Kimberly Carlson: (7/22/2015 07:04) Welcome to WP3 Meeting #6 on 22 July!  Please note that chat sessions are being archived and follow the ICANN Expected Standards of Behavior: http://www.icann.org/en/news/in-focus/accountability/expected-standards

Pär Brumark (GAC NIUE): (07:56) Hi Kimberly!

  Leon Sanchez: (07:56) Hello Pär

  Leon Sanchez: (07:56) Hi Kimberly

  Leon Sanchez: (07:56) Hello everyone

  Kimberly Carlson: (07:56) Hello Everyone

Pär Brumark (GAC NIUE): (07:57) Hi Leon and all!

  Leon Sanchez: (07:57) Hi Jan

  Jan Scholte: (07:57) Greetings all

Jonathan Zuck (IPC): (07:58) Hello everyone!

Jan Scholte: (08:05) Leon, could we see the text on screen?

Grace Abuhamad: (08:09) Which document would you like to upload?

Jan Scholte: (08:11) The list of points for SO/AC accountability that we discussed (and amended) at Paris.

  Grace Abuhamad: (08:11) ok

Greg Shatan: (08:13) I think some elements of SO/AC accountability (or at least transparency) have in fact been discussed in past ATRT reviews, but I haven't analyzed the issue in any significant manner.

Greg Shatan: (08:14) The GNSO review should probably be re-done in any event...

Greg Shatan: (08:14) ]But that's an issue for a different forum.

Greg Shatan: (08:17) We can make it a priority for WS2, but we need to look at all of the issues in WS2 to decide how to prioritize them.

Greg Shatan: (08:18) Holding the IANA Transition hostage to an SO/AC accountability discussion strikes me as a very bad idea.

Sébastien (ALAC): (08:20) But what to have a board accountable to a non accountable community

Sébastien (ALAC): (08:20) SO/AC are not so different than the board regarding accountability

Greg Shatan: (08:20) Why do you assume it's a non-accountable community?

Greg Shatan: (08:21) I disagree with that characterization.

Sébastien (ALAC): (08:22) No pb I desagree with you @Greeg

Greg Shatan: (08:22) It can certainly be reviewed, and perhaps improved.  But the idea that they are "unaccountable" until some review says otherwise assumes much too much.

Sébastien (ALAC): (08:22) It is not what I said

Greg Shatan: (08:23) You called it a "non accountable community."  Seems pretty close, but perhaps I am missing the distinction.

Sébastien (ALAC): (08:24) Not différent on what we said about the Board

Jonathan Zuck (IPC): (08:25) Well, the primary difference between the community and board is the capacity for dynamic participation. The community is not fixed for any period of time.

Sébastien (ALAC): (08:29) But their leaders yes

Sébastien (ALAC): (08:31) @Jan it was before the creation of the WP3

Greg Shatan: (08:31) Leaders come and go as well.

  Sébastien (ALAC): (08:31) By AFNIC

Greg Shatan: (08:31) Hopefully, not too quickly....

  Jan Scholte: (08:31) Thanks, Sebastien

Sébastien (ALAC): (08:32) @Greg yes like the Board members

  Jan Scholte: (08:33) Thanks Leon

Greg Shatan: (08:36) Thanks, Sebastien.  Perhaps it's just a phrasing issue.

  Sébastien (ALAC): (08:40) +1 @ Jan

Jonathan Zuck (IPC): (08:40) we could dismantle and set a date to start up again?

Robin Gross [GNSO - NCSG]: (08:40) personally I see board transparency and GAC transparency as far more important than "diversity" - whatever that is.

  Jonathan Zuck (IPC): (08:41) thanks

Jan Scholte: (08:42) Many thanks Leon Bye all

Pär Brumark (GAC NIUE): (08:42) Thx all!

Robin Gross [GNSO - NCSG]: (08:42) thanks - bye

  Greg Shatan: (08:42) Bye all.
