Cheryl Langdon-Orr (CLO): (14:08) clarification would be appreciated and useful

  Cheryl Langdon-Orr (CLO): (14:08) Te

Cheryl Langdon-Orr (CLO): (14:09) this is an SSAC  not ALAC comment... yes

Bernard Turcotte - ICANN: (14:09) Corrected to SSAc in master document

Cheryl Langdon-Orr (CLO): (14:10) the Bernie

Bernard Turcotte - ICANN: (14:10) Niels please slow down a bit for the captioning

Cheryl Langdon-Orr (CLO): (14:17) makes sense Anne...  so for the attention of the full ccwg

Bernard Turcotte - ICANN: (14:24) old

Bernard Turcotte - ICANN: (14:28) Balancing

David McAuley: (14:28) Greg is saying better what I meant to say

Mark Carvell: (14:30) Agree seems beyond WG remit as it is a fundamental position about how core values may interact so onevalue might  override another. Suggest Brazil raises this in anotherICANN  forum.

Greg Shatan: (14:31) This would also open up a Pandora's Box of issues about which core value is more important, what aspect of ICANN's mission is more "core", etc., etc.

David McAuley: (14:34) The 'customary' language would undercut bylaw language

Bernard Turcotte - ICANN: (14:41) time Check - 19 minutes left in the call

Herb Waye Ombuds: (14:42) Sorry for the late arrival... Hay season, when the farmer says bring me a wagon one drops everything and brings the hay wagon...

Anne Aikman-Scalese: (14:46) This is tough because ICANN is not a "business".  And there are limitations in the approved ByLaw relating to "no obligation beyond applicable law."  I wonder whether ICANN should simply be advisingg  businesses with which it interacts of the Ruggie Principles  and/or according extra points for an application that agrees to  implement Ruggie.  But in fact these are also issues of implementation, as is the idea of an HRIA.

Mark Carvell: (14:46) Swiss and UK governments are in line on Ruggie - when it comes to GAC preparing its response as CO can expect this discussion to be re-visited.

David McAuley: (14:47) hard to hear

  Greg Shatan: (14:47) +1 David

  David McAuley: (14:47) better

  Cheryl Langdon-Orr (CLO): (14:47) agreed

David McAuley: (14:49) suggest we stick to bylaw language

  Cheryl Langdon-Orr (CLO): (14:49) yep

Bernard Turcotte - ICANN: (14:50) Time Check - 10 minutes left in call

David McAuley: (14:51) Greg is right - the challenged language is in the bylaw,

Bernard Turcotte - ICANN: (14:55) Note - Next meeting of the HR group is Tuesday 25 July 1900UTC

Greg Shatan: (14:56) Need to look back at our documents to weigh these comments.

Herb Waye Ombuds: (14:57) Bye all

  Anne Aikman-Scalese: (14:57) THank you.

Bernard Turcotte - ICANN: (14:57) bye all

David McAuley: (14:57) Thanks Niels, all bye

  Greg Shatan: (14:57) bye!

Mark Carvell: (14:57) Thanks for careful consideration. Bye!
