Issue Identified

Leadership Team (ALT), which is not mandated by ICANN Bylaws, concentrates in the established leadership too many decision-making and other administrative powers which should be spread among the members of the ALAC.

The ALT consists of the ALAC Chair, two Vice-Chairs, and two other ALAC members totaling five ALAC Members, one from each of the five regions. The ALT does not make substantive decisions nor have any powers not already invested in the Chair, both according to the ALAC Rules of Procedure and in actual practice. It is a consultative and advisory body for the Chair and was created to allow the Chair to delegate to those who had indicated a willingness to put additional time into ALAC and to bring in a regional perspective. The ALT does on a regular basis make recommendations to the ALAC for its consideration.

    Status:Reject

    Comment: The ALT does not make substantive decisions, both according to the ALAC Rules of Procedure and in actual practice. It is a consultative and advisory body for the Chair and was created to allow the Chair to delegate to those who had indicated a willingness to put additional time into ALAC and to bring in a regional perspective.     As Alan has pointed out the role and function of the ALT is already limited by the ROP.

  4. As well as the above, the broadening out of participation in WGs, in capacity building etc, etc. will ensure a broader base and liimit the role of the ALT


  5. I agree that it should be rejected.  An Advisory / Consultive body enhances the opportunities to gather opinions/suggestions from individuals that represent otherwise voiceless individuals from regions represented.
