1.    ACTION ITEM: Staff to check to see if there is a standard output to be used for delivery of the CCOICI’s determinations to the GNSO Council.

HRIA:

-    Seem to already to be some agreement for a potential direction after a discussion of the decision tree.
-    Continue to discuss what might be missing, what should be the focus, to develop recommendations for the Council.
-    Everyone recognizes the importance of the impact of policy recommendations on human rights, and noting that public comment on this aspect can also be solicited.
-    This does not have to be one single point in a PDPs life cycle. Suggestion to look at how existing templates (Initial, Final Reports) to highlight questions to consider possible impact on human rights, to allow early flagging.
-    At the end of the day it will be the Council’s determination to ensure that appropriate attention is paid to the impact on human rights.
-    Think about how to ensure that the PDP WG has done its check on possible impacts on human rights.
-    Staff could look at documentation for analysis done by other companies on human rights impact that could be adopted.  There may also be something from the CCWG on human rights in ICANN.  Look for a simple checklist.
-    Olga to try to recall who was in the human rights group for Workstream 2.
-    We are still in early discussions on this recommendation.
-    For the other recommendations, staff is compiling a draft report for the CCOICI to consider that could be conveyed to the Council.
