ICANN Academy – Project description and proposed time line

Introduction:

The proposal to invent an ICANN Academy is an outcome of the At-Large Improvements Work Team B. Although the idea has been discussed already in the past, during the At-Large Summit in Mexico 2009 for instance, the first concrete proposal was made in work team B, during the ICANN meeting in Cartagena in December 2010. The proposal has been developed by a small number of people (Wolf Ludwig, Olivier Crepin-Leblond, Wolfgang Kleinwächter, and Sandra Hoferichter) in close collaboration with ICANN Staff (Filiz Yilmaz, Sr Director Participation and Engagement of ICANN and Heidi Ulrich, Director for At-Large). The draft proposal online and is a result of various consultations within the group mentioned above and is opened for comments since August 22, 2011. The proposal is based on the concept of the International Summer Schools on Internet Governance (see www.euro-ssig.eu and www.south-ssig.com.ar) and should now be adapted to ICANN needs. During a consultation at the ICANN meeting in Dakar, with ICANN staff, it was agreed to concentrate on item b) only [“an enhanced 20 hours lecture programme for new appointed ICANN officers for the board, councils and advisory committees (financed by ICANN)”] Item a) and c) are already in place or currently developed.

Specific issues, to be discussed within a working group, where defined:

  1. General issues to agree on: date, place, language diversity…others may be added
  2. Modular programme proposal and faculty member (high qualified)
  3. Outreach to other constituencies within ICANN
    1. Budget proposal, present options how to minimize the budget

In order work on these issues effectively I ask everybody, willing to contribute to this working group, to read the draft proposal. The first conference call on December 7, 2011 will serve as a kick start community briefing. If you have any general questions to this project, we will answer these questions during the first call. If you see other issues to be defined, we will discuss and agree if they have to be added to the agenda under item no.: 1). It is not planned to discuss item 1-4 in detail during the first conference call, only in the unlikely case that no questions and additional issues will be raised. We can then start to discuss item no. 1 General issues.
