I agree with Carlton on this one - we probably don't need to comment. This is the next logical step in IDNs - what do about registrants' whose first (and only?) language is not English. Based on the chart in the report, this proposed allowing free script for the registrant, address, etc, but other elements of Registrant data - to ensure comprehensibility and contactability - should be based on internetional standatds - e.g., ITU or RFCs (including critical elements such as phone/fax contacts, email, DNSSec.
