consumer trust and consumer choice. Each of the focus areas includes regular reviews by the community to gauge ICANN's performance. The survey will serve as one source of data to inform the analysis of how the New gTLD Program has promoted competition, consumer trust and consumer choice.
The consumer survey will capture some of the metrics proposed by ICANN's community members from the Generic Names Supporting Organization (GNSO) and the At-Large Advisory Committee (ALAC) to evaluate the impact of the New gTLD Program on competition, consumer trust and consumer choice. A review team, to be formed, will include the survey results as it examines other measures, such as the geographic spread of new gTLD registrations, the number of internationalized domain names (IDNs or domains in scripts that include characters outside the letters a-z, numbers 0-9 and a hyphen) available, and the relative incidence of compliance complaints, among many others.
As the DNS is relevant to all Internet users worldwide, the survey must be globally representative of all geographic regions, and thus the selected provider(s) must be able to conduct its work across multiple countries and languages. The proposed methodology must also be replicable one year after the initial survey is conducted to measure changes in attitudes as new gTLDs become more prominent in the domain name space.

IANA Functions Stewardship Transition Updates

On 14 March 2014, the NTIA announced its intention to transition its stewardship role of IANA functions, and called upon ICANN to launch and facilitate a process with the community to derive a proposal to transition the IANA functions to the global multistakeholder community, meeting the criteria set out by the NTIA.
Following community dialogue, the process for developing a proposal for this transition was posted on 6 June 2014. As a part of this process, a Coordination Group will be responsible for preparing a transitional proposal respective of the differing needs of the various affected parties of the IANA functions.
