1) Describe the Trip in sufficient detail
that an interested reader could understand Who,
What, When, Where, and Why concerning this
funded CROP activity (please be as expansive
as possible):  

  • The Non-Commercial Users Constituency (NCUC) participated in the Internet Freedom Festival in Valencia, Spain where CROP-supported traveler and NCUC member Ayden Férdeline introduced the delegates to the Domain Name System and to the NCUC’s public interest-orientated contributions to Domain Name System policy.
  • Participants were advised that domain names are easy-to-remember words that we can use to communicate to a server the website we want to visit. It's easier for most people to type, say, google.com into their web browser than it is to remember and enter the IP address that the website uses.
  • The Domain Name System is effectively governed through self-regulation by a private corporation in California, the Internet Corporation for Assigned Names and Numbers (ICANN).
  • ICANN occupies a unique role in that it manages a global public resource (the Internet's domain name addressing space), but it shares this responsibility between businesses, governments, and civil society participants from many nations. As with any private corporation, ICANN's governance structure is primarily contained in its governing documents such as its article of incorporation and corporate bylaws, and so the voluntary surrender of a degree of power to civil society is quite unique.
  • ICANN operates under a regime of policy by contract. Once a policy is adopted it becomes part of the contracts signed by the contracted parties. The contracted parties are the domain name registries, registrars, and ultimately, registrants.
  • For individuals and civil society organisations our work in DNS policy often focuses on protecting privacy, freedom of expression, respect for human rights, preserving due process, and ensuring ICANN does not become a content regulator.
  • Within the ICANN space, the home for individuals and civil society organisations is the NCUC. The NCUC is a membership-based organization with roughly 600 members, comprising of nonprofit organisations on the both the left and right along with concerned individuals who wish to advance noncommercial policy objectives at ICANN. 
  • The NCUC is a bunch of different actors working together to achieve a common goal: to protect and support non-commercial communication and activity on the Internet, including personal and political speech, research and educational communication, and expression about hobbies, interests and ideas. The NCUC is the only community involved in setting DNS policy that is specifically reserved for the advancement of non-state and non-market interests.

2) Explain the extent to which the Proposed
Goals and Outcomes were accomplished
(see above LINK to review the original Proposal):  

  • Participants left with an understanding that we write the rules for the Domain Name System together and we all have a voice in the process on an equal footing with everybody else - but only if we turn up in the first place and participate in the debates.
  • Participants were brief on what fellowships and other capacity building programmes exist which can help newcomers find their way into Domain Name System policy.
  • Participants left with an understanding of how they can contribute to Domain Name System policy. One can participate by analysing and providing commentary, advice, or alternatives on ICANN policy proposals, deliverables, and decisions that reflect the views and needs of non-commercial Internet users.
  • Participants now understand that the NCUC is here to help newcomers navigate and identify potential areas of interest within Domain Name System policy. The contact details for key leaders, including the Chair, were circulated, and participants were advised that there is a 'newcomers corner' on the NCUC website with further advice. Participants were told not to feel pressured to engage with the NCUC immediately, but know that we exist and that they are welcome to become a part of our community should they wish to do so. Help and advice is always on hand.

3) Additional information pertaining
to this outreach Trip (optional):
  • This session was highly successful and saw over 100 participants learn about the NCUC, ICANN, and the Domain Name System. The NCUC has subsequently received membership applicants from professionals who attended the Internet Freedom Festival.
