Facts:

The workshop on ‘Internet Architecture and Human Rights’[1] was held on 28th July 2016, at the Asia-Pacific Regional Internet Governance Forum,[2] which was partially sponsored by ICANN. The conference was well attended by members from civil society, such as journalists and activists, as well as members from the private, technical and academic sectors.

The workshop dealt with the ways in which the design and administration of the internet has an impact on human rights, and was moderated by Dr. Monika Zalnieriute[3] (University of Melbourne). There were 5 speakers on the panel.

Dr. Makoto Yokozawa[4] (Kyoto University) spoke about data ownership, while Malavika Jayaram[5] (Digital Asia Hub, Hong Kong) discussed the broader implications of privacy online, and the resulting self-censorship. Adam Peake[6] (ICANN) gave an overview of the CCWG-Accountability Work Stream 2 issues, with a focus on the work being done on the human rights bylaw, and Arun Mohan Sukumar[7] (Observer Research Foundation) spoke about data sharing agreements between governments. I (Aarti Bhavana, Centre for Communication Governance) spoke about the human rights implications of the current WHOIS policy, and highlighted the work being done by the CCWP-HR and the ongoing PDP.

A round of Q&A followed the presentations.

Lesson learned:

The attendance was quite high (despite it being the first panel of the day!). The audience was very interested in the topic, particularly privacy, as indicated by the questions asked. There were also some questions about ICANN and participation in its policy development. However, there wasn’t much familiarity with what ICANN does, and many were not even aware of NCUC. Even outside of this panel, it was clear that many were getting lost with the acronyms.

For the future:

The issues presented by the panelists were of great interest to those attending. There is a need for more such engagement sessions, but with more of a focus on explaining the basics, particularly at such conferences that see strong participation from civil society.
