AC - Advisory CommitteeAn Advisory Committee is a formal advisory body made up of representatives from the Internet community to advise ICANN on a particular issue or policy area. Several are mandated by the ICANN Bylaws and others may be created as needed. Advisory committees have no legal authority to act for ICANN, but report their findings and make recommendations to the ICANN Board.
Approval ActionOne of three specific actions undertaken by the ICANN Board of Directors that the Empowered Community has the right to approve (Section 25.2 and Section 26 of the Bylaws).
Approval Action Board NoticeFormal notification by the ICANN Board to the Empowered Community that the Board has taken an action that is reviewable by the Empowered Community.
Approval Action Community ForumA Community forum (held either in person at an ICANN meeting or via tele-conference) during which the Decisional Participants and interested parties may discuss the Approval Action.
Chair of the Working Group

The person who manages the ongoing activity of the WG and ensures an appropriate working environment. The Chair is the representative of the  WG in the ccNSO meetings.

EC Rejection Notice

Formal notice given by the Empowered Community Administration (ECA) to the ICANN Secretary that the Empowered Community has decided to Reject a Board Action described in a Rejection Action Board Notice.

EC - Empowered Community

A nonprofit California association consisting of the Address Supporting Organization (ASO), the At-large Supporting Organization (ALAC), the ccNSO, the Governmental Advisory Committee (GAC), and the GNSO (Article 6.1(a)).

ECA - Empowered Community AdministrationThe Empowered Community Administration is the administrative body through which the Empowered Community acts. Each of the Decisional Participants of the Empowered Community designates one representative to the Empowered Community Administration.

Expression of needA short written document that contains a description of the matter that needs to be addressed and the proposed purpose of the new Working Group, including a description and expected completion date of the proposed work.  The expression of need should be sent to the ccNSO Council.
GRC - Guidelines Review CommitteeA committee established by the ccNSO Council tasked to review the current guidelines and to ascertain whether they reflect current practices and working methods, identify potential gaps, and based on this analysis propose changes to the current guidelines to the ccNSO Council.
IGLC - Internet Governance Liaison CommitteeA committee established by the ccNSO Council to coordinate, facilitate, and increase the participation of ccTLD managers in discussions and processes pertaining to Internet Governance.
IRP - Indipendent Review ProcessICANN's Indipendent Review Process is a form of arbitration, which provides for independent third-party review of ICANN actions alleged by an affected party to be inconsistent with the Articles of Incorporation or Bylaws. The IRP is an essential accountability mechanism to hold the ICANN Board and org accountable, and the seating of a Standing Panel to hear these claims is an important component to achieve consistent, binding outcomes.
MPC - Meetings Programme CommitteeA committee (formerly, a working group) established by the ccNSO Council to coordinate and manage the high-level schedule of the ccNSO-related sessions, including the ccNSO Members Meeting agenda at ICANN public meetings, and related matters.
OISC - Outreach and Involvement Standing Committee

A committee established by the ccNSO Council to ensure:

  • A continued and ongoing coordinated approach regarding the existing and potential outreach and involvement efforts by and targeted at the ccNSO and ccTLD community
  • ccTLDs awareness of and involvement in the aforementioned efforts.
PDP - Policy development process

PDP (de-)selection of IDN ccTLD Strings Working Group

The goal of the working group (WG) is to report on and recommend a policy for the (de-) selection of Internationalised Domain Name country code Top-Level Domain strings (IDN ccTLDS) associated with the country codes assigned to countries, territories or other areas of geopolitical interest listed in the ISO 3166-1 standard and within the framework of the ccNSO Policy Development Process.
PDP Retirement Working GroupThe goal of the working group (WG) is to report on and recommend a policy for the retirement of the delegated Top-Level Domains associated with the country codes assigned to countries and territories listed in the ISO 3166-1 within the framework of the ccNSO Policy Development Process.

Rejection Action

One of ten specific actions undertaken by the ICANN Board of Directors that the Empowered Community can raise an objection to and possibly block its adoption (Annex D, Section 2.1).

Rejection Action Board Notice

Formal notification by the ICANN Board to the Empowered Community that the Board has taken an action that is reviewable (i.e., that is a Rejection Action) by the Empowered Community (Annex D, Section 2.1).

Rejection Action Board Notification Date

The date the Board’s Rejection Action Board Notice is delivered to the Empowered Community.  This date marks the beginning of the Rejection Action Petition Period (Annex D Section 2.2(a)).

Rejection Action Community Forum

A Community forum (held either in person at an ICANN meeting or via tele-conference) during which a Rejection Action Supported Petition will be discussed by the Empowered Community (Annex D, Section 2.3).

Rejection Action Community Forum Period

A twenty-one (21) day period commencing at the conclusion of the Rejection Action Petition Support Period during which the Rejection Action Forum must be convened, unless it has been decided to defer the convening of the Rejection Action Community Forum to the next ICANN public meeting (Annex D, Section 2.3(3)).

Rejection Action Decision Period

A twenty-one (21) day period commencing at the conclusion of the Rejection Action Community Forum during which the Decisional Participants need to formally decide to (a) support the Rejection Action Petition under consideration, (b) not support the Rejection Action Petition under consideration, or (c) abstain on the matter (Annex D, Section 2.3(a)).

Rejection Action Petition

A written objection to a Rejection Action Board Notice submitted by a member of the ccNSO or ccTLD Community to the ccNSO Council for its consideration (Annex D, Section 2.2(b)).

Rejection Action Petition Manager

Person appointed by the ccNSO Chair to oversee the management of the process described in this Guideline by which the ccNSO will consider a Rejection Action Petition or a Rejection Action Supported Petition.

Rejection Action Petition Notice

Written notice of the acceptance of a Rejection Action Petition by the ccNSO Council to the other Decisional Participants, the Empowered Community Administration (ECA), and the ICANN Corporate Secretary (Annex D, Section 2.2(c)(i)).

Rejection Action Petition Period

A twenty-one (21) day period that commences on the Rejection Action Board Notification Date during which the Decisional Participants can submit Rejection Action Petition Notices in response to a Rejection Action by the Board (Annex D, Section 2.2(b)).

Rejection Action Petition Support Period

A seven (7) day period, commencing when a Rejection Action Petition Notice is filed by a Decisional Participant, during which the Decisional Participant which filed the Rejection Action Petition Notice must solicit the support of at least one other Decisional Participant for their Rejection Petition Notice (Annex D, Section 2.2(d)(I)).

Rejection Action Petitioning Decisional Participant

A Decisional Participant that has formally filed a Rejection Action Petition Notice in response to a Rejection Action (Annex D, Section 2.2(c)(i)).

Rejection Action Supported Petition

A Rejection Action Petition Notice that has obtained the formal support of at least one Decisional Participant in addition to the Decisional Participant that filed the Rejection Action Petition Notice (Annex D, Section 2.2(d)(i)).

Rejection Action Supporting Decisional Participant

A Decisional Participant that formally agrees to support a Rejection Action Petition Notice submitted by another Decisional Participant (Annex D, Section 2.2(d)(i)).

Rejection Process Termination Notice

Formal notice given by the Empowered Community Administration (ECA) to the ICANN Secretary that a Rejection Action Petition Notice, filed by a Decisional Participant in response to a Rejection Action Board Notice, failed to garner the required support of at least one other Decisional Participant (Annex D, Section 2.1(c)(ii)).

SO - Supporting OrganizationICANN has three Supporting Organizations that develop and recommend policies concerning the Internet’s technical management within their areas of expertise. They are the Address Supporting Organization (ASO), the Country Code Names Supporting Organization (ccNSO) and the Generic Names Supporting Organization (GNSO)
SOPC - Strategic and Operational Planning CommitteeThe Strategic and Operational Working Group (SOPWG) was created at the Cairo ICANN meeting in November 2008. In November 2017 it was renamed the Strategic and Operational Planning Committee (SOPC) to reflect its permanent nature. The aim of the Committee is to coordinate, facilitate, and increase the participation of ccTLD managers in ICANN and PTI's strategic and operational planning processes and related budgetary processes.
Temporary ccNSO working/work entitiesTemporary ccNSO working/work entities are light-weight collaboration groups (such as Committees, Study Groups, Ad-Hoc Groups, drafting teams, etc.) established by the ccNSO Council to explore specific issues as requested and to report to Council. These entities are of limited scope and/or duration and their work product is expressly not the result of extensive community consultation.
TOR - Terms of ReferenceTOR define the purpose and structures of a project, committee, meeting, negotiation, or any similar collection of people who have agreed to work together to accomplish a shared goal.
Triage CommitteeccNSO Council committee dedicated to quickly review incoming requests for input and make a suggestion to the Council on how to react on the requests. The Committee is comprised by three Councillors.
(ccNSO) Working GroupA group established to address a particular issue or topic of concern to the ccNSO community.
Working Group Charter

A document that adresses the goal and purpose of the WG, the scope of activities of the WG, reporting mechanism(s), the Chair and membership, decision-making process and other aspects. Charter is used to conduct WG business.  WG Charter is reviewed regularly by the Working group and the ccNSO Council.
