AFRALO Activity Report (December 2013) (English)
AFRALO New Leadership Held its first Monthly Teleconference
The New leadership of AFRALO, under the Chairmanship of Aziz Hilali held its first Teleconference. The Chair used this occasion to thank the former Leadership for their exceptional leadership role played since 2009.
During the December Teleconference, AFRALO encouraged its members to follow the various statements, specifically: the Thick WHOIS policy Development process, the Second Accountability and Transparency Review Team ATRT2 and the policy and Implementation Working Group.
Preparation for the Brazil IGF Global Meeting (April 2014 )
AFRALO has set up a working Group to follow the preparation of the Brazil meeting. The Working Group drafted and posted the draft Statement on its mailing list for comments. (https://community.icann.org/pages/viewpage.action?pageId=2266075).
Preparation for a General Assembly for AFRALO ALSes at ATLAS Summit II
Following an online Skype meeting, AFRALO has decided to hold its General Assembly of ALSes at the ALAS Summit II scheduled to be held at ICANN 50 in London. AFRALO Leadership had a Skype meeting on December 12 2013 to discuss the Meetings requirement needed for AFRALO General Assembly during the ATLAS II Summit.
Individual Membership in AFRALO
AFRALO has initiated a discussion on Individual membership in AFRALO. At present, membership in AFRALO is limited to the Section 5 of the Operating Principle and MOU signed between ICANN and AFRALO. The MOU states that all organizations are considered ALS if they are accredited by ALAC and that all ALSes in the African regional shall be members of AFRALO, no mentioned is made Individual membership.
Creation of AFRALO Spotlight
An AFRALO “Spotlight” segment of the WIKI page has been created and ALSes have been encouraged to post their activities in the section. This is a section of each conference call where each ALS (one per month) explains what the ALS main goals, activities, etc. This is what we call an “in-reach” activity, which as we mentioned. https://community.icann.org/display/AFRALO/AFRALO+ALSes+Spotlight
New ALS'es application
After internal consultation, the Board of AFRALO gave a favourable opinion for the accreditation of the ISOC Kenya as a new ALS within AFRALO. Age Numérique (Cote d’Ivoire) application for certification is being studies.

RAPPORT D'ACTIVITE AFRALO (DECEMBRE 2013) (French)
La nouvelle direction AFRALO a tenu sa Première Téléconférence Mensuelle
Sous la présidence d'Aziz Hilali, la nouvelle direction d’AFRALO a tenu sa première téléconférence. Le Président a saisi cette occasion pour remercier les anciens dirigeants pour leur rôle de leadership exceptionnel depuis 2009.
Au cours de la téléconférence de décembre, AFRALO a encouragé ses membres à suivre les diverses déclarations, notamment : la consistante politique WHOIS des processus de développement, la responsabilisation et la transparence de l’équipe de révision ATRT2 et la politique et la mise en œuvre du groupe de travail.
Préparation pour la conférence du Brésil sur la gouvernance de l’Internet (Avril 2014)
Un groupe de travail a été constitué pour suivre la préparation de la réunion du Brésil. Le groupe de travail a rédigé et publié le projet de déclaration sur sa liste de diffusion pour les commentaires. https://community.icann.org/pages/viewpage.action?pageId=2266075).
Préparation de l’Assemblée Générale des Alses AFRALO Au Sommet Atlas II
Suite à d'une réunion en ligne sur Skype, AFRALO a décidé de tenir son Assemblée générale de l'ALS lors du sommet ALAS II qui aura lieu a l'ICANN 50e à Londres. Le Leadership AFRALO a eu une séance sur Skype le 12 décembre 2013 pour discuter des exigences requises des réunions pour l’Assemblée Générale d’AFRALO pendant le Sommet ATLAS II.
L'adhésion Individuelle A AFRALO
L'adhésion à AFRALO est décrite à la Section 5 du principe de fonctionnement et du protocole d'entente signé entre l'ICANN et AFRALO. Le protocole d'accord stipule que toutes les organisations sont considérées comme ALS si elles sont accréditées par l'ALAC et que tous les ALSes dans la région africaine peuvent être membres de AFRALO, il n’est mentionné nulle part la qualité de membre individuel.
Création du « Spotlight » AFRALO
Une page wiki intitulé « Spotlight » a été crée pour AFRALO. Elle a pour objectif d’encourager les ALS à poster leurs activités dans cette section. Il s'agit d'une section de chaque conférence téléphonique où chaque ALS (une fois par mois) explique quels sont les objectifs principaux de l'ALS, activités, etc.. Nouvelles Adhésions d’ALS
Après des consultations internes, le Conseil d'administration d’AFRALO a donné un avis favorable pour l'accréditation de l'ISOC Kenya comme un nouvelle ALS au sein d’AFRALO. La demande d'accréditation de "Age Numérique" (Côte d'Ivoire) est actuellement en consultation.

New Leadership of AFRALO announced
During AFRALO November monthly Teleconference held 6 November 2013, Fatimata, former Chair announced the composition of AFRALO New leadership that will take their seat at the end of ICANN 48 of Buenos Aires. She also announced the outgoing and incoming ALAC members from AFRALO.
Review and discussions of Reports from Outgoing AFRALO Leaders
During the teleconference in November 2013, extended discussions were held on the reports, activities and events that took place during the month of October : Reports on the Internet Governance Forum in Bali, Regional Community Pilot Project, Budget Development process, and the report from the Working Group on the At-large Summit II.
AFRALO held discussions on the activities of ALAC during the month of November, which included the creation of two committees: Board Candidate Evaluation Committee (BCEC) and Board Member Selection Process Committee and Board Candidate Evaluation Committee (BMSPC). AFRALO is represented by Mohamed and Fatimata in BCEC while Tijani and Baudouin in BMSPC. Tijani was chosen as chairman of this committee.
AFRALO also review activities on the preparation for the Second Summit of At‐Large which is expected to take place in London in June 2014.
Statement of the Joint AFRALO/AfrICANN Buenos Aires Meeting
Like the previous meetings and in accordance with strategy of ICANN meetings, an online consultation will be launched by AFRALO to choose a theme for the next AFRALO / AfrICANN joint meeting to be held in Singapore.
AFRALO ACTIVITIES AT ICANN 48 BEUNOS AIRES
AFRALO attended and participated in series of meetings, including: Policy discussions, At-Large working groups Sessions, Capacity Building Working Group Session, meetings with ICANN Board of Directors, joint AFRALO AfrICANN meeting among others at the 48th ICANN Public Meeting in Buenos Aires, Argentina from 17-21 November 2013. Representing the community were Madam Sylla Fatimata Seye, Mr. Tijani Ben Jemaa, Mr. Aziz HILALI, Madam Hadja Fatimata Ouattara/Sanon and Mr. Philip F Johnson.
Joint AFRALO/AfrICANN in Buenos Aires
A Joint AFRALO/AfrICANN Statement was discussed and adopted after modifications. The Statement centered on issues on the meetings of the ICANN policy. The main recommendation from the community has been to Keep the rotation between the five regions of ICANN so as to maintain the inclusive and international nature of ICANN.https://community.icann.org/pages/viewpage.action?pageId=43980526
New Applications For ALS
After internal consultation, the Board of AFRALO gave a favorable opinion for the accreditation Fédération Comorienne des Consommateurs as a new ALS within AFRALO.

Nouveau Leadership AFRALO Annoncé
Au cours de la téléconférence mensuelle AFRALO du mois de Novembre précisément le 6 novembre 2013, Fatimata, Présidente sortante, a annoncé la composition du nouveau leadership d’AFRALO qui prendra fonction à la fin de la 48ème réunion de l'ICANN de Buenos Aires. Elle a également annoncé la liste des membres de l'ALAC entrants et sortants d’AFRALO.
Examen et Discussion des Rapports Présentés par les dirigeants Sortants D’AFRALO
Au cours de la téléconférence de novembre 2013, des discussions élargies ont eu lieu sur les activités et les événements qui ont eu lieu durant le mois d'octobre dernier. Il s’agit du Forum de la Gouvernance de l’Internet qui a eu lieu à Bali, le projet pilote communautaire régional, le processus d'élaboration de Budget et les activités du groupe de travail sur le sommet ATLAS II.
AFRALO a passé en revue également les activités de l'ALAC au cours du mois de novembre, Deux comités ont été crées au sein de l’ALAC: le Comité d'évaluation des Candidats (BCEC) pour la sélection du membre du Board choisi par ALAC et le Comité du processus de sélection du membre du conseil d'administration choisi par At-Large (BMSPC). Mohamed El Bahir et Fatimata ont été nommés pour représenter AFRALO au sein du BCEC et Tijani et Baudouin au sein du BMSPC. Tijani a été choisi président de BMSCP.
AFRALO a également examiné les activités sur les préparatifs du deuxième sommet qui devrait se tenir à Londres en juin 2014.
Thème de la réunion conjointe d’AFRALO/AfrICANN à Buenos Aires
A l’instar des réunions précédentes et conformément à la stratégie des conférences de l'ICANN, une consultation en ligne sera lancée par AFRALO pour choisir un thème pour la prochaine réunion conjointe AFRALO/AfriICANN qui aura lieu à Singapore.
Activités d’AFRALO à ICANN 48 à BUENOS AIRES
Durant la 48ème réunion publique de l’ICANN de Buenos Aires du 17 au 21 novembre 2013; AFRALO a participé a une série de réunions, les discussions sur les politiques, les sesssions élargies des groupes de travail, les sessions de renforcement des capacités des groupes, les réunions avec le Conseil d'administration de l'ICANN, la réunion AFRALO AfrICANN. La Réunion Conjointe d’AFRALO/AfrICANN à Buenos Aires
Une Déclaration commune d’AFRALO/AfrICANN a été discutée et adoptée après modifications. La déclaration était centrée sur les questions de la stratégie des réunions de l'ICANN. Forum on Internet Governance in Bali
AFRALO actively participated in the Forum on Internet Governance (IGF) held in Bali, Indonesia from 22 to 25 October 2013. The workshop organized by AFRALO which addressed the theme "How the Internet can be an engine of growth and development" was the greatest contribution of our RALO in this forum. It was one of the best Bali’s workshops in terms of the quality of the presentations and discussion, and the important number of participants.
Community Regional Outreach Pilot Project (CROPP)
Under the FY14 budget, a Community Regional Outreach Pilot Project (CROPP) was adopted by ICANN. This project aims to maintain and support the existing community while attracting new members and other communities. The CROPP must promote a greater public participation in the ICANN multi-stakeholder model. Working Group on the second At- Large Summit
A working group was formed to organize the second At- Large summit (ATLAS II) during the 50th ICANN meeting to be held in London from 22 to 26 June 2014. Selection of the Board member chosen by ALAC
A Board Candidate Evaluation Committee (BCEC) for the selection of the Board member occupying the seat 15 of the Board of ICANN was formed by ALAC. This Committee is composed of two delegates selected by each RALOs plus a chairperson chosen by the ALAC. The Board Member Selection Process Committee (BMSPC) is in charge of overseeing the selection process of the Board of Directors selected by the ALAC. It is composed of two members from each region. Certification of a new ALS
After an internal consultation, AFRALO gave a favorable advice for accreditation Somali Chapter of the Internet Society as a new ALS within AFRALO.

Forum sur la gouvernance de l’internet à Bali
AFRALO a activement participé au Forum sur la Gouvernance de l’Internet (IGF) qui a eu lieu à Bali en Indonésie du 22 au 25 Octobre 2013. Le workshop organisé par AFRALO qui a porté sur le thème "Comment l'Internet peut être un moteur de développement et de croissance" a constitué le plus grand apport de notre RALO à ce forum. C’était l’un des meilleurs workshops de Bali que ce soit sur le plan de la qualité des présentations et du débat, que du nombre de participants très respectable.
Projet pilote de mobilisation communautaire régional
Dans le cadre du processus budgétaire 2014, un projet pilote de mobilisation communautaire régional (CROPP) a été mis en place par l’ICANN. Ce projet vise à conserver et soutenir la communauté existante tout en attirant de nouveaux membres et d’autres communautés. Le CROPP doit promouvoir une participation plus accrue du public dans le modèle multipartite d’ICANN. Ce Comité est composé de deux délégués choisis par chacun des RALOs plus un président, choisi par l'ALAC. Elections AFRALO
A call for nomination was launched for nomination or expression of interest for two positions. It is to select a representative to the ALAC for a term of two years (2014-2015) and a Secretary for a term of one year (2014). The nomination period began September 6, 2013 and the selection was done according to a schedule posted on the wiki page: AFRALO Regional Elections 2013 workspace.
One candidate was nominated for each position: Haja Ouattara for the post of representative to ALAC and Philip F. Johnson for the post of Secretary of AFRALO. The candidates have accepted their nomination and no objection has been noted, so the two candidates were declared elected by acclamation. The terms of Haja Ouattara and Philip F. Johnson will start at the closure of the 48th ICANN meeting to be held in Buenos Aires, Argentina from November 7 to 21.
New ALS applications
After internal consultation, AFRALO gave a favorable opinion for the accreditation of ISOC Nigeria as new ALS within AFRALO. Two other applications are being studied: the Fédération Comorienne des Consommateurs and the Internet Society Chapter of Somalia.
MoU between AFRALO and AFRINIC
Following the meeting in Durban and in the context of strengthening the cooperation for mutual development and AFRINIC and AFRALO, the two organizations agreed to sign a memorandum of understanding. The purpose of this agreement is:
- The growth of Internet adoption and usage;
- Improved uptake, use and governance of Internet resources and identifiers in the Africa region;
- Success of capacity building events;
- Increased awareness, knowledge and understanding of DNS, Internet governance and technical issues.

Elections AFRALO
Un appel à candidature a été lancé au sein d’AFRALO pour les nominations ou déclarations d'intérêt pour deux postes. Il s’agit de choisir un représentant à ALAC pour un mandat de deux ans (2014-2015) et du Secrétaire pour un mandat d’une année (2014). La période de nomination a débuté le 6 septembre 2013 et la sélection a eu lieu selon un calendrier publié sur la page wiki : AFRALO Regional Elections 2013 workspace.
Un seul candidat a été nominé pour chacun des postes : Hadja Ouattara pour le poste du représentant à ALAC et Philip F. Johnson pour le poste du Secrétaire d’AFRALO. Vu que les intéressés ont accepté leur nomination et qu’aucune opposition n’a été notée, les deux candidats ont été déclarés élus par acclamation. Les mandats de Hadja Ouattara et de Philip F. - L’amélioration de l’appropriation, de l’utilisation et de la gouvernance des ressources de l’Internet et des identificateurs dans la région de l’Afrique;
- La réussite des événements de renforcement de capacité;
- L’amélioration de la conscience, de la connaissance et de la compréhension du système des noms de domaine (DNS), de la gouvernance de l’Internet et des questions techniques.
