This Workspace has been created to assist the ALAC/At-Large community in developing FY24 Additional Budget Request (ABR) proposals. The ALAC Finance and Budget Sub-committee (FBSC) will review all proposals submitted and will agree on which to submit to ICANN on behalf of the ALAC.

FY24 ALAC/GSE Criteria for Additional Budget Requests: 

  • Proposals should include activities that will make the entire At-Large community more effective in policy advice development. 
  • Outreach should not be a major focus. Activities to improve engagement with existing members is encouraged.
  • If any request is made on outreach, it should go through the CROP program or as a part of a larger ALAC request for RALO Discretionary Funding. 
  • RALO requests should be strategic and in line with their region's Strategic Plan and the RALO's strategic outreach plans and At-Large Priority Activities and must be endorsed by their RALO and the relevant GSE Regional Vice President prior to being submitted for consideration by the FBSC.
  • Priority will also only be given to those who have provided draft reports as requested as part of the FY23 ABR approval language. Final reports must be submitted by the end of FY23.
  • Staff is currently expecting that basic resources for community communications/printing will be supported through the core ICANN budget, but that community proposals for printing , etc. will be accepted as a back-up in case expectations change.  Specific proposals for communications resources beyond simple printing and editing functions should be prepared and submitted.

Purpose

A key objective of the At-Large Community, over the next few years, is the increased fluidity with which the community, as a whole, is mobilized for feedback and message amplification. To that end, a “playbook,” which outlines a framework for mobilization, peculiar to the At-Large organization. Such a playbook would outline the various types of mobilization and the processes for initiating each one. Furthermore, the playbook would outline a  standardized set of ‘key messaging’, communication ‘best practices’ and techniques for engagement that are most suitable or ‘bespoke’ for the ICANN Multistakeholder model.  It will aid in the alignment of activities to a common or agreed upon theme (or set of themes) or ‘agreed upon approaches’ that in turn are clearly both within ICANNs’ remit and tied to any current phase of strategic planning.

The design and development of the proposed At-Large End User Campaign Playbook aligns both specifically with one of the primary purposes of ICANN At-Large and the RALOs as a conduit between ICANN, Domain Name Registrants and Internet end users (including consumers) as well as relating to several of the current ICANN Operating Initiatives  outlined in the FY23-27 Operating and Financial Plan and the FY23 Financial Plan and Budget particularly: 3. Evolve and Strengthen the Multistakeholder Model to Facilitate Diverse and Inclusive Participation in Policymaking; 4. Evolve and Strengthen the ICANN Community’s Decision-making Processes to Ensure Efficient and Effective Policymaking;  7. Promote the Universal Acceptance of Domain Names and Email Addresses; 9. Evaluate, Align, and Facilitate Improved Engagement in the Internet Ecosystem  and 10. Improve Governmental and Intergovernmental Organization (IGO) Engagement and Participation in ICANN Through Targeted Engagement

In its role as an advisory committee, the ALAC is tasked with representing the “interests” of individual end users, within the various ICANN policy development activities. The identification of these interests includes rigorous discussion, interest balancing and, where possible, research. The At-Large community is unique in the depth of its “bench,” given the structure of regional organizations and At-Large structures. Ideally, the identification and balance of interests would involve soliciting feedback, on particular policy topics, from a broad spectrum of At-Large community members. A standardized set of processes and procedures for obtaining this feedback will increase the efficiency and frequency of such outreach.

Furthermore, the At-Large community is tasked with public education on ICANN remit, policies and initiatives. Establishing a framework and set of best practices around message amplification will facilitate increased efficiency and reach of those efforts.

Audience

Audience is ‘General’ but designed for existing and future ALAC/At-Large Membership use across all RALOs and Regions primarily in their outwards facing interactions beyond the ICANN Community, but may indeed have utility for ‘inreach activities’ and  should be

Such a playbook should provide for both the more effective setting of goals or objectives in a standardized  S.M.A.R.T way and therefore provide more meaningful and useful metrics and measures of outcomes.

In addition the use within ALAC/At-Large of a well designed Campaign Playbook (including templates) and standardized resources and messaging in outreach and engagement activities will both ‘professionalize’ the plans, mechanisms and tools utilized and allow for local language use as required, with fewer risks to messaging outcomes; as well as generally enhance the overall image and reputation/trust of ICANN At-Large.

Support for O&EWG resource development for community outreach

ALAC

Purpose

At-Large has an important role in disseminating ICANN policy and general information within their regional communities. The information that goes out is mainly general and currently, usually in a formal presentation. The Outreach and Engagement Working Group has been given two tasks:

  • To focus its capacity building activities on key messages about key ICANN policies that specifically target end-users (for At-Large, key areas include DNS Abuse, IDNs and Universal Access, Applicant Support, et al)
  • To encourage the development of creative and innovative online as well as hard copy resources that ALS and Individual members can use during workshop sessions at local community events. These resources will aim to enhance community understanding about the importance of ICANN and its work on key end-user policy issues and to physically engage them in the learning process about these topics

 In connection with Outreach and Engagement, APRALO Policy Forum is developing activities and resource material that will create a toolkit that will be introduced to their general membership at their General assembly during FY24 to support their core policy interests – IDNs, UA and DNS Abuse. Progress of these developments will be shared with other regional O&E teams as part of the WG’s on-going development of O&E community-based resource kits.

This resource development and capacity building activity would build on the development of the At-Large End-user Playbook which would set out a consistent summary of the key policy issues that are important to At-Large and serve as a contextual resource on which the O&E WG could create outreach assets. These would then contain meaningful ICANN-based educational content for use with communities in their regions.

While we would encourage creating online assets that people can use to engage community members to learn online in a fun way rather than as a formal learning course, the main objective would be to create a learning asset that could be used in a group activity to encourage participants to learn more about ICANN content through their interaction and discussion with others during the activity.

The purpose of the budget request is to provide an adequate fund which can support the production of prototype samples of these outreach assets which after the project feedback, could be assessed by the O&EWG for use during community events for production for trial. The activities must engage community participants to learn about what ICANN does and ultimately become informed enough to be able to contribute to discussions on the topics during their events, but also to join RALO and eventually ICANN activities on these topics.

 *The APRALO and AFRALO General Assemblies at the end of 2023 will be an opportunity for regional members to trial developed resource material for potential use within community outreach interactions.

Any completed prototypes could be trialed at the AP and AF General Assemblies at the end of 2023.

Alignment

This activity addresses the strategic risk within the area of geopolitics where lack of community understanding about important issues
relating to ICANN’s remit, can potentially create a barrier to inclusive engagement between ICANN and regional communities about common relevant topics. For At-Large, these end-user topics could include: the work of ICANN itself, DNS Abuse, UA and IDNs, and new GTLDs, for starters.

Encouraging greater understanding about these topics and creating resources that our At-Large members can share with local communities will help both the RALO participants and their communities learn more about these important end-user topics and be more informed and willing to offer an opinion or view on it when asked.

Thus, ICANN would be fostering successful and mutually beneficial relationships with local, regional and global stakeholder groups through the At-Large members, to ensure knowledge building about ICANN and its mission continues. (Strategic Plan 2021-2025, p 25)

Audience

This activity aims to be a capacity building activity for the O&EWG within the context of their learning and understanding more about policy issues - to ensure that they research their topics well enough to produce appropriate and accurately presented learning assets. These assets will cater for different learning styles and strategies, as well as targeted demographic groups (adult/youth,  gender, backgrounds in relation to ICANN, knowledge levels, etc) so that there may be multiple resources based on the same topic. During their development, each developing asset will be critiqued by the O&EWG end-user members themselves to ensure that the asset meets its aims and can appropriately fulfil its purpose and outcome/s. These activities could also complement other work that is being done by the Capacity working Group or even ICANN Learn.

While it might be argued that this activity could be served by funding from discretionary funds which are assigned to RALOs, the reason that this request is being made is to allow RALOs to make their own choices about how they may want to use their discretionary funds which may not have anything to do with resource production. This fund would provide for the physical outputs of this O&E activity. The At-Large Outreach and Engagement Working Group) should have its own financial resources to produce specifically created outreach assets that have been created by the O&EWG members themselves and will be worked on and critiqued by cross-RALO groups to ensure that they are universally acceptable and useful. It is hoped that APRALO and AFRALO could be targeted to receive the first versions of completed assets to trial at their 2023 General Assemblies.

Objectives

For each resource asset, a team must provide:

  1. The title and the key learning features of the resource (its purpose)?
  2. How the resource can add value to the work of At-Large and ICANN – the content of the resources and its relevance to At-Large and ICANN (its formal outcome/s)
  3. A plan for how the development of the resource is to be undertaken – how many people involved and their roles in the development of the asset (its methodology)
  4. What specific components will be produced - what policy area is being developed and how is it being expressed within the resource – within management and development plan (its outputs)
  5. How will the resource be used to convey the messages about ICANN and its roles with regards to maintaining its focus as an independent, trusted multistakeholder steward of the internet’s DNS (its implementation)?
  6. How the asset would be evaluated as a useful resource for further development (monitoring and evaluation)
  7. A complete report on this production activity will be provided to the O&E Co-Chairs at the conclusion of the activity (report)

 Ideas that have been suggested already, include both online and physical assets: brochures, flash cards, card or board games, a book of puzzles, crosswords, find-a-word, etc. – activities that will help to reinforce understanding about policy concepts and issues in a variety of ways, and to hopefully initiate end-user interest in contributing to policy discussions on these issues. Perhaps ICANN’s communication team might reproduce some of the really good ideas that come through with the ICANN logo attached. 

The timeframe for this activity would be to start on the activities during the first half of the year and any samples of resources that are completed and have been assessed by the working group for production of the prototypes, can be readied to be trialled during each of the APRALO and AFRALO General Assemblies at the second half of 2023.

Electronic resource/E-tool, "Welcome Package" is a guide for new and existing members of the At-Large community, which accumulates and gives in a convenient understandable form (texts, infographics, videos, links, names, application forms) complete information on how best to start working in At-Large and take more than 1 role (PDP, organisation, finance & budget, CPWG, reviews, analytics, communications etc).

The amount of work is significant, the next financial year may be devoted to this project, but the result will be used for many years ahead (it will only be necessary to make updates occasionally).

Alignment

The project is fully consistent with the ICANN mission and current strategic plan, because it helps to involve into the At-Large/ICANN activities interested professionals (including technical specialists) from around the world, and this will help:

  • strengthening the security of the domain name system and the DNS root server system;
  • improving the effectiveness of the ICANN multi-stakeholder management model;
  • Addressing geopolitical issues affecting ICANN's mission to provide a single, globally interoperable Internet;

The implementation of the project is clearly related to ongoing political, advisory or technical work: we will help to attract more professional members of the community to work (PDP, organisation, finance & budget, CPWG, reviews, analytics, communications etc), mobilize the existing community, ensuring that people navigate directly first to the knowledge base, then to processes, working groups and mentors who will help get started.

Details of the "Welcome package" multilingual E-tool:

It is a guide book for new community members (Individuals or ALS members), as well as for those who  just have applied for participation. This Guide book will help to get the useful understandable information:

- to understand the place, role and purpose of the At-Large Advisory Committee in the ICANN structure.

- to find the set of required information for learning how to start the interacting and get involved in the work process

- to start to navigate all open web resources of ICANN and At-Large.

- to get to know the key people of the local European ICANN, IG community, to understand the wide spectrum of the community members` expertise  in order to establish the interaction, to ask substantive questions, and to identify the opportunities for mentoring support.

- to follow the ICANN, At-Large, RALOs news on all communication channels

- to find mentors within At-Large/ICANN

- to find exact expertise (At-Large member with needed professional knowlege related ICANN issues, Technical IG or IG)

-  links to forms for applications to all RALOs, Associations of individuals.

- to use as excellent open knowledge base - there are links to Capacity Building webinars, online courses, videos, infographics and other learning resources offered here.

(Apparently it might be an accessible e-tool hosted on additional external resource - landing page). If the question arises - are we duplicating the At-Large website? no. We are creating a separate usability tool that will be easy to use and understand for any beginner.

Speedup of the entry of newcomers or passive members into the active working phase (PDP at first, other At-Large Working Groups, too), since information about At-Large work, goals and objectives, ways of involvement is clear, visual, mobile and digital. And this resource (including communication with mentors) will allow us not to allocate additional resources for explanations and navigation. This is a map for an independent and productive journey of a member (or representatives of ALSs) into At-Large communities and within ICANN.

 On the recommendation, I looked at the Community Onboarding pilot project https://community.icann.org/display/COP22/ALAC: it is great project, certainly becomes part of the content of e-WP, but the proposed e-WP is different product of engagement in essence. We should now use the opportunity to create a new, digital, visual, user-friendly clickable e-WP that combines many engagement resources. It will help connect people in the At-Large community for fruitful collaboration.

If we will prepare just a text document with links and description, it will be another duplicate of the descriptive document (in fact, a duplicate of our At-Large website). Therefore, I propose this configuration of the e-WP as a cross-RALOs  tool for many years to come.

"Using the Ukrainian experience in the development and evaluation of the ICANN Emergency Assistance Program". (Updated)

Purpose

The purpose of our research is to collect and analyze data regarding threats to Internet during military invasion, summarize the effectiveness of multistakeholder response to such threats,  prepare some evidences for more effective participation in policy advice development, organize open discussion of the results within EURALO and within ICANN, propose some recommendations for ICANN and different stakeholders, promote the role of ICANN in  ensuring the stable and secure operation of the Internet's unique identifier systems. 

We are going to start with webinar, devoted to the discussion of terminology, legislative basis, available evidences. Then we will prepare questionnaire both for Ukrainian stakeholders and members of different ICANN constituency (maybe for some other I* organizations). Then we will analyze the results of survey and other evidence basis and prepare our recommendations and present them during the nearest IG Forum (ICANN conference, IGF, EuroDIG).

I very much hope that Ukraine will defeat the aggressor country very soon, and we will be able to sum up the results of our study in 2023.

The mission of the Internet Corporation for Assigned Names and Numbers ("ICANN") is to ensure the stable and secure operation of the Internet's unique identifier systems.

Russia’s full-scale invasion of Ukraine  (24 February 2022) created threats for digital survival of Ukrainians.  Aggressors used a variety of approaches:

- physical destruction of Ukrainian infrastructure;

- violent seizure of the office of Ukrainian providers and operators;

- rerouting of Internet and mobile traffic from Ukrainian networks to other ones;

- cyberattacks on critical Ukrainian infrastructure;

- stealing of personal data;

- spreading of disinformation;

- disruption of Ukraine’s energy infrastructure;

- others.

All Ukrainian and majority of foreign stakeholders join forces to protect the country's digital assets, Ukraine received huge amount of help and support from international and I* organizations.

Nevertheless in the end of 2022 the threat of digital genocide of Ukrainians remains.

But it is not only the threat to Ukrainians. It is the threat to the multistakeholder model of “One world, one Internet”, to the resiliency and stability of free, open and secure Internet. 

It is impossible to “(ii) Facilitates the coordination of the operation and evolution of the DNS root name server system” without analyzing of such threats.

Our proposal fully meets all five Strategic Objectives for Fiscal Years 2021–2025

- strengthen the security of the Domain Name System and the DNS Root Server System

(by analyzing military threats to .ua and .укр);

- improve the effectiveness of ICANN’s multistakeholder model of governance (Ukrainian experience is the best way to promote multistakeholderism);

- evolve the unique identifier systems in coordination and collaboration with relevant

parties to continue to serve the needs of the global Internet user base (we are sure that ICANN has to know a lot about the unique identifier systems in time of war and the role of different parties);

- address geopolitical issues impacting ICANN’s mission to ensure a single and globally

interoperable Internet (I hope I do not have to explain this point);

- ensure ICANN’s long-term financial sustainability (as far as I know, ICANN for the first time has allocated $1 million to help to protect Internet access in war-torn Ukraine. Are you interested to receive some answers from Ukraine regarding the efficiency of your help?)

Details: 

I am asking $10 000 for an end-users survey. In Ukraine the minimum price of the nation-wide survey, based on international standards (2000 interviews by telephone, different age, gender, geography and so on) is about $8000 (in our days prices). We are also planning to organize some focus-groups with lawyers, technicians, and politicians - to discuss the results of the end-users survey. There is no open pricelist for such a survey. Then we have to summarize results of the survey and discussions in focus groups.

$3000 for translation - in case ICANN does not have translators from/into Ukrainian.

$3000 for travel support - to present results of the project at EuroDIG or IGF.

Universal Acceptance Pilot Hackathon to be conducted in the first or second quarter of 2024 (Updated/Final)

Purpose

The objective of this proposal is to organize a hackathon which will serve as a pilot to promote practical awareness of, and skills for Universal Acceptance (UA) readiness in the Caribbean region. The main purpose of initiating this project as a pilot is to be able to assess the design, feasibility, practicality, content, cost and adaptability so that it can be adjusted as necessary, to suit the norms and customs for the regions which may be different for other areas where hackathons may have been previously rolled out. It is hoped that lessons learnt from this pilot can be shared for use not just in the Caribbean, but in other regions with unique characteristics such as ours namely, small populations, developing nations and/or SIDS.

Concurrently, the region is in the process of preparing proposals from the Caribbean Network Operators Group (CaribNOG) as well as the Telecommunications Authority of Trinidad and Tobago (TATT) as part of the UA awareness campaign.  Those proposals, if accepted, will set the stage to start the process of building much needed awareness on the subject matter of UA. Therefore, the intention is that this pilot will be a follow up on the work started by these organizations, but will specifically target university level students in Trinidad and Tobago who are studying Computer Engineering, Computer Science or Information Technology to build their competence, awareness and innovativeness in the area of UA. The idea is for them to begin to see this UA Hackathon as training and a welcomed prerequisite for the adoption of UA tools, that can be used in the successful deployment of essential components that are required for creating a multilingual Internet.

Alignment

This pilot is directly aligned to the ICANN mission of UA and can help to continue to build UA awareness, innovation and competence in the LAC region, but specifically in the Caribbean where we have lagged in technology deployment initiatives. This pilot is also expected to equip and embolden the participants with the requisite knowledge that can help them to begin to facilitate the use on non-Latin characters for building out the multilingual Internet particularly for domain names and e-mail addresses, and also multilingual content.

Caribbean DNS Observatory – Government (Updated)

Purpose

The pandemic has caused many Caribbean governments to seek greater online alternatives to face-to-face interaction. The effect of the pandemic on the Caribbean was for it to activate online schooling from Primary to Secondary Education level utilizing G Suite for Education. Schools, for example in Barbados, have a domain of the form <abbreviation-of-school>.school.edu.bb.

Government departments began to publish contact telephone numbers and email addresses via their websites, as well as those of the Government Information Service. Those email addresses and websites were on the domain gov.XX (gov.ccTLD).  Examples include gov.bb, gov,tt, gov.jm.

Caribbean governments continue to pursue online services more aggressively understanding that this is a component of national digital transformation and critical to their socio-economic development.

However, what of the domain name space foundation on which this all is predicated? Is it reliable, well designed, trouble-free, monitored, incident free? What does live experience teach us about our national domain name space foundation?

The purpose of this project is to review the “health” of these domains in what will be a precursor to the establishment of a Caribbean DNS Observatory and Research Centre to assist regional stakeholders in better management of the DNS and promote best practices and adherence to global standards.

The ICANN strategic plan identifies security of the DNS as a priority, aiming to “improve the shared responsibility for upholding the security and stability of the DNS by strengthening DNS coordination in partnership with relevant stakeholders.”  It also aims to Identify and mitigate security threats to the DNS through greater engagement with relevant hardware, software, and service vendors.

DNS abuse is also one of the priority areas for ICANN and this work will go a long way in helping to inform ICANN’s policies and policy development process in this regard.

Provide a report to regional stakeholders on DNS issues relating to the 2nd level government domains in the Caribbean, given the move towards more online critical government services.  At the moment there is not a well established DNS observatory for the Caribbean which can help to provide research and support that is useful to regional governments.

This will allow for information sharing and development of best practices and ensure compliance with global internet standards.

It will also provide and analytics platform that gives a dashboard view on the DNS, particularly those systems providing critical public services.

Audience

Governments in the Caribbean. Specifically those that are the top 5 highest ranking on the UN e-Government Global Development Index.  This will include but not be limited to Barbados, Grenada, Trinidad and Tobago, Jamaica, Bahamas and others depending on availability of resources.

Technical and end user community via interfacing with Caribbean region conferences such as the Caribbean Network Operators Group (CaribNOG) and the Caribbean Internet Governance Forum (CIGF), etc.General public via available engagement mechanisms or traditional or online media.

Educational communities via direct outreach engagement in concert with ICANN’s regional outreach initiatives on participation.

Outcomes

This project is a stepping stone towards the establishment of a Caribbean DNS observatory and research centre and can be expanded beyond the initial focus. It is anticipated that the critical public services provided by governments will result in that being the initial focus and dataset. The end user community, that is the general public, must access services that they provide such as education, health care, business licenses, national IDs, taxes, domain names, registries, etc.   If the DNS is not being effectively managed then it can lead to disruption of these critical services, not necessarily as a result of abuse or attacks but because of misconfigurations, lack of real-time monitoring , poor operations and lack of adherence to global standards.  The effect can be as devastating as an intentional cyber  threat.

 In the past, for example, there have been outages due to non-payment of domain name renewal fees, misconfigurations during ccTLD registry updates, DNS architecture misconfiguration time bomb that could cause future failures and the list goes on.  This will help to mitigate against these challenges with better research and monitoring tools, and later education, informed by the outcomes of this project.

 It is proposed that the findings be presented within regional forums at the conclusion of the research.  This includes Caribnog (Caribbean Network Operators Group), CTU ICT Week  - ICT Collaboration Forum, Caribbean Peering Internet Forum  (CarPIF), and direct presentations  as needed or requested by regional governments.

In Bolivia there are more than 30 indigenous nations and the Constitution recognize them. Aymaras and quechuas are the largest population in the country and they are localized in other countries such as Perú, Chile, Argentina, Ecuador. El Alto is the largest aymara city, where there are a lot of people who are promoting or using the internet in order to strengthen their language and culture in cyberspace through different platforms or digital tools. So the purpose is to organize a training days among cyber-indigenous people through an APTHAPI TECNOLÓGICO (Apthapi means bring together something to share in Aymara or Quechua) getting together promoters, expertises, and users of the internet among the civil society, academia and the government.

The event will be organized by: Comunidad Jaqi Aru, Universidad Pública de El Alto- Carrera de Ingeniería de Sistemas, and Agencia de Tecnologías de Información y Comunicación-AGETIC.

LAC Digital is a meeting for dialogue and exchange of ideas between “Civil society”, “Governments and Academia” aimed at discussing and sharing issues related to the Internet, connectivity, domain names and numbers within the framework of human rights, diversity and equitable access.

The main objective of LAC Digital is to facilitate inclusive and productive debates on public policy issues related to the Internet from a general perspective, keeping these 3 segments “Civil society”, Governments” and “Academia” involved within the wide range of possibilities that the multi-stakeholder model has to offer. LAC Digital has among its goals the interaction of Civil Society, Governments and Academia to ensure that Information and Communication Technologies (ICT) and the Internet support and help implement the "2030 Agenda for Sustainable Development" (Resolution approved by the United Nations General Assembly on September 25, 2015).

Alignment

During the activity we will address issues related to Internet Governance and what issues impact us in the lives of users. We will address issues related to geopolitics, Internationalized Domain Name (IDN), Whois-GDPR, regional update on Universal Acceptance, as well as workshops on the gender perspective in ICTs and the participation of women and gender diversity.

After the activity, a Dossier will be published with the contributions of the presenters and the discussion on the proposed topics in order to be a basis for monitoring each researcher in the different LAC subregions.
