Phase 3Board UpdateBoard Resolution dated 07 November 2019 addressed RSSAC037 Rec 1 https://www.icann.org/resources/board-material/resolutions-2019-11-07-en#2.d The ICANN Board directed the ICANN President and CEO, or his designee(s), to publish the final charter, operating procedures, and work plan for the GWG and to convene the GWG. RSSAC037; the Concept Paper; and the GWG charter, operating procedures, and work plan provide a starting point for discussions in the ICANN community about evolving RSS governance. By convening the GWG, the ICANN Board completes its consideration of recommendation one from RSSAC038. Furthermore, the ICANN Board continues its evaluation and consideration of recommendations two and three from RSSAC038.

 

Phase 3Phase UpdateThe RSSAC published RSSAC037: A Proposed Governance Model for the DNS Root Server System (RSSAC037) in June 2018 and concurrently published RSSAC038: RSSAC Advisory on a Proposed Governance Model for the Root Server System (RSSAC038), making three recommendations for next steps to the ICANN Board. RSSAC037 and RSSAC038 address outstanding and unanswered questions around DNS root service accountability, financial stability, and sustainability. As part of the ICANN Board's consideration of RSSAC037 and RSSAC038, ICANN org prepared a "Concept Paper on a Community-Driven Process to Develop a Final Model Based on RSSAC037". The Concept Paper proposes a model based on RSSAC037 as well as a community-driven process to develop a final model for the RSS in response to a recommendation from RSSAC038. The Concept Paper was reviewed by the Board Technical Committee, the RSSAC, and discussed at ICANN65. At its meeting in Istanbul on 3 May 2019, the Board reviewed and approved the Concept paper and related documents for posting and further consultation with the ICANN Community. Phase 3Phase UpdatePublic Comment proceeding opened and seeks feedback on RSSAC037, the Concept Paper, the draft charter and operating procedures for the Governance Working Group (GWG) , and the draft work plan for the GWG. Phase 3Phase UpdateAs part of the ICANN Board's consideration of RSSAC037, ICANN org prepared a "Concept Paper on a Community-Driven Process to Develop a Final Model Based on RSSAC037" (ICANN Board Concept Paper). The ICANN Board Concept Paper outlines a community-driven process to develop a final model for the RSS to be led by the Root Server System Governance Working Group (GWG). To launch the work of the GWG, ICANN org developed a draft charter and operating procedures and a draft work plan. RSSAC037, the ICANN Board Concept Paper, and the draft charter and operating procedures and draft work plan for the GWG are ready for Public Comment.
