The Strategy Panels serve as an integral part of a framework for cross-community dialogue on strategic matters. Advisory in nature, ICANN Strategy Panels'<http://www.icann.org/en/news/announcements/announcement-15jul13-en.htm> quintessential objective is to inform and support the development of ICANN's new, overarching vision and five-year strategic plan.

 

The Chairs wish to walk you through their panel's preliminary recommendations and to seek your input, as panels fine-tune their report and bring their work to a conclusion. This webinar will also be an opportunity for you to ask questions. Your feedback and contributions are key to this project and will be carefully considered. Note that panels also welcome input sent via their publicly archived mailing lists (see http://www.icann.org/en/news/public-comment/strategy-panels-25feb14-en.htm for full reference). Comments are invited through 30 April 2014.

 

Webinar Details

 

The webinar will be run in an Adobe Connect room with a slide presentation along with a dial-in conference bridge for audio. The session will be conducted in English.

Independent Report Maps Possible Way Forward in Mitigating Domain Name Collisions

An independent report commissioned by ICANN, Mitigating the Risk of DNS Namespace Collisions, has offered a set of concrete recommendations on how to mitigate potential risks of domain name collisions.

A name collision occurs when an attempt to resolve a name used in a private name space results in a query to the public Domain Name System (DNS).

 

"This report takes an in-depth look at the collision issue and the potential risks and impacts, and gives us some very clear advice aimed at how to help system operators detect and mitigate those risks," said Akram Atallah, President of ICANN's Global Domains Division. "The next step is to seek input from our community on the report's findings."

 

The report stressed that name collisions are nothing new and that any issues that arise from expansion of the Top-Level Domains (TLDs) under ICANN's New gTLD program would resemble those that occur in other parts of the DNS. But the report noted that expanding the number of TLDs will not fundamentally or significantly increase the risks of name collisions.

 

Specifically, the study outlines a set of recommendations on how ICANN and the TLD operators should handle the issue of name collisions in the expanding TLD space:

 

 *   ICANN should require new TLD registries to implement and publish a 120-day controlled interruption zone monitored by ICANN immediately upon delegation in the root zone.

 

    *   After the 120-day period, there shall be no further collision-related restrictions on the TLD.

 

 *   ICANN should have emergency response processes to analyze and act upon reported problems that present "clear and present danger to human life".

 

 *   ICANN and others in the community should continue to collect and analyze data relating to the root servers and to the controlled interruption.

 

 *   The Top-Level Domains .corp, .home and .mail should be permanently reserved.

 

The report is posted for public comment until April 21, 2014.

Quick Look at Strategy Panel Recommendations - Provide Your Comments Today

More than 40 diverse practitioners, subject matter experts and thought leaders have been working together since October 2013 as members of the ICANN Strategy Panels to support development of ICANN's strategic and operational future.

 

Strategy Panels are advisory in nature and report to the ICANN President and CEO. Their quintessential objective is to inform and support ICANN's planning process. As highlighted at the opening ceremony at ICANN's public meeting Durban (July 2013), the Strategy Panels' work and output is designed to be informative and will not go straight to implementation.

 

Each of the four panels has now published its draft recommendations, which are being translated into the five additional UN languages and are open for public comment<http://www.icann.org/en/news/public-comment/strategy-panels-25feb14-en.htm>. The recommendations are varied and wide-reaching, from partnering in a study to define an architectural vision for DNS in 2020 to organizing participants by topic rather than constituency groups to adapting ICANN's cultural to a multi-lingual and multi-cultural one.
