This is our last chance for NARALO members (and in fact for all RALOs) to provide comments to the At-Large Review Recommendations Feasibility Assessment & Implementation Plan.

This is the response document by ALAC, to the recently finished At-Large Review by ITEMS, that will be submitted to the ICANN Board in late August 2017.

ARIN 39 and NARALO General Assembly 2017

As the President & Chair of the San Francisco-Bay Area Internet Society (SF-Bay ISOC ), which has been an At-Large Structure (ALS) since 2012, I've recently become more involved with ICANN, and with the work of At-Large and North American Regional At-Large Organization (NARALO).
 
Mutual Support
 
In 2015, NARALO signed an MoU with ARIN, the American Registry for Internet Numbers, to support capacity-building activities and other joint outreach activities related to Internet number resource policy development. As part of this MoU, ARIN co-located the NARALO General Assembly (GA) during the ARIN 39 Meeting in New Orleans, LA, in April 2017. Luckily for me, I had applied for an ARIN Meeting Fellowship and was selected to participate, so I was able to attend the full ARIN Meeting, participate in a few sessions of the GA, meet with key ICANN and ARIN staff as well as get to know my fellow NARALO colleagues in person. This turned out to be a fantastic opportunity for me, and one that has helped me increase my participation in both At-Large and the ARIN community.

July has been another exciting and busy month at SFBay ISOC Chapter.  Here are the highlights:
 
Bridging California's Rural/Urban Digital Divide with Mobile Broadband Project

NTIA Broadband USA
 
The NTIA Broadband USA featured our project " Bridging California's Rural/Urban Digital Divide with Mobile Broadband" in its monthly webinar series held on July 19, 2017. Trish Kelly, Managing Director, with Valley Vision presented the project.  For more details including links to the recorded webinar, slides and transcripts see HERE .
 
2017 Apps for Ag Hackathon
 
Leah Symekher attended the Apps for Ag Hackathon competition at the California State Fair in Sacramento yesterday.  It will be really appreciated if you could possibly add this photo in the newsletter on this topic. ICANN 60
 
Congratulations & thank you to all!!. The Chapter will be well represented at the upcoming ICANN60 Meeting. Leah Symekher, the Chapter's primary NARALO Representative and Advisor to the Board, will attend ICANN60 to begin her new role as ALAC's voting delegate to the NomCom following the recent confirmation by ALAC. Susannah Gray, President & Chair of the Chapter, has been selected as an ICANN60 Fellow. Both are looking forward to representing ALAC and NARALO in their respective capacities.
 
ICANN-SF Bay ISOC Chapter ICANN59 Readout

Around 20 people attended the ICANN59 Meeting Readout Webinar on July 18, 2017. Hosted by ICANN's Chris Mondini, Vice President, Global Business Engagement, and  Joe Catapano , Stakeholder Engagement Program Manager, North America, attendees were given a high level overview of the key policy discussions that took place at the recent ICANN59 Policy Meeting (Johannesburg, June 26-29, 2017). Leah Symekher also gave an account of her first ICANN Policy Meeting. This was a pilot initiative and both ICANN and the Chapter were very pleased with how the event went. IGF-USA

Susannah Gray and Vice Chair Fatema Kothari helped to organize the panel session on promoting a More Inclusive Internet. The Chapter's Chair of the Working Group on Internet Governance, Dr, Brandie Nonnecke, moderated this exciting panel and the recording can be found HERE . Susannah and Board Member Eve Edelson traveled to Washington D.C. to attend the event.

 

Capital Area Globetrotters


Judith Hellerstein, along with ISOC SF Bay's, Susannah Gray and Fatema Kothari, organized a panel for this years IGF-USA. The Promoting a More Inclusive Internet Panel looked at current barriers to an inclusive Internet and explored how access can be expanded to underserved areas and underrepresented communities that are still struggling to get access. 

 ISOC SF Bay's Bandie Nonnecke moderated the panel which included: Jane Coffin, Vanu Bose, Maya Wiley, and Chris Rezendes.

An Inclusive Internet Future:
  • In the year 2050, what does an inclusive internet look like? 
    • What changes must be made now to achieve this vision? 
  • What are the greatest barriers to internet access worldwide? (e.g., Market forces? Government control? Adequate technology?Accessibility of technology?)
    • What changes/models should be put in place to better ensure a more inclusive internet?  
Is Fragmentation always a bad thing or can some forms of Internet Fragmentation help communities?

The Importance of collaborating with communities and not dictating to them what types of access, ie., broadband they need
    why should communities be connected?
  • What is is that these communities are looking to do and how can we help them achieve their goals?
  • How can we make connectivity sustainable? How can we create effective partnerships with the community and with providers
What are the barriers to Internet adoption?  Are they infrastructure? Technical? Economic and how can we overcome these barriers

Promoting Inclusive Adoption & Benefits:
  • How do we remove barriers to Internet adoption?
  • How do we include those who are low-income, elderly, people with disabilities or specific needs, illiterate, female, or located in rural areas in the process?

Montréal, Canada has been selected as the location in the North America region to host ICANN's 66th  Public Meeting. The meeting will be held from 2-8 November 2019 and will be hosted by  Montréal Cyberjustice Laboratory[cyberjustice.ca] . DotQuebec and ISOC Quebec supported the application.

June Chapter Event

Over 35 people attended the latest SF-Bay ISOC Chapter Event, "Blaming Technology" with Andrew Bridges, acclaimed IP attorney, at Fenwick & West LLP in San Francisco. Andrew and the audience debated topics including fake news and online moderation, algorithm transparency and algorithm responsibility, the Rule of Law: regulating behavior or technology, intellectual property/"piracy" as a product liability/negligence concept, and the policy battles facing technology and online platform providers. Upcoming Event: ICANN 59 Policy Readout Webinar 

The SF-Bay ISOC Chapter is teaming up with ICANN for a post ICANN59 Readout webinar on July 18, from 12-1pm (PDT).  ICANN staff will go through policy discussions held during the event and outline key decisions made as well as highlighting how and why you should take part. More details will be circulated soon and all are welcome to attend.
 
Working Group on Internet Governance Fellowship

The Chapter WG on Internet Governance is  offering a volunteer fellowship position to a graduate/postdoctoral student who has interest in Internet governance issues, including technical, legal, economic, social and human rights aspects. Find out HERE

2017 NARALO General Assembly

The  NARALO GA  was a celebration of 26 NARALO At Large Structures who came together during a  colocated event at ARIN 39.  The Face to Face meeting aimed to energize the community to become more active in outreach and engagement, ICANN policy comments and involvement with Work-stream 2 working groups.  

The collective efforts of staff, volunteers and ALS members are committed to seeing NARALO become more active through the creation of a proactive strategic plan, NARALO CROPP FY 18 plan, Webinars and Onboarding sessions on working groups and policy issues.

We have a survey and need your input!

The NASIG coordination group (2018nasig@gmail.com) is developing the first North American School of Internet Governance (NASIG) and has prepared this survey to help identify and prioritize Internet governance (IG) topics most relevant to the region. This survey will be available until midnight on May 14, 2017 .
Next Cent ury Cities Hosts Digital Southwest- A Regional Broadband Summit in Mesa, AZ


Matthew Rantanen, Director of Technology, Southern California Tribal Chairmen's Association, and board member of Native Public Media, Guest Speaker at Next Century Cities' Digital Southwest Conference, in Mesa, AZ.

Matthew was invited as a subject matter expert on wireless broadband networking in the native community, to join the panel on the main stage for Digital Southwest; Broadband Infrastructure Needs. Matthew often speaks at conferences, promoting and supporting the technical needs of the tribal communities of the USA.



April's highlights for SFBay Area ISOC Chapter began with the ARIN 39 Conference & the NARALO GA meeting in New Orleans. The Chapter was represented by Susannah Gray, President & Chair (ARIN39 Fellow) and Leah Symekher, Advisor/Consultant to the Board.

The Chapter, held its first event of the year on April 10th which introduced new Board members and the Chairs of two of the three newly created Chapter Working Groups ( http://www.sfbayisoc.org/working-groups/) .

The Chairs gave an overview of their goals for their respective WGs and there was a lively Q&A session.   The event was well attended by the community and there was much interest in the chapter's work and ongoing projects.  Please see the event report here ( http://www.sfbayisoc.org/2017/04/26/wgs-open-closed-doors/). The Chapter is also participating in Sudomesh, represented by Eve Edelson, Board member.  Volunteers are working on a mesh network for Oakland, California ( peoplesopen.net).  A recent event was an introductory workshop for the community on router configuration.

 " Strategies to identify fake news"
Roundtable event: ISOC - Puerto Rico
Audience will learn about techniques to detect 'fake news'.  Searching for news through using various Internet tools has become a great concern to end-user. Internet Literacy and effective use of Internet and Broadband will be explored. 11 May 2017. 

This is the first of a series of very informal events created to learn and discuss Internet issues between matter experts and our membership. No streaming will be available.
 


The North American School of Internet Governance (NASIG) aims to maximize the opportunity for an open and inclusive in-depth capacity building capacity building on IG related issues to a group of 40 individuals. The event, to be held in San Juan, Puerto Rico on March 7 - 9, 2018, prior to the ICANN 61 Meeting, will be focusing on the development and application of the shared principles, norms, rules, decision-making procedures and organizations that shape the evolution and use of the Internet.
 
NASIG is the first school of its kind in the region, with the view of being periodically held at other North American destinations.

March was another exciting month for SFBay Area ISOC Chapter. Events to be highlighted and upcoming include:

- SFBay ISOC's Leah Symekher and Misako Manca, Board Member attended 'The Forum on Broadband Agriculture' hosted by the California Emerging Technology Fund (CETF) in Sacramento, California. The Chapter was recognized as a contributing partner for our current project "Bridging California's Rural/Urban Digital Divide with Mobile Broadband" in partnership with Valley Vision and CSU, GIC. This event was attended by State & industry representatives interested in feedback to help identify policies and strategies regarding the intersection of agriculture and broadband that should be incorporated into State legislation and the federal Farm Bill reauthorization. Rules of Procedures
We are updating our  Rules of Procedures lead by John More.  John is a Washington lawyer and member of the ISOC Washington DC chapter.  His work involves removing ambiguity, streaming rules and producing a clear set of rules for our  RALO.  Expected ratification after community feedback is expected at the  ICANN 59 meeting in Joberg

Elections Time
In the March meeting we made a public announcement that the pending FY 17 election will be announce the opening of the nomination period

Foundation for  B uilding Sustainable Communities is holding it's fourth  annual   Durham DIY Showcase with this year's theme  Technoopgy Then and Now to correspond to the 150th anniversary of  Canadian's independence. This year we encourage all vendors to get into the spirt and showcase their technology "then and now'  

For example the computer club will have erly computers, printers, and more.  The local Ham radio people will showcase WW2 technology vs the current software defined radios and much more.  Its a free event to vendors and families in colloboration with IEEE student branch and the Toronto Section of IEEE.

With less than 24 hours to go before the historic contractual relationship between the US government and ICANN is set to expire, a motion hearing was held today based on  a lawsuit filed in federal court in Texas by four states' attorneys generals which could have lead to NTIA facing the possibility of a temporary injunction that could have stopped the IANA Transition

Official order  released:  "The Court DENIES The Application for Declaratory and Injunctive Relief, for the reasons stated on the record."

The IANA transition is set to go!

In September the   Internet Governance Series was launched in Eliademy in cooperation with  IEEE.  This  series is  a detailed and media rich  free course  for people to learn at their own pace. 
The  subject  matter  spans the technical, infrastructure, legal, economic, social and cultural issues that encompasses  Internet Governance

"Following a great deal of internal debate and discussion, and taking into consideration the continued spread of Zika, we have decided that we will be relocating ICANN57 from San Juan, Puerto Rico, to Hyderabad, India. Due to highly limited space availabilities, this relocation has necessitated changing the date of the meeting from 29 October - 4 November 2016, to 3 - 9 November 2016."

SFBay Area ISOC Chapter had an exciting visit by the NARALO Chair Glenn  McKnight and met with Louie Lee Konstantin Kalaitzidis & Leah Symekher
on Google Campus. Additionally Chapter members and the Board had an
informative and productive meeting with ICANN executives at Google SFO
Offices, followed by a great networking business-social event with ISOC
executives on March 29th in SFO. All were in SFO for the RightsCon
Conference.

"Fall in Love with Internet" -Event held on February 11, 2016 by ISOC Puerto Rico. 40 people attended, 2 engaged to do volunteer work and 10 became new ISOC members. Others will apply for fellowships with IETF, ARIN and ICANN.

SHAPING THE FUTURE.

My first year as the Chair of  NARALO is going to be an exciting one.  Some of the things  we hope to accomplish this year with the help of our membership.  Firstly we  need to revitalize our base in engaging those 

ALS's that have been absent from participating in our monthly calls and working groups.   Judith and I will be outreaching to these groups and providing informative information sessions  in the next couple of months.   Secondly,  our outreach efforts will strive to reach underrepresented areas especially in our Native American and Canadian communities, South West US and various  civil society organizations  concerned about Internet issues.  

Lastly,  our efforts  throughout the  year in Puerto  Rico  will lead have  Alfredo and  Eduardo orchestrating a series of  community engagement activities  hopefully sanctioned and supported by our  North American GSE leading up to  our  General Assembly in October 2016.   In the near future we will be asking for volunteers for the GA  including volunteers to facilitate sessions, sponsorship, social activities and more.  

It's my belief that NARALO has the greatest potential to grow and contribute to the ICANN ecosystem building on the great  foundation created by previous leaders.

Welcome to Our First Edition of the NARALO Newsletter

Creating a simple communication channel

As promised, this is the first edition of the NARALO newsletter. The purpose here is to keep everyone abreast of individual ALSs updates and to provide another channel of communications that goes beyond our monthly conference calls, emails, and Skype chats. My intention is to publish this every month.

Please send me any images, brief updates, or event information (past, present, or future) that you would like featured in this, your newsletter. Updates should be kept down to two or three lines. For event information please send me the pertinent event details or point me to a calendar so that I can pull it from there.
